I spoke with the owner/developer, and he is in agreement with the conditions in the sta? report. The only item we
would like to coordinate is City Comment A.8. for the surety payment for the “planter” area between the future
multi-use pathway and curb (both being installed by ACHD with their Ustick widening project). They are in the
process of purchasing the right-of-way along the front of the owner’s property, so that area will soon be ACHD
property. The ACHD plan for that frontage includes about a 4’ wide “planter” area that they typically install gravel
within (similar to the conditions along Ustick east of the project location), see image below. We will work with
ACHD to determine what they have planned for that treatment so we can develop the surety number for the future
install of the planned materials. They have the widening project designed and funded for install based on their
engineered plans (see attached that we received from ACHD).

Regarding the other conditions of approval:
A. Meridian Planning Division
1. Noted and will comply
2. Noted and will comply
3. Will have the surveyor add the landscape bu?er and notes regarding maintenance of the 25’ landscape
bu?er.
4. Noted and will comply with R-4 zoning standards of the UDC.
5. Will ensure all fire department requirements for access are met.
6. No trees will be removed from the site as part of this project. If a tree is planned for removal, a
mitigation plan will be provided.
7. Existing trees shown on Lot 2.
8. See notes above.
9. Will revise landscape plan to ensure that 25% of proposed trees required are Class 2 where
possible. Overhead powerlines along the frontage may require those to be Class 1, although the bu?er
width may allow us to pull them the 15’ away from the powerlines. The rest of the trees along the
Ustick side are existing to remain.
We will ensure that all Public Works and additional agency comments/conditions will be accommodated by the
project.

Ben,
I saw Karaleigh’s response to which I added a condition to the sta? report stating if the roadway widening and
multiuse pathway have not been installed prior to the City Engineer’s signature you will be required to post a
surety for the landscaping with the bu?er.

I don’t have any questions about the sta? report, and the only thing I would bring up is that we received
correspondence from ACHD (email attached, which also includes their approved design/construction plans) that
they will be widening Ustick to 5 lanes within the next year (including expanding the existing sidewalk to a 10’ wide
multi-use pathway, which is already designed and ready for construction by them), and any improvements that
were made in that space would end up getting torn out when they do their project. I’m not sure if that changes
anything in the sta? report, just wanted to mention that as that is why we were showing landscape behind the
sidewalk and not between the sidewalk and existing roadway (although there is the seeded back slope and gravel
shoulder on Ustick, being set up for the future widening without impacting/duplicating improvements).
