Good morning,
I looked into the history of the property, and the current configuration of the highlighted property (Parcel S1406110355)
is considered legal from the County's perspective; or for further clarification, it was considered legal and buildable
before it was annexed.The county does not have jurisdiction over the property currently.
It was created by a one time division in 1997. At the time, we did not require formal one time division applications, as
long as the property was eligible, and a Record of Survey and new deeds were recorded with two properties that met
the minimum dimensional standards of the time, which was 10 acres.A property status report(97054-ZCA) shows that
the property was eligible for a one time division in 1997.

I had a nice Christmas and New Year and somehow managed to turn 40 between the holidays - Hope you and
everyone on this email chain had a great close to 2024 and start to 2025!
1 did some digging and may have found something of interest... which you can request via a public records request with
this link https://adacounty.id.gov/about-ada-county/public-records-request/just make sure to ask for"all files related to
97054-ZCA and 9701000-BP" in the description.
RE: 97054-ZCA:
Someone did a public information request(we called these something different back in the 90's when this one was
done) about parcel 51406110300.They paid money for a planner to do research and answer their questions about a
parcel/it's history/and to see if they can do what they want with the land. The applicant was asking about a one-time
division and the planner addressed the size and history and ability to do a one-time division with a ROS. The only thing
I'm scratching my head about is that this letter was given to the applicant on 9/2/1997 and the ROS 3952 seems to have
been done prior, in July of 97'. Also, it doesn't look like anything was acted upon until the end of 2024,when Gary
Murgoitio did a split on 9/18/2024 with the Turnbull Family Trust(current owner, with new parcel #only in existence for
tax history in 2025--according to the assessor). I do not see a record of parcel S1406110355 existing prior to
9/18/2024 but a planner or the recorder could make sure about this. But since the parcel appears to have already
been annexed by the City of Meridian,the city would have to have record of this division or approved it for it to be legal,
since it's no longer under our jurisdiction.
RE: 9701000-BP:
There was also a building permit in 97'for a new home "replacing old home with new construct. home" (9701000-BP)
along the northern 21.75 acre area referenced on the ROS—what is addressed as 6575 S Locust Grove Rd. This may
have some interest to you as the ROS 3952 references a shed, barn, and house (the older house). From what I can tell,
the southern 51+acres were still part of this address attached to the home and GOV'T LOT 1 for land use purposes.
According to the assessor, it Looks like this parcel had a split done with Murgoitio Family Trust and Brighton Investments
LLC on 12/18/2018. We have no record of a split, since the parcel appears to have been annexed by the City of Meridian
in 2017, meaning that Meridian would or should have records of this split. More splits followed in 2022 and 2023 by
various parties that Meridian should have records of as well, I'm assuming.
Other Files of Interest:
There was also a Private Road application done in 97' (97022-PR)that comes up in search history as a private road went
along the southern portion of the parcel to the west side of the canal. This also triggers a building permit in 98'
(9800587-BP) but I don't think these are much of interest to you, as it's outside the highlighted parcel map you sent
me. But you could always add these file numbers to your public records request if you'd like.

I want to note that I'm not a planner. I'm a plans examiner who also works on permitting, so I answer a lot of simpler
planning, surveying, engineering, and public records request questions while working the front desk residential building
code role. We have planners available every day to answer more in depth questions at 208-287-7900. They may
prompt you to do a public information request. Amelia Haynes was our planner taking calls today, so I have included her
on this email. She also does many of the public information request applications, so she would be a great person to talk
