JPA ExecuƟve Board MeeƟng
Minutes
October 24, 2024
The JPA ExecuƟve Board met this date via ZOOM and in-person at the Ada County Paramedics
AdministraƟon Office. Present: Commissioner Beck, Commissioner Dayley, Middleton Fire
Commissioner Bolts, Star Fire Commissioner MarƟn, Mayor Simison, Kuna Commissioner Atkinson, and
Boise City Council Member Luci Willits.
Others present: Logan Weis-Hurzeler, J.D. Hendrick, Greg Timinsky, Mark Babson, Brad Bolen, Ryan
Larrondo, Tyler Lewis, and James Trumble.
CALL TO ORDER
The meeƟng is called to order at 2:03 pm by Chairperson Beck.
CHANGES TO THE AGENDA
None
APPROVAL OF MINUTES
MoƟon to approve the minutes from the July 25, 2024, meeƟng is made by Dayley and
seconded by Simison. MoƟon carries.
OLD BUSINESS
Update from the AdministraƟon CommiƩee
GEMT
Rayne and Idaho Fire Chief’s AssociaƟon have met with CMS, and they are now looking to potenƟally
allow funds for the first response unit for the Ɵme they were on scene.
Have made some progress from where we started three years ago.
ACCESS was awarded, through the ResuscitaƟon Academy, the Lighthouse Community DesignaƟon.
There are 10 steps to reach Lighthouse Community designaƟon, which ACCESS has met. Other locaƟons
include SeaƩle, Bend, Oregon, Alaska, and Hilton head, SC.
The AdministraƟon CommiƩee held elecƟons at their meeƟng last week. Shawn Rayne was elected as
Chairperson and J.D. Hendrick was elected as Vice-Chairperson.
ACCESS is working on accreditaƟon for Time SensiƟve Emergencies through the State of Idaho EMS
Bureau.
Joint Powers Agreement has been renewed through the provision for a simple renewal for fiscal year
2025.
NEW BUSINESS
Planned Deployment MOU between ACCESS and TVEMSS
An agreement is required by Idaho EMS Bureau to move Middleton Fire employees to ACCESS. The
agreement indicates that the TVEMSS medical director would release them from TVEMSS and ACCESS
medical director would accept them.

The AdministraƟon CommiƩee acted and voted approximately five months ago to bring Middleton on as
a full parƟcipant to ACCESS which then went through the ExecuƟve Board and was approved.
Simison felt that if Meridian fire could not provide informaƟon on the MOU, he would need to abstain
from the vote.
MoƟon to move the MOU forward for approval and signature is made by MarƟn and
seconded by Bolts. MoƟon carries.
ElecƟons
Simison nominates Beck for Chairperson of the ExecuƟve Board. MoƟon carries.
Beck nominates Simison for Vice-Chairperson of the ExecuƟve Board. MoƟon carries.

The meeƟng is adjourned at 2:20 pm.
