The revised plans are consistent with the original plan with the exception of the detetion of one (1) building lot. The revised preliminary plat has eleven (11) building lots instead of twelve (12). Watertowef Suite 202 Meridian, Idaho 83642 RE: Clearsprings Subdivision - Annexation, Zoning, and Preliminary Plat Applications :.1 Dear Sir/Madame, Please find the enclosed applications for Annexation, Zoning, and Preliminary Plat approval for the Clearsprings Subdivision located 1035 E. McMillan Road. The Clearsprings Subdivision is a single-family residential subdivision with twelve (12) building lots and two (2) common lots on 4.94 acres in a proposed R-4 zone. We have met with the City planners and determined that R- 4 single-family residential is consistent with the designated Ignd use in the comprehensive plan. A neighborhood meeting was held on Augu~ 22, 2006 to provide an opportunity to discuss the project with the neighbors prior to submitting the attached applications. There were no neighbors in attendance, thus there was no opposition to the project presented at the meeting. A sign-in sheet for the neighborhood meeting is attached to the application package. The subject property is currently zoned RUT in Ada County and is used as a single family residence(s) with pasture area. The parcel has a single family dwelling located on Lot 6, Block 1 that will be retained and prote.cted with this project. There's a detached accessory structure on Lot 6, Block 1 and a yard play area that will also be retained and protected. City services are readily available with water stubbed to the westerly boundary from the proposed Silversprings Subdivision. Sewer will be extended from Moony Falls Way near the southeast corner of the project. The existing home will be disconnected'''from their existing septic systems and culinary wells, and be connected to City services. The single family t>uilding lots within the~ubdivision have an average lot size of 12,6p1 sq. ft., and a minimum lot size of 8,740 sq. ft. with building setbacks in accordance with an R-4 zoning district per MCC. The gross density of the project is 2.43 units/acre, and,the pet density is 2.90 units/acre. The project includes (2) two common lots with 3.95% being required landscape buffers, and 9.09% being usable open space. A twenty-five foot landscape buffer will be constructed, in accordance with the MCC, along the McMillan Road frontage. Although open space is not required as part of this project due to the parcel size, a 8,509 sq. common lot will be created within the central portion of the subdivision. All common lots will be landscaped in accordance with the MCC. Frontage improvements will be constructed in accordance with ACHD standards and include a 4-foot detac~ed, meandering sidewall(. The internal streets will have (4) four-foot detached sidewalks with an (8) eight foot wide parkway/planter strip between the sidewalk and back of '" '" ~........ I::: .o.;............l-.... e curb. Clearsprings Place. The prcject will include a pressure irrigaticn system' that will be cwned and cperated by the Settler's Irrigaticn District. We are nct requesting any variance from the MCC with this applicaticn. Covenants, Codes, and Restrictio~s will be prepared and reccrded fcr this project at a future date. The project is neighbored to the north by E. McMillan Rd" to the west by the proposed Silversprings Subdivision, to the south by Havasu Creek Subdivision,;t8nd to the east by a single family residence with pasture. Storm water from the public right-of-way and residential lots will be discharged to subsurface drai~f1ge facilities within the development. Site"Characteristics The site currently has a single family residence and is covered with pasture grasses. The site slopes downward toward the northwest with a minimal slope of approximately 0.50%. A geotechnical investigation was performed for the Silversprings Subdivision located directly to the west of and adjacent to the site. The soil stratification was determined by MTI as follows: 0- 4.2 feet, Lean Clay; 4,2-5.4 feet Silty-Sand; 5.4-16,0 feet Poorly Graded Sandy Gravel. The subsurface soil conditions will work well with the proposed method of drainage disposal (infiltration gallery),.' . Seasonal High Groundwater Elevation MTI installed piezometers in two" of the test pits on the Silversprings site. .MTI concluded in the geotechnical investigation that the ground water would remain at depths greater than 16-feet below the ground surface within the Silversprings project. Thus, due to the close proximity of the Clearsprings prqject to the Silversprings project, we are confident that the ground water conditions for the Clearsprings project will remain at approximately 16-feet below the ground surface.
