To Whom It May Concern,
The following comprises the Use Description required for the Conditional Use Application for
JC Andersen Company, (d.b.a.: SnifFles'n Sneezes Care Center).
Sniffles 'n Sneezes Care Center will provide childcare for up to thirty children, two to ten
years in age, who are mildly ill or recovering from a health problem. The purpose of the
business is to provide working parents with a backup childcare option for their mildly ill child
and to provide employers with an additional employee benefit that reduces direct labor, temp
labor or other absenteeism-related costs.
Advantages for Working Parents are chat the Care Center: provides working parents with an
alternative to taklhg an unscheduled day off from work to care for a mildly ill child; expense is ~
often less than the loss of pay or use of paid leave; provides reduced stress and increas~'d
job security due to reduction of work absences.
Advantages for Corporate Sponsors are that use of the Care Center: reduces direct labor,
temp labor or other absenteeism-related costs -- resulting in a dived dollar return to net
income; provides quantifiable productivity enhartcements when all employees in a work group
are present; improves recruitment and employee moral; reduces absenteeism and relieves
stress of parents; enhances company image.
The Care Center can provide care for sick children while conventional childcare providers
cannot. The following factors distinguish the Care Center from conventional childcare ,
providers:
• +A nurse (RN or LPN) will be on-site while children are arriving for triage purposes.
• Certified Nursing Assistants will be the primary caregivers.
• -The ratio of caregivers to children is higher.
• Stdd segregation and sanitation policies.
" The Care Center provides the rest and reduced level of activities needed for ill ~ ~
children.
How Does III Childcare Work?
When achild-needs to be kept odt of school or daycare, the parent will call the Care Center's
24-Hour hotline to make a reservation as soon as possible. Before accepting a child into the
Care Center, parents will need to fill out a Registratiori form, Consent for Care form and
provide a complete & up-to-date immunization record. Our nurse (RN or LPN) must conduct
a health screening when the child arrives. This screening provides information to be used in
the care of the child. The nurse will discussthe child's condition with the parent and advise
them if they believe a visit to the chi's physician may be more appropriate. ,After screening,
children are sent to one of three segregated care areas.

No outside play area will be required because being ill, the children will require strict
segregation and a reduced level of activity. ..
Location:
This location is desirable because it is only a few minutes from the I-84 interchange enabling
quick access for parents from Nampa, Meridian & West Boise on their way to work.
Staffing:
In addition to a Managing Director, the Care Center will be staffed by a Nurse (RN/LPN), ~
Certified Nursing Assistants (CNAs) and Childcare Providers. Staffing at a full census level
of thirty children will be six people.
Parking:
Parking required will be six spaces for staff and three spaces for customers.
Hours of operation:
The Care Center will be open Monday through Friday from 7:30 AM to 5:30 PM. Weekend
hours are not currently being considered.
Water, Sewer & Trash:
JC Andersen Company agrees to pay any additional sewer, water or trash charges
associated with this use.
