Re: Application cf Winston Moore far request for adjustment of area in northwest carner of
North Eagle Road and East Ustick Road
To Whom It May Concern,
I am an attorney who represents member of the Jasmine Homeowners
Association (herein "JHA"). I write to express the concerns of these residents whose
properties are directly adjacent to Winston Moore's land -- the subject of the public
hearing scheduled for December 5, 2002, at 7:00 p.m. for consideration of the request for
adjustment of area of impact. The members of JHA would like the City of Meridian to
take special consideration of their properties when dealing with this issue, both now
and in the future.
The members of JHA realize that change is inevitable, particularly in such an
area as Ada County. But change does not need to occur in a fashion that will reduce or
deplete existing citizens' quality of life. For this reason, the members of JHA would like
to offer the following suggestions to prevent noise, traffic, and environmental problems
that will occur with the new development.
First, Jasmine Lane is a private road that will traverses the north boundary of
Winston Moore's parcel. Should any development be placed on this parcel, the
members of JHA would like a proper buffer zone be placed between their private lane
ilDctthe development. . The absence of such a buffer zone will no doubt increase noise in
the members' households. '.' ..' "-.
Second, the members of JHA would like to preserve the value of their homes by
preventing any development on the parcel for non-office complexes. Without question,
the proximity of retail or other consumer-type businesses near existing residential
neighborhoods reduced the value of homes. The members of JHA specifically request
that no retail development be allowed to be built on this parcel, as this would
significantly reduce the value of their homes and deplete the quality of their lives.
Third, the members of JHA would like the city to take steps to ensure that the
flow of water into their subdivision remains, particularly irrigation. This is of
substantial importance to these residents.

Finally, like Winston Moore's parcel, the members of JHA are also split between
Boise and Meridian city lines. The residents of Boise City (the two east-most residences)
would like to be in the Meridian as well. Perhaps the Winston Moore parcels and the
JHA residences can all at once be moved into the Meridian city limits.

SUBJECT: Northwest Comer of North Eagle Road & East Ustick Rd. MI 02-009
The following will be the requirements and/or concerns to provide minimum levels of fire
protection for the proposed project:
1. That a fire-flow as required by the Uniform Fire Code is provided to service
the entire project. Fire hydrants shall be placed an average of 350' apart.
1997 UFC Appendix m-A
2. Acceptance of the water supply for fire protection will be by the Meridian
Water Department.
3. Final Approval of the fire hydrant locations shall be by the Meridian Fire
Department.
4. All roads shall have a turning radius of28' inside and 48' outside.
5. Operational fire hydrants are required before combustible construction
begins. UFC 901.4.2 & 901.3
6. The proposed subdivision will have an unknown transient population and
will have an unknown impact Meridian Fire Department call volumes.
According to a report completed by Fire & Emergency Services
Consulting Group in February of 2000 our requests for service are
projected to reach 2800 in the year 2005 and 3800 by the year 2010, this is
up from 2069 responses in the year 2000.
7. All building uses and processes to comply with the fire code in effect at the
time of construction
8. The driveways/roadways shall have a clear driving surface which is20'
wide available at all times.

The Ada County Highway District (ACHD) staff has received and reviewed the application and site plan for the item
referenced above and is submitting this no review letter in response to the lead agency's request for comment.
Based on the submitted information, it has been determined that the proposed development wiil generate less than 10
additional vehicle trips per day (VTD); or improvements exist adjacent to the site and ACHD has no site improvement
requirements attributable to this application.
ACHD policy states that no site related improvements will be required for developments generating less than 10
additional VTD. If the site plan or use changes in such a manner that more than 10 additional vehicle trips per day are
generated, then ACHD wiil review the site plan and may issue requirements based on the ACHD Policy Manual.
ACHD policy requires that before any improvements of any kind are constructed or instailed within the public right-ol-
way, a permit or license agreement permitting the improvements must be obtained.
Ail future design plans and construction shail be in accordance with the Ada County Highway District Policy Manual,
ISPWC Standards and approved supplements, Construction Services procedures and ail applicable ACHD Ordinances
unless specificaily waived in writing by the District. Meet District drainage requirements per section 8000 of the ACHD
Development Policy Manual. Contact District staff at 3B7-6170 for details.
Please contact the office for determination of possible road impact fees, prior to obtaining a building permit. These fees
are coilected in accordance with Ordinance #195, the Ada County Highway District Road Impact Fee Ordinance.
