L.C. Development, Inc.,requests approval of the final plat for Brundage Estates Subdivision No. 1,
consisting of 29 single-family residential lots and 6 common lots on 11.62 acres in the R-4 zone.
Located southeast of W.Victory Road and S. Linder Road,the property was annexed as part of the
City-initiated Victory South annexation(Ordinance#14-1594) in 2014. The gross density for this
phase is 2.50 dwelling units per acre(du/a),with a net density of 4.78 du/a. The residential lots
range in size from 8,085 square feet to 13,464 square feet,with an average lot size of 9,119 square
feet.
The common lot areas within Phase 1 equate to 2.30 acres, or 19.8%. The qualified open space
within Phase 1 is 2.05 acres, or 17.64%, which exceeds the required 12% for the R-4 zone. The
qualified open space items are as follows:
- Local street 8-foot-wide landscape buffers: 0.41 acre
- Collector buffers: 0.38 acre
- Arterial buffer(50%): 0.22 acre (0.43 acre total)
- Collector, community area and pathway: 0.62 acre
- Pedestrian path: 0.06 acre
- Calkins Lateral: 0.46 acre (not applicable)
- Grassy common area: 0.36 acre
All proposed local streets will be within 48-foot-wide rights-of-way. The local streets will be
improved with a 33-foot-wide street section, 5-foot-wide detached sidewalks and 8-foot-wide
landscaped parkways. Due to elevation issues, the proposed multi-use pathway along the
Calkins Lateral cannot be installed next to the waterway. The path will be installed along the
west side of S. Ridge Edge Way as a ten-foot-wide detached walk with connection to Linder
Road. W. Harris Street is designated as a collector roadway with a landscaped median at the
entrance with Linder Road. The roadway is proposed with a right-of-way that varies from 64-84
feet in width, with a street section of 33 feet from back of vertical curb to back of vertical curb.
Sidewalks will be detached, ten-foot-wide, multi-use pathways.
Pressure irrigation will be provided by a private system to be owned and operated by the
homeowner's association. A pump station will be installed at the southwest corner of Phase 1 of
the property adjacent to the Calkins Lateral near Linder Road. Secondary source will provided
by the City of Meridian municipal water system.
A preliminary plat(PP H-2016-0001) for Brundage Estates Subdivision was approved on July 26,
2016. A staff time extension was approved in 2018,with time extensions approved by the Meridian
City Council in 2020(TECC-2020-0001),2022(TECC-2022-0001) and 2024 (TECC-2024-0002),
resulting in a date of July 26,2026,to obtain the signature of the City Engineer on the first phase of
the development. Concurrent with the latest time extension,the owner requested to enter into the
development agreement per the terms of annexation. Elevations for the development agreement are
included in this submittal.
The overall development includes private and public open space areas with playgrounds,picnic
shelters, and paths. The development lies adjacent to city services with a 10-inch sewer main at the
northwest corner of the property in Linder Road and a 12-inch water main running along the parcel
frontage.
The final plat of Brundage Estates Subdivision No. 1 is in conformance with the approved
preliminary plat and meets all conditions and requirements. The final plat conforms with all
requirements and provisions of the UDC and was prepared in conformance with acceptable
engineering, architectural and surveying practices and local standards.
