Dear Planning and Zoning Commission:
Thank you for allowing the Idaho Transportation Department (ITD) the opportunity to comment on the
referenced application ITD offers the following comments:
Meridian and other jurisdictions have been working with COMPASS and ITD on the US 20-26 Corridor
Study.
o Per current ITD policy and Meridian ordinance access, the only direct access allowed to the highway
should be at the half mile, across from the existing public street on the south. IAIl other access points
should be abandoned. Access to the state highway will require a permit. The applicant may contact
Matt Ward at 334-8341 for permit application information. I was unsure of the intent for the access
noted as "existing vehicular access".
o A setback of 100' from highway centerline should be required to accommodate future highway
widening and roadside clear zone.
o The site design should provide connectivity to adjacent all parcels to minimize future approaches to

DS~20/26. I was unsure if the connection shown would allow adequate access for the property owners
on N. Double Eagle Lane. Because this road is so close to the intersection of US 20-26 and Ten Mile,
long term, as volumes on the highway increase, it would be best to have an option to allow these
owners to get to the signal at the half mile location, and to close or restrict future access at that location.
I assumed Basco Lane would be connected to proposed Jayker Way but was unsure.
o Per the City of Meridian ordinance, a collector type facility should be constructed roughly parallel to US
20/26, connecting the half mile road to Black Cat. The connection back to Ten Mile is not feasible due
to the golf course.

o Noise Abatement for Residential Development: Where residential buildings are adjacent to the
highway, please require the following:
1. The applicant shall provide traffic noise abatement by constructing a berm or a berm and wall
combination approximately parallel to the state highway and off the state right of way.
2. The top of the berm, or berm and wall in combination, shall be a minimum of ten feet higher
than the elevation at the centerline of the state highway.
3. If a wall is proposed, the wall shall meet the following standards:
a. Wall materials shall be impervious concrete or stucco, unless otherwise approved by
the Idaho Transportation Department as a sound attenuating material.
b. Intermittent breaks in the berm or berm and wall in combination will degrade the
function and should not be allowed.
4. Alternative noise abatement designs that meet Federal Highway Administration guidelines
may be proposed by the developer. The applicant should contact Greg Vitley, Environmental
Section Manager.
Traffic Impact Study:
o The applicant should complete a Traffic Impact Study (TIS) to determine development impacts to the
State Highway.
o ITD may require improvements to the State Highway to mitigate for these impacts. Typical improvements
may include: acceleration and deceleration lanes, center turn bays and/or intersection signalization.
o The TIS should be submitted to Kevin Sablan at the ITO letterhead address.
