Hello Linda,
Thank you staying informed about the District's planning efforts. The District welcomes opportunities to partner
with land use agencies and the development community to explore proactive solutions that help balance growth
and ensure we can effectively serve the needs of our students and families.
A new school in the North (along with rezoning and bussing students as needed) would provide relief to nearby
schools. Our enrollment model indicates that Pleasant View, a new school, and surrounding schools will likely
reach capacity in the coming years based on several factors including already entitled developments and phased
growth estimates.
We remain committed to closely monitoring growth and making adjustments as needed to ensure we continue to
meet the educational needs of all students in our district. Should a school exceed capacity, to meet the need for
additional school capacity in this area one or more of the following may need to be implemented.
Transporting students to an alternate school with available classrooms. Elementary students may
be bussed to the Star or East Meridian area schools due to possible enrollment caps.
Attendance area adjustments if there is availability in a nearby school.
Passage of a bond to build new schools to fit the enrollment needs.
Portable classrooms placed on the property. Please note the option of adding a portable is not
applicable at Pleasant View Elementary due to space constraints.

Dear Development Services:
We are providing an updated Preliminary Plat application with additional information to address
comments and feedback received both at the October 3rd Planning and Zoning Commission Meeting and
through ongoing communication with project neighbors. We request that this information be included in
the packets and documentation provided to the City Council members prior to the December 3rd City
Council hearing. We are excited to have the opportunity to collaboratively evolve the project in a way
that results in approval at the upcoming City Council hearing.
In listening to the P&Z Commission Members we understand that they are highly supportive of the
proposed Baratza community included in the application but expressed concern with the following
topics:Transportation on adjacent arterial roadways, Density in relation to adjacent neighborhoods (R15
Zoning), School capacity, and shared driveways. At the conclusion of the P&Z hearing, we immediately
met and started doing the hard work to address the concerns communicated to us.The results of these
efforts are detailed below and represent a collaborative effort between the applicant and all public
agencies connected to this project.
Transportation:
The P&Z Commission Members expressed concern with increased traffic volume on the adjacent
roadways compared to the necessary investments needed to create additional capacity. It is critical that
the impacts of the Baratza Sub do not worsen the level of service on McMillan Rd, Black Cat Rd, and the
McMillan & Black Cat intersection. The information available to P&Z Commissioners at the time included
the ACHD staff report,which indicates that the intersection improvements from a 4-way stop to a
roundabout are scheduled for 2029,which means the Baratza Subdivision will generate additional
vehicle trips at the intersection before the improvements are in place.
In subsequent meetings with ACHD and further analysis of the adjacent roadways, additional
information has become available to provide in this application. In addition,the development is
proposing additional transportation mitigations to address both near term and long-term capacity needs
on the transportation system.This new information clearly demonstrates that the Baratza Subdivision
will provide projects that IMPROVE the roadway capacity far beyond the impact of the development. In
addition, other funded and in construction roadway projects will provide significant capacity on the
surrounding roadway system that will not only accommodate this development, but other significant
growth in the region. Please refer to the attached memorandum from Kittelson &Associates for the
following information.

Table 4 of the memo shows that there is available capacity for the proposed Baratza Sub development
to absorb the new trips from this project and maintain the current levels of service in the near term.
While this is good information, it is important to demonstrate the extensive investment the Baratza Sub
project will make in transportation infrastructure that will IMPOVE the capacity and level of service for
the directly adjacent community. Figure 1 and Table 5 of the memo outline the funded, in construction,
programmed and planned transportation projects in the site vicinity that will provide significant
additional capacity. Below is a highlight of the projects that are a direct result of the Baratza Sub project
and the capacity created by the Baratza Sub project.Table 5, shown below, outlines several planned and
funded transportation projects affecting transportation systems relevant to the surrounding area.
Notable among these are the installation of a temporary traffic signal at McMillan Rd. and Black Cat Rd.
in 2025, which will result in an additional capacity of 350 vehicle trips per hour.The Baratza Subdivision
project will directly provide the following improvements and additional capacity:

These improvements are made possible through the following applicant participation:
• Dedication of public Right of Way on Black Cat Rd and McMillan Rd. This is included in Phase 1 of
the project.
• Relocation and undergrounding of the Lemp Canal.This improvement is included in Phase 1 of
the project.
• Funding and construction of Grand Lake Way Collector roadway(capacity for 850 additional
peak hour vehicles).This improvement is included in Phase 1 of the project.
• Funding and construction of the multi-lane roundabout at McMillan Rd and Black Cat Rd
(capacity for 3,000 additional peak hour vehicles) by 2027.This will accelerate the
implementation of the capacity compared to ACHD's planned timing.This improvement will be
completed prior to Phase 2 Final Plat.
o Non-reimbursed contribution of$1,500,000 toward the construction of the multi-lane
roundabout.

o Gap Funding of approximately$4,000,000 toward the construction of the multi-lane
roundabout with reimbursement from ACHD.
• Funding of approximately$1,200,000 in ACHD transportation Impact Fees towards future ACHD
CIP capacity projects.
Figure 2, shown below, illustrates the total additional roadway capacity as compared to the volumes
added from the Baratza Subdivision over the next 16 years. The complete transportation investment in
the area over the next 16 years will result in an increased capacity of 19,495 peak hour vehicles. The
Baratza Sub project will fund and construct infrastructure resulting in an increased roadway capacity
3,850 peak hour vehicles, resulting in an improved level of service in this area for the current residents.
These improvements will occur in Phase 1 (850 additional capacity) and Phase 2 (3,000 additional
capacity) of the Baratza project. These improvements far exceed the total project impact of 317 peak
hour trips.The existing residents will benefit from a net increase of 3,533 additional capacity on Black
Cat Rd and McMillan Rd.

To ensure the timely and efficient implementation of these transportation improvements, the applicant
requests that the following conditions be included in the motion for approval and the Development
Agreement:
1) Condition: Prior to signature on the Phase 1 Final Plat by the City Engineer, Grand Lake Way and the
Temporary Traffic Signal at McMillan Rd and Black Cat Rd shall be installed and operational.
2) Condition: Prior to signature on the Phase 2 Final Plat by the City Engineer, the Multi-lane
Roundabout at McMillan Rd and Black Cat Rd shall be constructed and operational.

Density:
The P&Z Commission Members expressed concern with the size of the area proposed to be zoned R-15
vs. R-8. We evaluated the roadway and lot layouts and revised the preliminary plat to reduce the R-15
zone to be located directly adjacent to the McMillan Rd. frontage, placing it adjacent to the higher
density development to the north.The R-15 Zone has been reduced from 23 acres in the original
application to 8 acres in this resubmittal, while still maintaining an unprecedented 22.2%open space. It
is important to note that the lot sizes proposed in the R15 zone are approximately 3,400 SF while the
code minimum is 2,000 SF in this zone.
The revised net density for Baratza Sub is 5.59 DU/acre,which relates nicely to the existing
developments which are:
• South -Quartet Sub: 4.73 DU/acre
• West—Oak Creek: 4.69 DU/acre
• North—Daphne Square: 13.60 DU/acre
• East—Volterra Heights (Bridge Tower West): 5.41 DU/acre
The use of the R-15 zoning designation will allow Baratza Subdivision to offer reduced lot sizes, in a very
specific and appropriate location, which will result in a mix of price points within the subdivision. By
keeping these lots smaller but retaining the necessary width for a high quality, modern home,we will
have the best of affordability and quality.The average lot size in our R-8 zone is 5,519 SF, and the
average lot size in our R-15 zone is 4,003 SF,which far exceeds the code minimums.

Additionally,we have continued to collaborate with planning staff to address the staff report condition
#2 which generally states, "Provide a mix of dwelling type".The applicant will construct the NextGen
product on 25%of the 120 lots depicted below: 30 total NextGen product lots.The 30 NextGen lots will
be dispersed throughout the area shown.
The NextGen home offers a 1st Floor private suite that provides all the essentials multigenerational
families need to work, learn, create or have a sense of independence. NextGen is a home within a home
that offers a separate exterior entrance as well as an interior connection between the main home and
the suite, a kitchenette, a living area, a stackable washer/dryer, a bedroom or multi-use room, and a
bathroom.This home configuration accommodates aging parents or young adults with a suite that
provides a sense of independence while balancing family privacy and togetherness.

School Capacity:
In the spring of 2024 the Idaho legislature passed, and Governor Brad Little signed into law, House Bill
521.As a result, a historic$150,887,608 is being invested into the West Ada School District(WASD).
Derek Bub, WASD Superintendent, was quoted saying, "When our schools are well-equipped, we know
our students are going to be well-equipped. We have great teachers in the classrooms every day and not
having to worry about facilities and being able to address facilities as those needs come up is really
important to us in West Ada." Idaho News 6—Isaiah Sharp
Our team attended the November 11, 2024, WASD School Board work session and learned firsthand of
the planned investment into two new elementary schools in the district. One of those schools is planned
to be located in Star, ID and will result in a boundary adjustment for the existing Pleasant View
Elementary School.This will result in a balancing of attendance zones at Pleasant View ES, Hunter ES,
Willow Creek ES, and others, which will provide the capacity for the anticipated student numbers from
the Baratza Sub. WASD plans to open this new Star School in the fall of 2026, prior to any homes in the
Baratza Sub being occupied.
Shared Driveways:
The original application depicted seven (7)shared driveway locations on the preliminary plat. We have
evaluated the layout of lots and eliminated six(6) of the shared driveways. One remains at the corner of
Street N and Street O in the southeast corner of the subdivision.
Block Length Waiver:
We formally withdraw our request for a block length waiver.All block lengths have been revised in the
Preliminary Plat resubmittal to comply with the 750' maximum length.
Thank you for your comments that allowed us to think deeply and critically about our project, spend
additional time coordinating and collaborating with partner agencies, and engage more deeply with the
neighbors. We are confident that we have designed a one-of-a-kind community that not only helps solve a
critical housing need in what is virtually an infill setting but is an enhancement to North Meridian.

This memorandum provides a summary of transportation elements associated with the proposed Baratza
Subdivision development in Meridian, Idaho. Kittelson &Associates, Inc. has prepared this summary based on
the proposed development plan, the 2022 Transportation Impact Study (TIS) prepared for the site, the Ada
County Highway District (ACHD) Staff Report for the project, ACHD planning and programing documents
regarding funded and planned transportation projects, and Idaho Department of Transportation planning and
design documents regarding funded and planned transportation projects in the site vicinity.
The Baratza Subdivision development is in the south-east quadrant of the Black Cat Road/McMillan Road
intersection.The development proposes to annex the property into the City of Meridian with residential
zoning. The property is currently bordered on the east, west, and south sides by the City of Meridian property
with residential zoning. The development proposes 344 residential single-family homes.
2022 TIS TRIP GENERATION
A Transportation Impact Study(TIS) was prepared for the project in 2022 by CR Engineering, Inc. The project
and trip generation assumed in the 2022 TIS for the site was estimated using the procedures recommended in
the Trip Generation Manual (101h edition), published by the Institute of Transportation Engineers which was
the latest version available at that time. At that time, the project proposed 294 residential single-family
homes. Table 1 summarizes the site tip generation assumed in the 2022 TIS.

BARATZA SUBDIVISION TRIP GENERATION
The current development plan for the Baratza Subdivision proposes 344 residential single-family homes. Trip
generation for the current proposal was estimated using the procedures recommended in the latest edition of
the Trip Generation Manual (11th edition), published by the Institute of Transportation Engineers. Table 2
summarizes the estimated trip generation for the currently proposed Baratza Subdivision.

COMPARISON OF 2022 TIS AND BARATZA SUBDIVISION TRIP GENERATION
The comparison of the 2022 TIS and Baratza Subdivision trip generations is outlined in Table 3.

Comparing the two trip generation estimates shows the currently proposed Baratza Subdivision will generate
340 more daily, 15 more AM peak hour, and 31 more PM peak hour trip ends compared to that assumed in
the 2022 TIS. Applying these minor trip increases to the trip distribution pattern in the 2021 TIS results in 10
or fewer additional trips being added to any roadway link in the AM peak hour and 20 or fewer additional
trips being added to any roadway link in the PM peak hour. These differences are not significant in context of
the overall transportation system needs or capacity. In addition, the minor difference in trip generation does
not require an updated study incorporating the change in the updated preliminary plat.

TRANSPORTATION SYSTEM CAPACITY & IMPACTS
The 2022 TIS for this site documented the immediate impacts of the proposed development on the
surrounding transportation system. Key findings of that study focus on the currently available capacity of the
system and the development's impact on that capacity and resulting traffic operations.
Table 4 provides an overview of the key transportation system capacity findings from the 2022 TIS. Note that
the results in Table 4 have been adjusted to account for the small increase in trips from the current
development proposal.

Table 4 shows that there is available capacity for the proposed Baratza development to be accommodated in
the near term on the current transportation system while meeting all ACHD transportation operations and
planning thresholds.
FUTURE TRANSPORTATION PROJECTS & CAPACITY
While Table 4 shows that there is current capacity to accommodate the Baratza development on the
surrounding transportation system, the project will be built out over time and other growth will occur to also
use the existing transportation system capacity. As such, it is important to look at the long-term planned
transportation projects in the area and their added capacity to understand the transportation system in the
future and the capacity it will provide. Figure 1 and Table 5 outline the programed and planned transportation
projects in the site vicinity that will provide additional transportation benefit and capacity to accommodate
the Baratza development as well as other growth in the future.

Given that the development is adding a total of 320 peak hour vehicle trips to the transportation system, not
only will the development directly provide sufficient capacity for its traffic, it will provide capacity for
approximately 3,500 peak hour vehicles in addition to that needed to accommodate its own traffic.
Furthermore, with the numerous other projects currently under construction, funded, or planned over the next
16 years, there is more than sufficient capacity being added to the system to address the impacts of this
development as well as other growth in the future.
Figure 2 illustrates the total additional roadway capacity that is being added to this area compared to the
