ITD offers the following comments. . Per current ITD policy and Meridian ordinance access, the only direct access allowed to the highway should be at the half mile. All other access points should be abandoned. It appears the plat complies with that requirement however a permit application has not been submitted. Access to the highway will require a permit. The applicant should contact Jon Ogden at 334-8377 for permit application information. . A setback of 100 feet from the highway centerline should be required to accommodate future highway widening and roadside clear zone. I was unable to verify if the plat showed this due to the drawing scale. Please confirm. . Site design should provide connectivity to adjacent parcels to minimize future approach requests to US 20-26 . Per the City of Meridian ordinance, a collector type facility should be constructed roughly parallel to US 20~26, connecting the half mile access road to Black Cat Road. Connection to Ten Mile may not be feasible due to the Golf Course. . Noise abatement will be the responsibility of the developer. Please see attached. .;.-- "-, \. ~ Traffic Impact Study: · The applicant has not and should submit a Traffic Impact Study (TIS) to determine impacts to the State Highway. · ITD may require improvements to the State Highway to mitigate these impacts. Any and all traffic noise abatement should be provided by the developer. Per Federal Highway Administration guidelines, if noise abatement is not provided, we would recommend buyers receive full disclosure of anticipated noise levels from highway traffic. We recommend and request the local land use authority require the developer to construd the following noise abatement feature: Noise Abatement for Residential Development A. The applicant shall provide traffic noise abatement by constructing a berm or a berm and wall combination approximately parallel to the state highway and off the state right of way. S. Height: The top of the berm, or berm and wall in combination, shall be a minimum of ten feet higher than the elevation at the centerline of the state highway. C. Wall Materials: If a wall is proposed, the wall shall meet the following standards: 1. Wall materials shall be impervious concrete or stucco, unless otherwise approved by the Idaho Transportation Department as a sound attenuating material. 2. Intermittent breaks in the berm or berm and wall in combination will degrade the function and should not be allowed. D. Alternative noise abatement designs that meet Federal Highway Administration guidelines may be proposed by the developer.
