HomeMy WebLinkAboutCC - Memo to Council - Findings Clarification 12-3 MEMORANDUM TO: Mayor and City Council FR: Deborah Nelson, on behalf of Applicant DevCo Development DT: December 2, 2024 RE: Centrepoint Apartments (H-2024-0019) - Request to clarify condition 1.1(f) The Applicant requests clarification in the Findings related to the height of the 2 and 3 story buildings, as stated in development agreement condition 1.1(f): (ii) Building B2 and Building C—Not to exceed 3-Stories and 38 feet in height, excluding the parapet, with a pitched or flat roof line. (iii) Building D—Not to exceed 2-Stories and 28 feet in height, excluding the parapet, with a pitched roof line. At the November 19th hearing, the Applicant explained that the stated max height in the recommended conditions for 2 and 3 story buildings works for flat roofs but that a pitched roof would slope from 20' to 34' at the peak(2-story) and 30' to 44' at the peak (3-story),with the final height to be confirmed during design review. We requested clarification that the max height would be adjusted for pitched roofs. Based on our discussions of the Findings with staff, it seems we need the requested clarification to be confirmed by the Council. Condition 1.1(f)recognizes that the parapet—a flat roof feature - is excluded from the max height measurement. A parallel measurement for pitched roofs is not stated. The Applicant remains supportive of the pitched roof at the City's 5:12 slope design standard for both the 2 and 3 story buildings and wants to provide a quality multi-family product with 9' interior floor-to- ceiling space. We ask the Council to clarify that the stated max height of the 2 and 3 story buildings may be adjusted for pitched roofs. This could be accomplished either by recognizing the height ranges noted at the hearing or by directing that the height be measured at the roofline or at the midpoint of the pitched roof. Staff could implement this direction during design review of the project. Thank you for your consideration.
