With regard to the email that Mr Laren Bailey wrote to you on November 7, 2024 in reference to JackJack LLC
property and Cavalli Lane . I would like to take this opportunity to debunk what Mr Bailey wrote.
Mr Bailey wrote that his team had engaged in numerous discussions with me regarding Cavalli Lane. That is
not true. The truth is that Jake Centers expressed an interest to purchase a sec?on of Cavalli Lane in a few
email exchanges back in late 2021 and early to mid-2022. Almost 3 years ago. A proposal was offered by Mr
Centers so I met with him and exchanged pleasantries and our needs and concerns with regard to the
proposal and then some?me in early 2022 I finally got a copy of their plan for that sec?on of road and it was
apparent that they had ignored the basic requirements and concerns that I had presented to him which was
that I needed direct access thru Cavalli lane back to the rest of my land. I have a copy of that design if you
would like to see it. Shortly a?er that an interested buyer contacted me about buying my property and shortly
a?er I no?fied Mr Centers about that he rescinded his offer. Mr Centers was the only person who I ever talked
to about that road un?l the last hearing.
I will repeat, I never spoke to anyone else about that nor have I ever received an email or text message or
phone call from anyone from their organiza?ons with regard to Cavalli Lane since then un?l the night of the
hearing 2 weeks ago. Prior to that day 2 weeks ago, I never met nor ever talked to Jim Conger and I didn’t
know Mr Bailey even existed un?l the summer of this year when he called me regarding the sale of my
property as a hole, not the road.
Furthermore, the only offer I have ever received from anyone associated with Black Rock Homes came from
Jake Centers via an email some?me in 2021 or maybe 2022 where he made me a proposal to purchase the
en?re property for less than half of the amount I had told him I was looking for. Consequently his offer was
rejected. (I might add that I have received several offers for a much higher dollar amount than what Mr

Centers had offered so it wasn’t like I was asking too much it was more like they just didn’t want to pay what it
was worth). It wasn’t un?l summer of 2024 did they ever express a renewed interest in buying my property
and that wasn’t un?l Jake found out that I had accepted an offer from KB homes. He emailed me seemingly
upset that I hadn’t reached out to him about the property being for sale. When KB Homes asked me for an
extension to their due diligence period it was I who reached out to Jake as a courtesy via email and told him
that I could either give KB an extension or sell him the land. I told him what the number had to be and not long
a?er he emailed me to tell me that my number didn’t pencil out for them. Not long a?er that I got a call from
Mr Bailey, which he claims was reverse, I called him, , asking me if I was going to sell my property and what
the number was. I told him that I had already presented it to Mr Centers and it was rejected. Mr Bailey said
that he had other people he could talk to but I never heard from him again. I cannot remember any ?me that
any of those men other than Jake Centers ever made any formal proposals or requests to buy my land, acquire
any easements, or develop in coordina?on with my plat and I challenge them to produce any such documents
and proof to the contrary.
With regards to the second paragraph in Mr Bailey’s email. Mr Bailey wrote that The city of Meridian staff and
ACHD had determined that a single property owner, meaning me, should not be allowed to impede on their
right to develop their property . In other words, he is claiming that The City of Meridian staff and the Ada
County Highway District made a decision that I should not be allowed to exercise my rights to object to their
proposal, without a hearing I might add and without my par?cipa?on but at the same ?me they were trying
to impede on my rights to plan for development effec?vely by a?emp?ng to prevent me from using the very
road I was told I could use when I bought it. They want to impede on MY right to efficiently and ?mely
develop my property by preven?ng me from using my private road as a secondary access in an a?empt to
force me to have to wait for them to build a collector to my southern property line. Keep in mind that I built
Cavalli Lane in accordance with the requirements set forth to me by the City of Meridian, Ada County Highway
District and Ada County based upon the understanding that there would be future development. Mr Bailey
also wrote “ A mutually agreeable solu?on was reached and subsequently documented by City and ACHD
representa?ves” He further wrote “ The ACHD’s approval le?er clearly outlines the agreed upon decision and
the process by which this ma?er will be resolved” . I ask you, who’s rights are being impeded upon here? A
decision was made about my land before and without a public hearing or without any input from me? That
just doesn’t seem right to me.
Happily, it appears the Staff and the Meridian’s P&Z department has had a change of opinion regarding my
road and at the hearing asked that I and the Conger group get together and come to some sort of an
agreement.
Per the P&Z’s request I a?empted to engage Mr Conger and Mr Bailey in the city hall lobby but to no avail.
They simply told me that they had no interest in discussing any other solu?ons. I later found out that just
before the hearing began Mr Conger ran into my planner, Anna Canning and allegedly told her that my issue
with the road didn’t ma?er because they were going to get what they wanted.
That statement should concern everyone. It certainly concerns me.
In conclusion, I am not the bad guy here. I have never tried to stop them from doing anything they wanted to
do with regard to their proper?es or their developments and I haven’t opposed their overall intent this ?me
either. All I have tried to do is to protect my own interests, get equal considera?ons and equal protec?ons
under the law and a fair shake with regard to my road.
I agree with the City of Meridian’s posi?on regarding a shared access for my property and the
Summerlin property. It’s the only thing that makes sense. As I men?oned, I already a?empted to open up
nego?a?ons with the applicants but their obs?nate refusal got me nowhere so I respec?ully ask again that the
Sumerlin proposal be modified to use Cavalli Lane as its primary access. I don’t think this is an unreasonable
request in any way.
