Re: Proposed Convenience Store - Ten Mile Road &Overland Road
Site Access
NV5 completed a Traffic Impact Study(TIS)for the proposed Jacksons convenience store/gas station in
Meridian, Idaho.The study was prepared per ACHD guidelines and policies and in accordance with the scoping
memo approved by ACHD.Among those guidelines was a request to study multiple driveway access schemes.
They included:
1. Two full-access points onto Overland Road and no access to Ten Mile Road
2. One Right-In/Right-Out access point onto Ten Mile Road and only one western access point on Overland
Road as full-access
3. One Right-In/Right-Out access point onto Ten Mile Road and only one western access point on Overland
Road as a Right-In/Right-Out access point
4. One Right-In/Right-Out/Left-in onto Ten Mile Road and only the western access point on Overland Road
as a Right-in/Right-Out
A fifth option is to employ two full access driveways onto Overland Road until the road is extended west, past
the site, plus a left-in/right-in/right-out access onto Ten Mile Road.This is essentially Option 4 but allows for
full movement into and out of the site on the extension of Overland Road.This scheme will facilitate trucks and
oversized vehicles entering and leaving the site without impacting Ten Mile Road.
This option is difficult to quantitatively analyze using HCM procedures.Allowing trucks to enter and exit via
Overland will lessen the impacts at the driveways and reduce the mixing of auto and truck movements.This is
common at truck stops, rest areas, and industrial sites where that mingling can create confusion and lead to
crashes within the site and crashes at the access points.The multiple driveways give motorist better options.
This scheme also provides an alternative when there is queuing in the eastbound lanes on Overland Road; i.e.,
autos can use the western access point to enter the back of the queue.
Refer to the illustration in Figure 1. 1 would encourage ACHD to consider this option to enhance safety for traffic
associated with the proposed Jacksons convenience store with minimal disruption to traffic on Ten Mile Road.
