HomeMy WebLinkAbout2024-11-19 Tony Mayer Laren Bailey Black Rock Homes Re:Summerlin Subdivision;follow-up from the 11/7/24 Planning&Zoning meeting We are the owners of a 10-acre parcel located immediately south of your proposed Sumerlin Subdivision. We are opposed to this planned development for the following reasons. 1) Neighborhood meeting:We believe that you failed the requirements to hold a neighborhood meeting prior to application. You attempted a 5/23/24 problematic"on-line" neighborhood meeting that had serious technical problems with only one-way sound.We had no opportunity to adequately review your proposal,or to ask questions or express concerns. We believe this attempt was s a failed meeting. 2) Larger Lots:The"Buffer Zone" lots on the south end that you are requesting should all be the larger R-2 to-4 lots. These larger transition lots were recommended by Staff in the 11/7/24 meeting to be consistent with transition lot recommendations in the Comprehensive Plan. You propose a majority of R-8 lots that do not meet the transition lot"buffer"intent of the Comp Plan. Your proposed smaller transition "buffer" lots that"but up"to the 10 acre lots should be a minimum size of 112-114. This larger buffer is needed as is much agricultural related activity occurs that must be considered.This Ag activity includes irrigation equipment,tractors,vehicles, pumps, piping,ditches and other ag-related equipment and materials. 3) Fencing:Considering the Agricultural and Safety issues related to the fast-flowing and potentially dangerous Rosen canal is that you should be required to construct 6 ft fence along the entire perimeter of the Canal. This will enhance safety, prevent encroachment and potential drownings that could occur along the entire canal right-of-way by residents of the subdivision.Safety is the primary concern along with potential for vandalism and damage to equipment and facilities. 4) Road&Schools:The proposed Sumerlin subdivision includes a mixture of high and medium density housing. This project will dramatically impact the area community and will result in significant adverse impacts to the area.This proposed Summerlin development adds 337 buildable lots homes along with the added 145 lots of the Hadler subdivision which total a combined 482 lot lots.Assuming 4 individuals per household this equates to an estimated 1928 individuals.This will have a significant impact to: Roads:The Locust Street Road is already at or over capacity with% mile backups regularly occurring. Adding the added cumulative 482 home lots impact,will cause severe area traffic congestion and related traffic safety concerns. There does not appear to be adequate provisions to accommodate the added traffic congestion. You should be required to widen Locust Grove along the length and include access and entry turn lanes to accommodate for the increased traffic. Schools: The Kuna School district indicated they have no extra capacity and cannot accept new students from these proposed subdivisions. Also,discussion with officials at the Charter Academy indicate they have extremely limited capacity. West Ada does not appear as a viable option as officials indicate that any out of district enrollment requests are done case by case basis upon student application.They also indicate they have extremely limited capacity in area surrounding schools. Logged in but could not locate meeting – emailed them & asked for help 6:14 pm - after a 16 minute delay, I finally received visual connection but with no sound 6:17 pm - I informed them of the continued no sound 6:22 pm - they decided to call the meeting early (out of frustration) because they never received any feedback other than my frustrated comments. I expressed my frustration and that I still had unresolved questions. I suggested (requested) they conduct another “live” meeting. I further expressed to them that this meeting effort was a total waste of time.
