Broadway Ave. Meridian, ID 83642 Re: H-2024-0049 Dear City of Meridian Planning division, Planning and Zoning Commission, and City Council: In response to a meeting with planning staff on October 22, 2024, Hawkins made three changes to the site plan to address staff concerns with queuing, site circulation, and pedestrian access. First, Hawkins is proposing to add lane striping to better define the additional queuing space available to each user. Customers will typically enter the development from the southern entrance of Fairview Avenue. Directional signage will indicate the location of the oil change tenant and the coffee shop tenant's queuing area. Notably,the typical store for this oil change user services up to 6 vehicles in in the peak hour.The site plan accommodates 6 vehicles—two in the service bays and 4 stacked behind — without vehicles stacking in the east-west drive aisle. Per the queuing analysis completed for the coffee shop (Human Bean), the 951" percentile queuing rate is 4 vehicles, with a maximum expected queuing of 6 vehicles.There would be no Human Bean vehicles stacking in front of the oil change entrance with up to 6 vehicles in the drive-through queue. The striping and directional signage provided will ensure that even in unexpected instances of extremely high demand, stacking can be reasonably accommodated. Next, parking spaces along the north side of the site will be signed as "Employee Parking" to eliminate the possibility of conflict with the east-west drive aisle during the coffee shop's busiest hours. Finally, the pedestrian entrance to the site will be moved in front of the Human Bean to accommodate for bike/pedestrian walk-up service.There will be a walk-up counter on the south side of the Human Bean to accommodate non-drive-through users. We think these changes enhance the operation of the site and are appreciative of staff's feedback and willingness to work with us to accommodate these changes.
