City of Meridian Mayor and Council members. I have attended all of the meetings regarding the timber creek industrial operation located at the corner of Locust Grove and Columbia in Meridian. One thing I have observed is if you give an inch they will take a mile… At the initial meetings this operation was portrayed as an agricultural facility that would grind wood shavings for animal bedding. That was the beginning of continuous un-regulated changes that now include hazardous materials, noxious odors, unsightly piles of materials, and dangerous truck traffic on roads that are not engineered for such traffic, all resulting in an overall public safety concern in a growing residential area. At the last city meeting it was encouraging that the city council members seemed to understand this heavy industrial operation was not following the original agreements and were violating regulations operating in a growing R4 residential zoned area. They were concerned about public safety issues associated with this facility. As the surrounding area at this location continues to grow with residential and commercial building it seems it is in the cities best interest to put public safety as a priority and plan to cease operations. Proposing the following schedule as a path to stop timber creek operations in Meridian: 1 1) Immediately stop grinding of concrete, asphalt and all building materials that are known be a source of silica dust that can cause cancer and other respiratory medical issues. 2) Within 3 months(or sooner) remove the processing of WAS that is a source of obnoxious odor in the surrounding areas and has never been approved to process at this site. 3) Within 6 months reduce the public nuisance by starting to remove the huge piles of material that are being stored on the site and violate the Meridian city code. 4) Within 1 year reduce operations at this site by 1/2. This should be measured by incoming and outgoing loads of materials and overall truck traffic. 5) By year 3 discontinue all operations at this facility. We would like to see the city include firm regulations that timber creek must follow to ensure the public that this is not another agreement that will not be followed. We have seen too many agreements in the past that have not been followed, this time we want to see some “skin in the game” by timer creek to reduced public safety concerns and the eventual closure of this industrial operation. This may include putting up a bond by timber creek that if terms are not met they would forfeit? The continued growth of this site has never been constrained to the original agreements, we are asking for the city to enforce a plan that will be followed with public safety first and foremost. Thank you for considering the public in your decisions. Regards: Todd and Kimberly Edgar 2 3
