Subject: Development of Cavalli Lane and Sewer Access for Summerlin West Subdivision
Over the last several years, we have engaged in numerous discussions with the owner of JackJack LLC
regarding Cavalli Lane. We have presented multiple proposals to the property owner, including offers to
purchase the land, requests for an easement access, and proposals to develop it in coordination with his
preliminary plat. Regrettably, all our offers have been declined.
After multiple meetings with the Ada County Highway District (ACHD) and City of Meridian staff, it was
determined that a single property owner should not impede our right to develop our property. A mutually
agreeable solution was reached and subsequently documented by City and ACHD representatives. The
ACHD’s approval letter clearly outlines the agreed-upon decision and the process by which this matter
will be resolved.

Regarding sewer and project phasing, only the western portion of the Summerlin West Subdivision will
connect to the 8” sewer main in Locust Grove Road. The eastern half of the project will connect to the
larger trunk main, which will run from the north. According to the City of Meridian’s Master Sewer Plan,
the JackJack Property will connect to the trunk main running north from the Apex Development. Access
to the JackJack Property is also planned from the north, via the Via Roberto Mid-mile Collector.
Phasing does not need to change because the JackJack Property will get its access on the northern and
easter sides of it’s property through the planned collector roadways per ACHD’s Master Street map.
We have reviewed the notes from the 2023 pre-application meeting with the City of Meridian, and this
information is clearly outlined there.
