(Kittelson) has prepared this memorandum to summarize 2023 traffic counts at the two study intersections along Eagle Road (SH-55) in Meridian, ID.The Idaho Transportation Department (ITD) requested this information at a meeting with the project team on February 16th,2023, as part of the off-site improvements (adding a northbound right-turn lane) and approach permits for the project.This memorandum includes the following items: ■ Background ■ Traffic Counts Comparison ■ Traffic Operations ■ Findings IBACKGROUND In 2021 and 2022, Kittelson prepared a transportation impact study (TIS) for the proposed Sessions Parkway project. Kittelson coordinated with ITD in preparing the TIS and getting acceptance from ITD on the TIS. ■ Kittelson submitted a scoping memorandum for the TIS to ITD on March 15th,2021. Kittelson submitted a revised scoping memorandum to ITD on March 30th,2021. o ITD confirmed acceptance of the TIS scoping memorandum on April 1 It,2021. ■ Kittelson submitted a TIS report to ITD,ACHD,and the City of Meridian on August 6th,2021.ACHD provided comments on the TIS report. Kittelson submitted a revised TIS report to ITD on October 1It, 2021.ACHD provided comments on the revised TIS report. Kittelson submitted a final revised TIS report to ITD on December 15th,2021. o ITD provided no comments on the TIS.Through discussions with ITD,they provided an email response on May 12th,2022 confirming their acceptance of the concept and approach location on Eagle Road (SH-55) for this project.This acceptance was based on a 2019 letter from ITD on a previous application for this site. o ITD indicated the need for the applicant to submit a 2109 encroachment application and the required documents to begin the permit process. o The TIS included a recommendation for constructing a northbound right-turn lane at the Site Access A/Eagle Road intersection per the ITD Acceptance Letter from the previous application. ■ The Meridian City Council approved the project in January 2023. April 17,2023 Page 2 Updated Traffic Counts and Analysis Summary-Sessions Parkway,Meridian,ID TRAFFIC COUNTS COMPARISON Traffic counts (weekday AM and PM peak hours) were collected in March 2023 at the River Valley Street/Eagle Road (SH-55) and Gateway Marketplace/SH-55 intersections.These peak hour traffic volumes were compared with the traffic volumes collected in February 2021 for the TIS.Tables 1 and 2 summarize the 2021 and 2023 turning movement counts at these two intersections. April 17,2023 Page 3 Updated Traffic Counts and Analysis Summary-Sessions Parkway,Meridian,ID TRAFFIC OPERATIONS AM Using the 2023 traffic volumes, Kittelson performed an operational analysis at the River Valley Street/Eagle Road and Access A/Eagle Road intersections under year 2024 build-out conditions.Attachment B includes the Synchro analysis worksheets.Table 3 summarizes the year 2024 traffic operations at these two intersections from the TIS and recent 2023 traffic volumes. As shown in Table 3,the Access A/Eagle Road intersection delay is projected to decrease by 9.3 seconds and 3.3 seconds during the weekday AM and PM peak hours,respectively.The eastbound right-turn movement is projected to continue operating with a v/c ratio of less than 0.90 during the weekday AM and PM peak hours with the development in place.Therefore, no additional mitigation is needed at the Access A/Eagle Road intersection. ff M M OR I M Overall,the year 2023 traffic volumes increase slightly during the weekday AM and PM peak hours in comparison to the traffic counts used in the 2021 TIS.The revised traffic counts resulted in minimal changes to the traffic operations analysis and findings included in the 2021 TIS.Therefore, no additional mitigation is needed for the project.
