Dear Members of the Meridian City Council,
My name is Anastasia Nizamova (address: 2297 S. Steichen Way, Meridian ID 83642), and I would to
express my strong support for the Rolling Hill H-2023-0070 project, proposed by JD Planning and
Consulting. This project involves the annexation of 6.90 acres from Ada County’s R-1 zone to the C-C
(Community Business District) zone. The development includes two vertically integrated residential
structures, totaling 90 dwelling units and 20,134 sq. ft. of commercial space, along with a multi-family
building consisting of 64 additional units on 5.89 acres.
This project aligns with Meridian’s vision for responsible growth and development, as it supports several
key community objectives:
1. Increased Housing Options: The proposed 154 residential units will address the growing
demand for diverse housing options in Meridian. The mix of vertically integrated units and multi-
family housing will help meet the needs of both individuals and families, contributing to a more
inclusive community.
2. Economic Growth: By introducing over 20,000 sq. ft. of commercial space, the project will create
new business opportunities, supporting both local entrepreneurs and established companies. This
will generate jobs, enhance the local economy, and broaden Meridian’s commercial base.
3. Smart Urban Planning: The integration of residential and commercial components in one
development promotes efficient land use, reduces urban sprawl, and encourages walkability. This
mixed-use approach aligns with the city’s sustainable development goals, fostering a vibrant,
accessible, and economically viable community center.
4. Improved Infrastructure: The annexation of this property will also ensure that the development
is supported by Meridian’s infrastructure and services. This will provide a seamless transition for new
residents and businesses while ensuring that public safety, utilities, and other city services are
maintained at high standards.
I believe this project not only fulfills immediate needs but also sets a positive precedent for future
developments. It represents a thoughtful approach to growth, providing a well-balanced mix of
housing, commercial, and community benefits.

I respectfully urge you to approve the annexation and the associated Conditional Use Permit for the
