JPA ExecuƟve Board MeeƟng
Minutes
July 25, 2024
The JPA ExecuƟve Board met this date via ZOOM and in‐person at the Ada County Paramedics
AdministraƟon Office. Present: Commissioner Beck, Middleton Fire Commissioner Bolt, Mayor Simison,
Commissioner Dayley, and Boise City Council member Luci Willits.
Other present: James Trumble, Shawn Rayne, Mark Babson, Ryan Larrondo, Greg Timinsky, JD Hendrick,
Brad Bolen, Dayton Reed, and John Blake.
CALL TO ORDER
The meeƟng is called to order at 2:05 pm by Chairperson Beck.
CHANGES TO THE AGENDA
No changes.
APPROVAL OF MINUTES
MoƟon to approve the minutes from the April 25, 2024, meeƟng is made by Simison
and seconded by Dayley. MoƟon carries.
OLD BUSINSS
Update from the AdministraƟve CommiƩee
Have made some headway with ESO regarding ACCESS data. We have been able to get our data analysts
to work with the date to gather needed stats.
ESO will go to iOS in the next 12 months which will allow us to purchase cheaper iPads for use in the
field, $600 versus the $1400 currently spent.
ACCESS is working to hold an Advanced EMT course starƟng the first of 2025 and open to all agencies of
ACCESS. Hybrid learning online and in‐person.
Discussed fire fighter driving ambulances at the last Admin CommiƩee meeƟng. All agencies are on
board with the same accident invesƟgaƟon process. Fire fighters are being put through Emergency
Vehicle Operators Course before being allowed to drive ambulances.
Also discussed the Community Paramedic program and how we could expand in the county and have all
agencies parƟcipate. A couple of opƟons, ACP hires the community paramedic, and the cost is shared by
ACCESS or individual agencies could hire the community paramedic and they work around the county.
Mental hold deferrals and field referrals are the primary funcƟons of the Community Paramedic program
currently.
With the use of PulsePoint in the general public, some fire agencies are seeing ciƟzens arriving at the
scene of a working structure fire. If it becomes too much of a problem, we do have the ability to shut
down different funcƟons on PulsePoint so no structure fires would be on the noƟficaƟons.

This fall, training on the revised Mass Casualty Plan for the Field Captains and BaƩalion Chiefs will take
place. Have made sure the acƟve shooter and mass casualty plans mesh well and work for everyone in
Ada County.
GEMT Update
The state plan amendment was submiƩed to CMS back in January 2023. We are waiƟng for approval of
that plan to fully implement GEMT. The payment is 70% of the actual cost of services provided to
Medicaid paƟents. Payments will go back to January 2023 once the final approval is done, and the plan
has been implemented. Several organizaƟons, representaƟves and individuals have reached out to CMS
about the delay in the plan approval. There are approximately seven states currently waiƟng for
approval. Hoping to get another meeƟng with CMS to see if there is any movement or idea on a date for
approval.
Are there specific items in the plan that are holding up the approval? There was one piece of language
that was removed and one piece that was revised to CMS’ saƟsfacƟon as we have not heard of any other
changes needed.
CMS was doing an audit of fire agencies in Washington state and pushing back on the payments for non‐
transport agencies. Idaho has asked that they conƟnue to consider and allow the cost for non‐transport
agencies. SƟll no decision from CMS on that opƟon either.
The Idaho Medicaid Director and Medicaid Financial Director have been pinging CMS weekly asking for
updates. That does not appear to have moved the process along.
