To Whom It May Concern:
It is our understanding that there will be a Meridian City Planning and Zoning meeting
on Thursday, November 16, 2006. During the meeting a discussion regarding the
proposed Kilgore Heights housing development will take place. Because we will be
unable to attend this meeting due to required business travel, we submit the following
comments for consideration.
We are opposed to the R-8 designation for Kilgore Heights. We also have concern about
the proposed placement of the entrance roadway for Kilgore Heights from Kentucky Way
and are addressing this concern with the Ada County Highway District. While we are
sensitive to the positive growth needs of our area and the future direction, we want to
ensure that this growth occurs in a very deliberate and strategic manner for both current
and future residents.
With the proposed entrance of Kilgore Heights yet to be determined, we request the
Planning Commission delay any action relating to the zoning for Kilgore Heights until a
later date.
Our concerns with the proposed entrance into Kilgore Heights from Kentucky Way are as
follows:
Safety Concerns
The Kentucky Ridge Estates Park is located directly across from the proposed Kilgore
Heights roadway entrance. The park is owned by the Kentucky Ridge Estates
Homeowners Association and is utilized as a green space and an area where many of the
children from Kentucky Ridge Estates gather to play. It is also frequently utilized as a
pet exercise and play area. With the potential increase in traffic, we have a heightened
concern regarding the safety of the children and pets in this area. This is especially
concerning with the curve of the roadway. While the park could be fenced, it would have
a tendency to detract from the current feeling of an open green space at an added expense
to the Kentucky Ridge Estates homeowners.
Propertv Valuation and Upkeep Concerns
With the proposed changes, the current entrance of Kentucky Ridge Estate will become
altered and could become degraded and possibly have significant impact on the property
values of residents within Kentucky Ridge Estates. In addition, there will be little ability
to control the use of the park that may result in the need for increased upkeep and
maintenance at the expense of the Kentucky Ridge Estates Homeowneres Association.
LOBS! Term Traffic Concerns
With the proposed Kilgore Heights entrance coming off of Kentucky Way we are
concerned about the long-term effects and traffic patterns within this area. This proposal
has the potential of doubling the current traffic along this already busy roadway. In
considering the future proposed growth in this area we do not feel this would be a wise
decision on behalf of the current and future residents in this area.
Thank you for considering our request to delay the decision regarding the zoning for
Kilgore Heights.
