HomeMy WebLinkAboutPZ - Narrative July 31, 2023 City of Meridian Planning Department Meridian City Hall, Suite 210 33 East Broadway Avenue Meridian, ID 83642 Re: Design Review and Certificate of Zoning Compliance Application Project – Pine 43 - Pad F 2263 East Fairview Avenue Project No. 23121.000 Dear City Planner: The following is a project narrative for Design Review and Certificate of Zoning Compliance for a one- story multi-tenant Shell and Core and associated site work located at the Pine 43 Shops development at 2263 E Fairview Ave., Meridian, Idaho. The proposed project will take place on parcel: R7104250566 which is currently zoned (C-G) General Retail and Service Commercial, which permits this type of use. The overall site is 5.308 acres; however, the project site is 0.37 acres. The building size is approximately 6,400 square feet with only the building shell planned for construction, the tenant improvement plans will be submitted at a future date. The related sitework will be newly constructed for the use of the retail shops and ties into the existing sitework. The building’s exterior has been designed to meet current City design standards. The material that gives the building its character consists of the corrugated metal siding that showcases the look and beauty of wood fir siding but eliminates the maintenance that would otherwise be required- this ensures the look of the building remains intact over time. Timber members are used to complement the metal siding and provide additional support to the shed roofs. Dark gray corrugated ‘M’ siding and black anodized metal on the storefronts, canopies, and trim provide contrast to the warmth of the wood. A brown and tan stone is used to provide visual anchoring and accents for the overall building design. The front (west) façade of the building consists of the main entries to the future shops. Black metal canopies are located over the entry to bring the scale of the building to the pedestrian level and provide relief from the elements. The building massing is broken up by the rhythm of alternating metal siding and corrugated metal with the portions of the building protruding vertically and horizontally to give hierarchy to the shed roof elements. This same design language is used throughout the other elevations to provide a consistent massing on all facades. On the front and rear elevations, a tower element is designed as the cornerstone of the building to create a visual focal point for pedestrian and vehicular traffic on Fairview Avenue. The east elevation is the rear of the building which affronts the entrance road from Fairview, however the design language is kept consistent with the front façade. August 6, 2024 City of Meridian Planning Department Meridian City Hall, Suite 210 33 East Broadway Avenue Meridian, ID 83642 Re: Conditional Use Permit and Alternative Compliance Application Project – Pine 43 - Pad A and Pad B East Fairview Avenue Project No. 23330.000 Dear City Planner: The following is a project narrative for Conditional Use Permit for a one-story multi-tenant Shell and Core for Pad B and associated site work located at the Pine 43 development at E Fairview Ave., Meridian, Idaho. Per Meridian City Code section 11-4-3-11 a1, Conditional Use Permit is needed for a drive through establishment within 300’ of a Residential District. This project narrative is also for Alternative Compliance at Pad A for a reduced landscape buffer to the West of the site adjacent to the adjacent residential development in a C-G zone. Pad A will also be a one-story multi-tenant Shell and Core and associated site work. The proposed project will take place on parcel: R7104250581 which is currently zoned (C-G) General Retail and Service Commercial, which permits this type of use. The overall site is 2.183 acres. The building size of Pad A is approximately 7,800 square feet and Pad B is approximately 10,100 square feet. For both Pad A and Pad B only the building shell is planned for construction, the tenant improvement plans will be submitted at a future date. The related site work will be newly constructed for the use of the retail/mixed use buildings and ties into the existing site work. Both Pad A and Pad B buildings’ exterior has been designed to meet current City design standards and are designed with high quality materials. Both Pad A and Pad B building exteriors include black brick, white and dark gray stucco and a brown and tan stone that is used to provide visual anchoring and accents for the overall building design. Long board wood look siding is used to complement the brick and stone and black anodized metal on the storefronts, canopies, and trim provide contrast. On Pad B, in order to mitigate the impacts of the drive through such as noise, fumes, etc. on the adjacent residential uses we are providing a 38’-0” landscape buffer between the drive through and the adjacent residential use. The minimum required landscape buffer is 25’-0”. This additional space and the variety of landscape plantings provided will help buffer from the noise and fumes from the drive through. We are also proposing a 6’-0” tall vinyl fence between the project drive through and the adjacent residential use to help provide a visual and noise buffer. The drive through also has a covered canopy over the area above the drive through window, which will also help buffer noise. There is also an escape lane adjacent to the main drive through stacking lane, which will create an additional 11’-0” of distance between the drive through and the residential complex. City of Meridian, Planning Department Page 2 July 31, 2023 The design intent with the mechanical system is to have it serve the building without being obtrusive. Mechanical equipment and units will be placed on the rooftop with parapets used to screen, preventing vision of the units from the ground. Signage and surrounding landscaping to the west and southwest of the site is planned to create a welcoming experience for the visitor. Wide sidewalks are planned around the building and an outdoor space at the northwest corner of the building will accommodate outdoor dining. This addition will further enhance pedestrian accessibility and promote a more inviting atmosphere. Asphalt will be used for drive access and will tie into the existing parking lot to the west and south and for the new parking within the project’s boundary. The total number of new parking stalls is 17, however only 13 parking stalls are required. An additional 34 parking stalls were constructed under permit # C- SHELL – 2020-0016. There are a total of 47 parking stalls provided for Pad F, allowing for ample parking. The existing trash enclosure located to the east of Pad E, will be expanded to provide capacity for this building. The surrounding area of the buildings and parking lot will be landscaped to match the existing development landscape design. Three (3) new LED lights are placed throughout the site to ensure visibility for pedestrians and tie into the exiting site lighting.
