1. Capital Improvements Plan (CIP)1 Integrated Five Year Work Plan (IFYWP):
• The intersection of McMillan Road and Black Cat Road is scheduled in the IFYWP to be
reconstructed as a multilane roundabout with 4-lanes on the north leg, 4-lanes on the south,
2-lanes on the east, and 2-lanes on the west leg, in 2028, and will include an APS (accessible
pedestrian signal) with LPI (leading pedestrian interval).
