Application Narrative and Reauest
Along with this preliminary plat application of Harpe Subdivision, the owner hereby
requests annexation and zoning from RUT to R-8 in the City of Meridian..
Please note the following points of interest regarding this development:
1.. This application does not include any specific request for "variance" from the
city ordinance.
2.. As discussed with the planning staff, this property is being submitted without a
comprehensive map amendment because with the approval of the allowed step
up in zoning from Low Density to Medium Density zoning (i.e.. R-4 to R-8)
the property will remain in conformance with the identified comprehensive
plan density. In addition, the 24 proposed lots (7600 SF average) will be
considerably larger than the lots in adjacent developments-many at
approximately 6500+SF.
3. Public Utilities are available and our engineers will work closely with city staff
to ensure that these facilities are installed to accommodate this property and to
consider/provide for potential future connection of adjoining properties~
4. The layout of this property is sensitive ~o that of adjoining properties,
development, transportation systems, and etc~
5. The design utilizes adjacent stub streets for connection and also provides stubs
for future development that may occur in the area (to and thru)~
6~ The design provides for emergency vehicle access and turn-around.
7. The design reflects a sensitivity to pedestrian movement and provides
convenient connection to the adjacent neighborhoods and to the public rights
of way via meandering walks along the major streets~ Existing and new
residents will enjoy this new connectivity.
8. The common lots will be well landscaped and the streets lined with trees to
enhance and preserve the patterns of development in the area. For example,
the internal streets feature separated sidewalks wI 8' planter strips and street
trees that will add variety and color and be a pleasing element for both the
resident and the visitor.
9; The developer will consider all existing trees within the development. If any
of the existing trees are to be retained, then all necessary precaution will be
given to protect and preseIVe~
10.. A common lot will provide a picnic shelter/BBQ area will provide residents
with an alternate location for gathering and for outdoor enjoyment.
11. The layout utilizes a shared drive to maximize efficiency of design and provide
for similar lots sizes within the development In standard residential
subdivisions, the less efficient pie shaped lot has become a trend.. You will
notice that with the implementation of a shared drive, all of the lots will retain
similar shape, frontage and size.
12. In an effort to maintain and enhance neighborhood compatibility, this great
intill development adds a larger lot size and nice mix of residential product.
Based on the combination of amenities, services and benefits, the great intill
development, we ask that the Commission and Council move forward in granting the
necessary approvals for this infill development (annexation/rezone and pre-plat).

the above mentioned developnlent Field work for this investigation was conducted on 26 June 2006. Data

This report presents results of a geotechnical investigation and analysis in suppo11 of data utilized in design
of structures as defined in the 2003 International Building Code (IBC). Information in support of
ground\vater and stomlwater issues pertinent to the practice of Civil Engineering is included. Observations
and recommendations relevant to the earthwork phase of the project are also presented.

The proposed developnlent is located northeast of the City of Meridian, Ada County, Idaho, and occupies a
portion of the N.E~ NE14 of Section 31, Township 4 North, Range 1 East, Boise Meridian. The project will
consist of developnlent of 26 single family residential lots on an approximate 8~5-acre sitet Roadways are
anticipated to be included as part of the development Proposed grading is presently undetennilled..

. Indicating issues pertaining to earthwork construction~
Scope:
The scope of this investigation included revie\v of geologic literature and existing available geotechnical
studies of the area, review of available environlnelltal reports, visual site reconnaissance of the immediate
site, subsurface exploration, field and laboratory testing, and an engineeri.ng analysis and evaluation of
foundation materials. The scope of \vorl< did not include design recoI11mendations specific to individual
resl dences.

DESCRIPTION OF SITE
Site Access:
Access to the site may be gained via Interstate 84 to Exit 46.. Proceed north on Eagle Road approximately
3.5 miles to its intersection with McMillan Road. From this intersection, proceed west 011 McMillan Road 1
t11iIe to N~ Locust Grove Road. The site is located SOUtl1 and west of this intersection. Presently th.e site
exists as undeveloped agricultural land. with a residence and associated outbuildin.gs located fronting
N~ Locust Grove Road. The location is depicted in site map plates included in the AI)pendix~
General Geology Of Area:
The subject site is located within the Boise Valley which is directly underlain by a thicl< sequence of alluvial
sands and gravels typically deposited on basalt formations. These sediments are loosely nanled tl1e Boise
River Gravels and v{ere deposited as river floodplain and stream over\vash from the Boise River. These
gravel deposits tend to have inlbricated well-rounded clasts, poor sorting and crude stratification of beds of
gravel and lenses of cross..bedded sand suggesting deposition in braided cllanne]s. The Boise River Gravels
consist of unconsolidated clay!>> silt, sand, gravel, and cobbles. These gravels have been subdivided into
smaller units based on their age and are exposed as distinct alluvial ten~aceSa Five of these terraces are well
exposed in the BOlse area and range in age from Middle Pleistocene to Holocene (Recent) (0 ... 0.9 million
years ago). The site lies on the Whitney TelTace, the second terrace above tIle CUITently defined floodplain.
Geologic data published for the area indicated that bedrock is typically encountered at a depth of

Site Topography, Draillage And Vegetation:
The proposed development consists of approxilnately 8.5 acres of relatively flat irrigated pasture, with a
residence and associated out buildings located along the western portion of the property. Fine-grained~
surficial soils are prevalent throughout the majority of the site~ The parcel is bounded on the south by
existing rural residential development, on the north by E. McMillan Road~ on the east by N~ Locust Grove
.Road, and the \vest by agricultural land.
Regiollal drainage is north and west toward the Boise River. Stonnwater drainage for the site is achieved by
percolation thrOtlgh surficial soils. No storm water drainage facilities are located in the vicinity of tbe site
and the area does not receive significant off-site drainage_ Vegetation throughout the area consists .primarily
of in.igated pasture grasses and mature trees~

.Laboratory Testing Program:
AJong with the field investigatiol1, a supplemental JaboratolY testing .program was conducted to determine
additional pertinent engineering characteristics of subsurface materials necessalY in analyzing the behavior
of the proposed structures. Laboratory tests were conducted according to current applicable American
Society for Testing and .Materials (ASTM) specifications, and results of these tests are to be fou.nd on the
accompanying logs located in the Appendix. The laboratory testing program for this report included
Atterberg Limits Tests.. ASTM designation D 4318, Grain Size Analysis - AST.M designation C 117, C 136,
and Resistance R-Value and Expansion Pressure of Compacted Soils -- ASTM designation D 2844~
Soil And Sediment Profile:
A total of four test pits were advanced to depths of 12.1 to I. 5..6 feet across the site. Because of the areal
extent of the studied parcel, the developed soil profile represents only a generalized case, and variations
between test pits should be anticipated:
Sandy Silt (ML) - Light brown to yel1o\vish-brown, dry, weak to 1110derately cemented, sandy silt soils
were observed at ground surface~ Fine grained sand was observed throughout the sandy silt soils, with
organic material present generally witl1in tile upper 15 inches.. As indicated, the strength of cenlentation
within this son type vafies~ ho\vever cenlentation was present in all test pits. This soil extended to depths of
4_2 to 6~7 feet
Silty Salld (8M) - Underlying cemented sandy silt soils in test pits land 2, light brownt slightly nloist,
mediunl dense to dense, fine to medium.-grained silty sand soils was o.bserved~ This soil extended to depths
of6~6 to 7.0 feet
Poorly Graded Sandy Gravel (GP) - Light brown to brown, dry to slightly nloist, poorly graded gravel
sedin1ents were observed at depth in all test pits~ Fine to medium~grained sand. and cobbles of up to 12
inches in diameter were present \vithin this soil type. Poorly graded gravel sediments extended through tIle
termination depths of test pits 1. ,3, al1d 4. In test pit 2, this soil extended to a depth of 13 feet
Poorly Graded Sand (SP) - Light brown, slightly lnoist, meditlm dense to dense, fine to rnedium-grained
sand was observed~ Poorly graded sand extended through to tern1ination depth of test pit 2~ This appears to
be a localized lens of sand that approximately exten.ds through the southeast portion of the site..
Walls of each test pit exhibited sloughing and caving through native granular soils~
Soils Survey Revie\v:
A review of the United States Departnlent of Agriculture, Soil Conservation Service, Soil Sllrvey of Ada
County Area, Idaho, 1980, indicated the site can be characterized by the Purdam silt loam, 0 to 2 percent
slopes soil type~ Specific soils characteristics, as defined by the USDA, for this soil type include moderately
slow above the hardpan, slow runoff, and slight hazard of erosion.

Groundvlater was not encountered within the de,pths explored during tbe field investigation. Soil moistures
in the test pits were generally dry to slightly tTIoist within the surficial sandy silt) and dry to slightly moist
below 4.2 feet in depth.. Groundwater levels in the site vicinity are controlled in large part by residelltial and
cOlTIlnercial irrigation activity and canal leakage in the local area, and are likely at their nlaximum elevations
during the irrigation season~ Estimation of seasonal groundwater fluctuation is .probIem.atic. \vithout reglllar
ITIonitoring. Based on the evidence of this investigation, and background knowledge of the area, it is unHke.ly
that groundwater will be encountered during construction and is anticipated to remain at depths of greater
than 6 feet below the ground surface in the northern portion of the site (Elevation 2706) throughout tIle year.

Soil Infiltration Rates:
Soil pel"lneability is a n1easure of the ability of a liqui.d to move through a soil and \vas not tested in the field.
In this report this parameter is approxinlated by soil type and gradatioll. Of soils comprising the generalized
soil profile for this Sl11dy, silt soils generally offer little pClmeability, with typical infiltration rates less than 2
inches per hour, though caJciunl carbonate celnentation encountered within cemented silt soils may reduce
this value to llear zero. Silty sand soils typically exhibit infiltration values from 4 to 12 inches per hour.
Poorly graded sand, Inedium dense gravel sedin1ents typicaJly exhibit i11filtration values in excess of 24
inches per hour, and percolation testing is typically not required within these sediments as a result of the
free-draining nature of these sedirnellts.
All infiltration facilities constructed on-site should be extended into native sandy gravel sediments.
Excavation depths of approximately 7 feet should be anticipated to expose sandy gravel soils1 In addition,

Recommended Pavement Sections:
MTI collected a sanlple of near-surface soils for R-value testing representative of soils to depths of 2.5 to 3 ~O
foot belovl existing ground surface. A bulk sample collected fronl test pit 2, consisted of sandy silt (ML) soil
\vith 'fine grained sand.. This sanlple yielded an R value of 8. As required by Ada County Highway District,
MTI has used a traffic index of 6 to determine necessary pavelnent cross-sections for the sitea Additionally,
MTI has made other assumptions for traffic loading variables based on the character of the proposed
construction. The Client should review these assumptions to nlake sure they reflect intended use and loading
ofpavelnents both now and ill the future.
Flexible Pavelnent Sections
The Idaho Method as defined in Idaho Departnlent of Transportation's Materials Manual (section 500) was
used to develop the pavement section. Ada County Ifighway District (ACHD) parameters for traffic index
and substitution ratios were also used in the design, and were obtained from ACHD's Development Policy
Manual~ Calculation sheets provided in the Appendix indicate the soils values, traffic loading, and material
ratios used to calculate the pavement sections. .MTI recommends tllat all materials used in the construction
of Asphaltic COllcrete Pavenlents meet the requirenlents of the Idaho Standards for Public .W orks
Constnlction (ISPWC) specifications. Constnlction of the pavement section sllould be in accordance \vith
these specifications~ The following thicknesses are MINIMUM TI-IICI(NESSES for assured pavement
function.

The subgrade upon which above pavement sections are to be constlucted must be properly strippedJ
conlpacted (if indicated), inspected alld proof rolled. Proof rolling of subgrade soi Is should be accomplished
\vith a heavy rubber-tired fully loaded tandem axle dump truck or equivalent MTI allticipates that paven1ent
areas "viI] be subject to nloderate traffic.

aggregates comprising tile pavenlent section tTIust be conlpacted to .not less than. 95% of ll1aximum dry
density indicated by ASTM: D 698 for flexible pavements and by ASTM D 1557 for rigid pavements.. If a
material placed as a pavement section conlponent cannot be tested by usual conlpaction testing methods,
compaction of that material shall be approved by observed proof rol1ing. Millor deflections from proof
rolling for 'flexible pavements are allo\vable. Deflections from proof rolling of rigid pavement support
courses should not be visually detectable~
MTI recommends that rigid concrete pavement be .provided for heavy garbage receptacle parking. This will
elinlinate danlage caused by the considerable load of containers transferred onto the small steel wheels and
subsequently onto the asphaltic concrete. Rigid concrete pavement should consist of Portland Cement
Concrete Pavenlent (peep) generally ad.hering to ITD specifications for Urban Concrete. peep shall be 6
inches thick on a 4 inch drainage fill course, should be reinforced wit}1 welded wire fabric, and control joints
shall be on 12 foot centers or less.

After existing subgrade soils are excavated to design grade) proper control of subgrade conditions (i.e.,
moisture content) and placenlent and compaction of new fill (if required) should be overseen by a
representative of the soils engineer (MTI)~ Recommendations for structural fill presented \vithin this report
can be used to minimize volume changes and differential settlements that are detrimental to the behavior of
footings, pavements, and .floor slabs. Sufficient density tests should be performed to properly monitor
cotnpaction. .For structural fill beneath building structures one in-place density test per 11ft for every 5,000
square feet is l'econ1mended~ In parking alld driveway areas this can be decreased to one test per lift for

. Track-mounted vehicles should. be used to strip subgrade of root n.1atter and ot11er deletetious debris~
Heavy rubber~lired equipnlent should be ptohibited from operating directly on native subgrades, and in
structural areas sucb as roadways and foundations. Construction traffic can be restricted to designated
roadways that do not cross, or cross on a limited basis, proposed roadway or parking subgrades.
. Durin.g periods of wet weather, construction on-site tnay become very diffie'ult if not inlpossible. To
ensure constructability, access/haul roads should be constructed with. a nlinimum of 2 feet of structural
fill materiaL Fill material shou.1d consist of relatively large cobble (4. to 6 inch in diameter) with
sufficient fines to fill voids~
. Instead of structural fill placement, scarification and aeration of subgrade soils can be employed to

Structural Fi II:
Soils regarded as suitable for llse as structural fill are those classified as GW, GP, OM, SW, SP, 8M, and
ML, in accordance with the Unified SoU Classi:fication Systenl (USCS) (ASTM D 2487)~ The use of silty
soils (USeS designation of GM, 8M, and ML) as fill nlay be acceptable. However, these nlaterials require
very high lnoisrure contents for conlpaction and require a long tinle to dry out if natural Inoisture contents
are too high~ Therefore these nlateriaIs can be quite difficult to worl< with as Inoisture content, lift thickness)
and cOlnpactive effort becomes difficult to control. If silt}' soil is used for stll1ctural fill, lift thicknesses
SllOllld not exceed 6 inches (loose), and fill materialtuoisture n1ust be closely 111onitored at both the working
elevation and the elevations of nlaterials already placed. Following placement, silty soils must be protected
fr0l11 degradation resulting from construction traffic or subsequent construction~ Use of silty soils (OM. 8M,
and ML) as structural fill below footings is ofol1ibi.ted..
Reconlmended granular structural fill Iuaterials, those classified as GW, GP, SW, SP, should consist of a 6
inch minus select, clean~ granular soil wit11 no more than 30% oversize (greater than }4 incll) material and no
1110re than 12% fines (less than #200) and placed in layers not to exceed 9 -inches in th.ickness.. Prior to
placenlent of structural fill materials, surfaces U1l1St be prepared as outlined in the Constructioll

Excavations:
Shall 0 \\' excavations that do not exceed 4 feet in depth Inay be constructed with side slopes approaching
vertical. Belo~l this depth, it is recomnlended that slopes be constructed in accordance with Occupational
Safety and Health Adnlinistration (OSE-IA) regulations, section 1926, subpart P. Based on tbese regulations,
on-site soils are classified as type uC" soil~ and excavations within these soil should be constructed at a
I11aximUlTI slope of 1 Y2 foot horizontal to 1 foot vertical (1 ~H:IV) for excavations up to 20 feet in height.
Excavations in excess of 20 feet will require additional analysis. Note that these slope angles are considered
stable for sbort-ternl conditions only., and \viIl not be stable for long-terlTI conditions.
Shallow, cemented fine grained soils (caliche), encountered through ffillCh of the site, may cause difficulties
during foundation development and utility placement These soils typically extended throllgh depths of 4~6
to 5..5 feet For deep excavations, native granular soils canl10t be expected to remain in position6 Tllese
nlaterials are prone to failure alld may collapse, thereby undermining upper soils layers. .Proper care must be
taken to protect personnel and equipment.
During our subsurface exploration, test pit sidewalls generally exhibited little indication of collapse~
11owever, some caving of granular soils occurred.. Care must be taken so that excavations are .properly
backfilled in accordance with procedures outlined in this report Water and loose debris should be renloved
from these excavations, prior to placement offill soils or concrete~
Groundwater Control:
Groundwater \vas not encountered ill the investigation, and is anticipated to be below the depth of
construction. Exca.vations below the water table will require a de\vatering program.. It Inay be possible to
discharge dewatering effluent to remote portions of the site Of to a strategically located sump or pit. This
will essentially recycle effluent, thus eliminatin.g the need to enter into agreements with local drainage
authorities. Should the scope of the proposed project change) MrfI should be contacted to provide more
detailed groundwater control measures~

Special precautions tnay be required for control of surface runoff and subsurface seepage in general~ It is
recolnmended that runoff caused by wet weather be directed a\vay from open excavations~ On-site silty or
clayey soils can be expected to become soft and pUI11p if subjected to excessive traffic following periods of
wet weather. Ponded surface water areas should be drained to allow construction to take place througll
methods such as trenching, sloping, crowning gradest nightly smooth drtun rolling, or insta.llation of a
French-drain syslem~ Additionally, tenlporary or permanent driveway sections nlay be constlucted should
wet weather be forecast
GENERAL COMMENTS
When plans and specifications are complete) or if significant changes are made in the character or location of
the proposed residential development, consultation should be arranged as supplementary recommendations
1l1ay be required. It is recommended that the service of a qualified geotechnical engineering firm be engaged
to test and evaluate soils in footing excavations before placement of concrete to deternline if soils meet
conipaction I"equirelnents~ Monitoring and testing ShOllld also be performed to verify that suitable materials
are used for structural fill and that proper pJacenlent and compaction is performed.
