S 1131346925, S 1131346941, S 1131346935, S 1131347001, and S 1131347101 / Skyranch Subdivision Linda, The City of Meridian has requested feedback regarding the proposed annexation with rezone to R-15 (Medium-high Density Residential), and a preliminary plat for the Skyranch Subdivision on Parcel Nos. S 1131346925, S 1131346941, S 1131346935, S 1131347001, and S 1131347101, generally located east of SH-69/ Meridian Road and north of Lake Hazel Road. These comments are only on the portion of the project that is being annexed and not the overall proposed development. Ada County is supportive of the application due to the proximity of the site to existing public services. Goal 2.2f of the Ada County Comprehensive Plan encourages residential development to occur at urban densities within Areas of City Impact where public facilities are available. As the Future Land Use Map of the Meridian Comprehensive Plan, as adopted by Ada County, designates the site as Medium-high Density Residential, the proposed zoning of R-15 (Medium- high Density Residential), is compatible with the Meridian Comprehensive Plan. The layout of the development also complies with many of the goals of the Meridian Comprehensive Plan with the proposal to provide pickleball courts, a dog park, and sitting benches are supported by Goal 2.02.00, which encourages ample open space and generous amenities. The proposal to provide walkability throughout the site is supported by Goal 2.02.01A, which encourages the design and construction of pathways connections, easy pedestrian and bicycle access to parks, safe routes to schools, and the incorporation of usable open space with quality amenities. The proposed development is contiguous to the city on the east and west boundaries and is supported by Goal 3.03.03E, which requires all development to be contiguous to city limits. The proposed stub streets to the north and east are in compliance by Goal 6.01.02C, which requires new development to establish street connections to existing local roads and collectors as well as to underdeveloped adjacent properties.
