Meridian, ID 83642 Honorable City Council Members Meridian City Meridian, ID RE: Timber Creek Recycling Hearing - 9/17 Dear Council Members, We are writing to strongly oppose Timbercreek's Modified Development Agreement proposal. Angie and I live directly south of the south Meridian facility. We have lived here nearly thirty years, and have watched many changes in Meridian. We were here in 2016, when the composting process was less of a menace to the neighborhood, and when the original Development Agreement was formed. That Agreement it seems, should have been formed through a Conditional Use process inviting public interaction. Contrary to best practice, no public interaction was invited. We were here in 2019 when the Development Agreement was modified for expansion amid strong opposition to what is now an industrial facility far beyond compost. At one point in that 2019 Modification approval process, nearly 40 neighbors packed the Council chambers. One after another, those neighbors expressed reasons to reject that expansion request. While most can support a Recycle program, this facility absolutely does not belong in an established residential area. Four Council members supported the proposal. Two Council members, Councilman Borton and Councilman Bernt, along with Mayor De Weerd strongly opposed the proposal. All three expressed disbelief and astonishment at the blatant disregard for the concerns raised. Those concerns have since been realized many times over as the 2019 Modifications continue to impact neighbors throughout the area. Meanwhile, Timbercreek Recycling has enjoyed nearly unopposed growth with little accountability in the first expansion approval, let alone the neighbors' interests in the Development Agreement of eight years ago. The 2016 DA was formed upon a faulty foundation. The 2019 Expansion was a grave mistake. A second request for expansion is unacceptable. Please visit the site before Tuesday's Council Meeting. You will witness a dust cloud on most days, hear the constant roar of the recycle machinery, smell the rot and decay, and experience the constant commotion of the dozen or more Timbercreek trucks and unlimited recycle trucks coming and going. Then try to imagine more expansion. Please vote NO to this unacceptable Second Expansion proposal. Thank you, Jim n�ieCo. Cc: Honorable Mayor Simison
