HomeMy WebLinkAbout2024-09-05 Joseph Lemay110 / 6�0�/ 'rq� All up,/YA Good evening Members of the Meridian City Council, If it pleases the council, I would like to have these notes read into the record and submitted to the council for consideration regarding the proposal for Centrepoint Apartments on the SW corner of Eagle Road and Ustick Road. City of Meridian, Ada County, Idaho. Personal: My name is Joseph Lemay, I am the owner of 2989 N. Centrepoint Way, City of Meridian, Ada County Idaho. My home is in very close proximity to the proposed development property. I thereby have reason to have my opinions and concerns voiced. Unfortunately, I cannot attend this meeting in person. My concerns with this proposed development are as follows. 1 -Building Height It is my understanding that the city's regulations limit building heights in this area to three stories. However, the proposed development plans include buildings with four stories. In addition to the height of the buildings, the barracks look is not complementary to anything around the area, and against the intent of the original Bienville plat planning. This alone should warrant a denial of the application. 2 -Traffic Limited access points for the proposed development will direct traffic through Jackson Square, a small subdivision, which is mainly a dead-end area. Considering Eagle Road is the county's most frequented road and Ustick is its longest continuous road, traffic congestion in this region is already significant. With nearly300 units planned for the new development, it will introduce approximately 400 — 500 additional vehicles to this area, exacerbating the current strain on road access and the traffic signals at the intersection of Eagle Road and Ustick Road, alongside the Ustick and Centrepoint signal. This additional traffic will further intensify congestion and gridlock, leading to increased traffic and compound the existing problems with vehicles speeding through Jackson Square attempting to avoid said traffic. 3—Type of Units As a home owner, I am not against development of the property, just against the current proposal. This type of development belongs away from small residential enclaves, and more around larger commercial developments. The proposed development of Centrepoint Apartments being some 300 units of `affordable housing' provides no buffer to the Jackson Square Community. The traffic and lack of ingress and egress as well as the dead end nature of the streets in Jackson Square unfortunately lend themselves well to nefarious activities and individuals which generally accompany `affordable housing' developments. This is the type of activity which we are all trying to avoid. Further changes requested In readingthrough the application, the developer is asking forfurtherchsnges awayfrom the City standards. At what point do the standards even have a place if the developer can continually request modifications, and mostly in the negative of what is required? Here again, this type of development does not belong along a major corridor, nor blocking out a small enclave subdivision. Community Support Submittals In readingtheletters of support by St. Alphonsos Hospital and St. Lukes Hospital, I can only surmise that these letters of support were either coerced or bought. I cannot in my right mind believe that either of these institutions have many, if any wage earners that make only $35.000 - $75,000 which is the 30%— 70% of median income for Meridian as referenced which lands somewhere between $93,000 — $120,000 depending on the source. Thereby negating their argument in support of `affordable' or `worker' housing. Even the West Ada School District has concerns with this development! Their assessment of children impacting the local schools leans toward not approving this development. I realize they only asked for walking paths, and sidewalks, which again will directly impact Jackson Square, but with other planned development in the surrounding area, this will quickly over run the ability of the schools to accommodate the additional students. There is not room around this area for additional schools, so this development should be placed in a more commercial location, or a location where additional schools can be built to support continued growth in our community. In Closing I support development, but not like this. I urge the Council to reject the current application, and I would askthe owners/developers to consider this location better suited for commercial use such as restaurants and retail outlets.
