The Idaho Transportation Department (ITD) reviewed the referenced application(s) and has the following comments:
1. This project abuts the State Highway System (SH-16).
2. Site plans indicate the applicant is requesting access on Ustick Rd, approximately 400’ west of the SH-16/Ustick
interchange. While the location of this access is under the jurisdiction of ACHD, the approach is still within the SH-16
Intersection Functional Area. Therefore, ITD must take into account the safety and operation of accesses near this
interchange.
3. ITD’s comments and concerns remain from our original Condition Memo and Staff Report dated September 30,
2020. The proposed commercial usage and anticipated trip generation cause safety concerns with proximity to the
interchange. Additionally, the proposed development now has alternative access to Owyhee Storm Avenue via the
northern parcel. For these reasons, ITD does not recommend access on Ustick Rd permanently or temporarily.
4. ITD reserves the right to make further comments upon review of the submitted documents.
