Good Afternoon Julie,
Thank you for reaching out to us. I want to assure you that the City is not conspiring with In-N-Out, and you are not
alone in sharing your concerns. The Planning Department does have a general email address
(planning@meridiancity.org) where you can share your thoughts or contact us directly.
I’d like to explain how the process works, outline the minimum code requirements, and let you know how you can get
involved:
Currently, the City has not received an official application for this project. However, the developer has requested a pre-
application meeting with the City to discuss the possibility of establishing a second In-N-Out restaurant at this location.
This meeting is typically the first step in the process. During the meeting, we informed the developer his plans needed to
address concerns related to traffic, site circulation, and vehicle stacking in the drive-through.
Before submitting the application, the developer is required to hold a neighborhood meeting to inform nearby residents
about the project and gather feedback. If someone lives within 500 feet of the property boundary, they should receive a
notification about this meeting. For properties outside the 500-foot radius, City code does not require notification, but
that doesn't mean you can't participate—I’m glad you were informed through other means. The goal is for the
developer to consider and potentially adjust their plans based on the feedback received.
Once both meetings have taken place, the developer can officially submit the application, which can happen as soon as
10 days after the neighborhood meeting. The application will then be reviewed by various City departments. If all
required documents are submitted and reviews are completed, the application will be deemed complete and scheduled
for a public hearing.
City code requires us to publish notices of public hearings in the local newspaper, send notifications to all property
owners within 500 feet of the project boundary, and post a public hearing sign on the site at least 10 days before the
hearing. During this time, the public can provide written or verbal testimony regarding the project.
The City is committed to transparency throughout this process. You will have the opportunity to review all documents
related to this project as they become available. I’ve included two links to help you: one explains how to access our

Hi Julie,
Thank you for reaching out and sharing your concern. I can tell you that the City in no way tries or attempts to limit
participation in public meetings. I have copied Bill Parsons in the Planning Department who can explain the required
noticing limits that are in city code and confirm whether or not that includes your neighborhood area or not, and he can
also verify the mailing area that was contacted.

Question/Comment: We saw a letter on Next Door tonight that was sent out regarding the INnandout Burger new
location on 10 Mile Rd. We live in Lochsa Falls neighborhood and never received any notification. The meeting is

tomorrow night. I tried to reach Planning and Zoning but they have no email contact address. Is the City and INand out
trying to limit the number of people attending the meetings? The placement of this restaurant has no support in this
area. It is already too crowded and will result in even more traffic issues. We deserve to be notified of any meetings
regarding this situation.
