> My name is Shawn Johnson and I am one of the residents of the Bainbridge subdivision located behind
the Costco on Ten Mile and Chinden. I am writing in order to let the City of Meridian know that the
current location proposal for the In-N-Out on 10 mile and Lost Rapids is 100% unacceptable and we will
settle for nothing less than the complete denial of the construction of this restaurant. This is nothing
against the restaurant, simply the location choice. This is a residential neighborhood. We like to be able
to relax in our homes that we paid hard earned money for. My backyard fence sits along Lost Rapids
approx. 600 feet from the entrance to In-N-Out’s planned location. The traffic along Lost Rapids (which
is a 25 MPH zone) is already starting to get extremely dangerous. Cars routinely fly by on that section
well over 45 MPH in order to make the shortcut between 10 Mile and Highway 20/26 (Chinden) behind
the Costco. Drivers already make dangerous decisions to make that left turn onto Lost Rapids from 10
Mile without yielding to southbound traffic. There are frequent accidents at that intersection. Adding
that restaurant will make Lost Rapids an extremely dangerous hazard. I walk my dog along that road,
kids ride their bikes along that road. IT IS A RESIDENTIAL NEIGHBORHOOD! The residents in the Olivia
Apartments don’t deserve that either. Every In-N-Out location I have ever seen has a massive line of cars
attempting to get into the drive through. And if that thing opens, the traffic will spill out onto Lost
Rapids, I promise. The Costco parking lot is already a nightmare trying to get into. Even worse, all this
traffic will continue to be a problem until 1-1:30 IN THE MORNING. This is UNACCEPTABLE. The vehicles
speeding through that “shortcut” already have their radios blaring and bass thumping. Imagine what
1
idle/parked cars on that street would sound like. There are just too many downsides to this project with
so many other commercial property locations to select from. Why on Earth would they choose a
location so close to multiple residential neighborhoods? During a TEAMS meeting last night, NOT ONE
SINGLE PARTICIPANT agreed with this location and as tax paying residents and citizens of this city, we
demand that our voices be heard. The residents of Bainbridge are prepared to fight this to the end. Do
the right thing! We need to preserve our neighborhoods not make them a dangerous safety hazard.
Please tell In-N-Out to build elsewhere.

Does the Clerk accept public testimony before an application has been submitted?
