Thank you for transmitting The District at Ten Mile comprehensive plan amendment, rezone and
preliminary plat application to ACHD for review and comment. ACHD was transmitted this application
from the City Clerk on August 1 s', and we have not had adequate time to complete a full review prior to
the scheduled Planning & Zoning Commission meeting on August 15, 2024. Because of this we are
providing the following preliminary comments and recommendations for your consideration.
1. Trip Generation
This development is estimated to generate 73,149 vehicle trips per day with 6,143 vehicle trips in
the PM peak hour, based on the Institute of Transportation Engineers Trip Generation Manual,
111h edition. This trip generation estimate does not include pass-by trips or trip capture and is
based on land uses and building square footage provided by the applicant. Actual trip generation
will likely be less due to the mix of residential, employment, and commercial services available
within and in the vicinity of the site.
2. Traffic Impact Study
For developments located within the City of Meridian's Ten Mile Interchange Specific Area Plan
(TMISPA) ACHD defers the determination as to whether a proposed development is consistent
with the TMISPA to the City of Meridian. If a proposed development is consistent with the plan,
then a traffic impact study is generally not required. City of Meridian staff did not confirm that the
proposed development was consistent with the TMISP, nor did they make a formal request for a
traffic impact study.
In our review of the application materials provided by the applicant it appears that the land uses
proposed in the District at Ten Mile project are consistent with those identified in the TMISAP;
therefore, a traffic impact study was not required.
3. Analysis for Intersections
The applicant will be required to provide an intersection analysis for 3 intersections: the
roundabout proposed to be constructed on Grand Mogul/Villaggio Way located approximately
800-feet west of Ten Mile; the Franklin Road/Umbria Hills intersection; and the Grand
Mogul/Villaggio Way intersection. This was discussed with the applicant during the pre-
application phase of the project.
The analysis for these intersections will need to be completed and accepted prior to plan approval
for the first phase of this development and/or the issuance of an ACHD impact fee assessment.

a) Roundabout
The applicant will be required to submit a roundabout analysis to demonstrate that the
proposed roundabout will function adequately meeting ACHD's Level of Service standards
and to ensure that the appropriate lane configuration is constructed. Modifications to the site
plan may be required based on the findings of this analysis.
b) Franklin Road/Umbria Hills and Grand Mogul/Villaggio Way Intersections:
As part of this development, collector roadways will be extended to provide access to Franklin
Road via Umbria Hills and to Black Cat via Grand Mogul/Villaggio Way. Both intersections
(Franklin Road/Umbria Hills intersection and Grand Mogul/Villaggio Way) are anticipated to
be signalized in the future when traffic conditions warrant. The applicant will be required to
submit a signal warrant analysis for both intersections. If it is determined that a signal is
warranted based on the submitted analysis, then the applicant will be required to install the
signals when warranted as part of this project.
4. Collector Roadway and Circulation
As part of this project, collector roadways Grand Mogul/Villaggio, Umbria Hills, and Navigator will
be constructed in locations generally consistent with the City of Meridian's Ten Mile Interchange
Specific Area Plan and ACHD's Master Street Map. The collector network will provide connectivity
and access throughout the site and to the traveling public within the vicinity of the site. The
collector roadways will be constructed with on-street parking, multi-use pathways, turn lanes, and
enhanced pedestrian crossings in select locations.
5. Driveways
All driveways will be reviewed for consistency with ACHD's policies and standards to ensure safe
access to the site. Based on our cursory review, it appears that not all proposed driveways comply
with driveway spacing policies.
ACHD will provide a final report prior to the City Council hearing.
