The applicant is not proposing to subdivide this property, it will be owned by one company. The gross density is 17.86 dwelling units per acre., Approximately 22% (2.7 acres) of the area being developed is being set aside for open space. The applicant is proposing to construct a clubhouse, pool, tot-lot, pathway system, sitting benches, and water features. The multi-family units are accessed from private streets. The applicant is also requesting Variance approval from 3 UDC standards: parking, to provide less than 2 covered car parks per unit; temporary access to a state highway; and, to not provide 80 square feet of private useable open space for each unit. Commenting: Mike Ballantyne Key Issues of Discussion by Commission: Tiling of the Finch Lateral abutting this site; Elevations; and the proposed variance requests. Key Commission Changes to StaffRecommenQation: None Outstanding Issue(s) for City Council: · Parking: The applicant is requesting a variance to the number of covered parking stalls required by the UDC.. Staff is recommending a partial approval of this request. NOTE: The revised site plan depicts some additional covered parking stalls, but only 403 residential car parks. Staff recommends that the applicant be required to provide at least 408 parking stalls within the residential portion of this development (2 per unit). · Access: This site is land-locked, except for the frontage on Eagle Road. Staff is recommending that access to Eagle Road be allowed until River Valley Street can be extended to Eagle Road. · Private Useable Open Space. Except for the ground floor units, the applicant is not proposing to provide any private useable open space for these units. Staff believes that each unit should meet the minimum UDC requirement for private useable open space. · Tiling the Finch Lateral: The Council has the ability to relieve the applicant of the requirement to tile any lateral. · Revised Plans: The applicant was supposed to submit arevised landscape plan to Staff at least 10 days prior to this hearing. The applicant submitted a revised site plan last Tuesday, but not a revised landscape plan. Notes: If Council chooses to approve this proiect. please address the applicant's request to leave the Finch Lateral open.
