The Ada County Highway District has reviewed your application for the above referenced development
and determined the following FINDINGS OF FACT:
Application Information:
. The project area includes approximately 1,200-acres. The District reviewed a conceptual plan
provided by the applicant that supports the current proposal being made to the City of Meridian.
. The project has frontage on the following roadways:
o Amity Road: a minor arterial
o Lake Hazel Road: a principal arterial
o Columbia Road: a minor arterial
o Meridian Road (SH 69): a principal arterial
o Locust Grove Road: a minor arterial
o Eagle Road: a principal arterial
. Access is proposed to all of the major roadways abutting the site.
. The project is proposed to have residential and commercial components.
. Roundabouts are proposed internally throughout the development.
. A roundabout was contemplated at the Lake Hazel/Locust Grove intersection.
. Alleys are proposed throughout the project site.
. The project proposes interconnectivity with adjacent, undeveloped property.
o There are some topographical constraints that may prevent the physical construction of
connecting roadways or stub streets.
. The plan proposes to utilize the gas pipeline corridor for a regional pathway,
Initial ACHD Comments:
. Because Lake Hazel is anticipated to be a major east-west corridor and the volumes on Locust
Grove are anticipated to be significantly less, the applicant should consider not constructing the
roundabout at the intersection of Lake Hazel/Locust Grove.
. The applicant could consider roundabouts at the major site entrance intersections with Locust
Grove.
. Due to the size of the properties fronting on Amity Road, a continuous residential collector may
not be feasible and/or desirable.
. The applicant may want to consider continuous residential collector/collector from SH 69 (at the
half mile) to Locust Grove through the site.

· The applicant should submit two (2) sets of engineered plans directly to ACHD for review by the Development RevieVl
Division for plan review and assessment of impact fees. (Note: if there are no site improvements required by ACHD,
then architectural plans may be submitted for purposes of impact fee calculation.)
· The applicant is required to get a permit from Construction Services (ACHD) for ANY work in the right-of-way, includin{
but not limited to, driveway approaches, street improvements and utility cuts.
OPay Impact Fees prior to issuance of building permit. Impact fees cannot be paid prior to plan review approval.
DID YOU REMEMBER:
Construction (Zone)
o Driveway or Property Approach(s)
· Submit a -Driveway Approach Requesr form to Ada County Highway District (ACHD) Construction (for approval by
Development Services & Traffic Services). There is a one week turnaround for this approval.
o Working In the ACHD Right-of-Way
· Four business days prior to starting work have a bonded contractor submit a "Temporary Highway Use Permit App/ication~ to
ACHD Construction - Permits along with:
a) Traffic Control Plan
b) An Erosion & Sediment Control Narrative & Plat, done by a Certified Plan Designer, if trench is >50' or you are
placing >600 sf of concrete or asphalt.
Construction (Subdivisions)
o Sediment & Erosion Submittal
· At least one week prior to setting up a Pre-Con an Erosion & Sediment Control Narrative & Plat, done by a Certified Plan
Designer, must be turned into ACHD Construction - Subdivision to be reviewed and approved by the ACHD Drainage
Division.
o Idaho Power Company
· Vic Steelman at Idaho Power must have his IPCO approved set of subdivision utility plans prior to Pre-Con being scheduled.
o Final Approval from Development Services
· ACHD Construction - Subdivision must have received approval from Development Services prior to scheduling a Pre-Con.
