The parcel is currently owned by Ronald Vanauker. As result of the proposed split, a 12+/- acre parcel and a 28+/- acre parcel will be created. The 28+/- acre parcel will be purchased by the Joint School District NO.2 for the purpose of constructing the proposed Transportation Facilities. At a future date, the Joint School District No.2 intends to perform a subdivision to further subdivide the 28+/- acre parcel into two or more parcels. Keller Associates, Inc. is currently in the process of working out details related to the parcel split and the corresponding new parcel boundaries. The Preliminary Parcel Boundary Description provided below is subject to minor change as Joint School District No.2, Sanitary Services, and Ron Vanauker finalize access locations, cost sharing proposals, and final lot line locations. Dale: November 13, 2002 To: City of Meridian Planning & Zoning Alln: Brad Hawkins-Clark From: Michael Thomas Project: Joint School District No.2 Transportation Facility LCA Project #: 02020.01 File Code: 4-d Subject: Subject Property Characteristics: The subject property is currently an undeveloped agricultural parcel that lies north of Franklin Road and east of the Caferelli Subdivision bordering Linder Road, The property is currently zoned IL (light industrial) and bordered on the north property line by a 200' wide railroad right-of-way. The surrounding properties are currently zoned IL consisting of undeveloped agricultural or commercial uses. The relocation of the School Districts' bus driver administration/training facilities and consolidation of the bus fleet parking, service/repair requirements and fueling operations will boost the efficiencies of the School District and in turn better serve the surrounding communities. The reiocation of the Transportation Facility to this site is in keeping with the current zoning, is compatible with the proposed uses on the adjacent properties and will allow for the current needs of the School District. It is in the best interest of the School District to purchase the subject property and proceed with design and construction of this facility during the platting process to subdivide the undeveloped portion of the site indicated. We request that the landscape buffer requirements be postponed on the undeveloped area of the site until the type of developmentis proposed and identified. At that time, terms and conditions of Meridian City can be fully analyzed and met accordingly through the review process. The future twelve acre parcei identified will be a separate application for Certificate of Zoning Compliance for the proposed development of Sanitary Services. The School District has proceeded in good faith to purchase and develop a complex site recommended by the City of Meridian for this type of facility. The financial implications to develop the proposed area of the site are intricateiy combined with many elements, which together constitute an essential part to the success of the education system.
