Time Extension and
Development Agreement Modification
Written Narrative
Centers Farm, LLC,hereby applies for a two-year time extension to obtain the City Engineer's
signature on the first final plat and a development agreement modification for Brundage Estates
Subdivision. The property was annexed and zoned R-4 (A7--13-014)with the Victory South
annexation(Ordinance#14-1594). As the annexation was initiated by the City of Meridian and no
development was planned at that time, a condition of the annexation and rezone required the
applicant enter into a development agreement prior to submitting a final plat.
A preliminary plat(PP H-2016-0001) for Brundage Estates Subdivision was approved on July 26,
2016. A staff time extension was approved in 2018,with a second time extension approved by the
Meridian City Council in 2020(TECC-2020-0001)and a third extension(TECC-2022-0001)
approved by the Meridian City Council, giving a new date of July 26, 2024,to obtain the signature
of the City Engineer.
Brundage Estates Subdivision was designed with 8,000-square-foot minimum lot sizes and detached
sidewalks with 8-foot-wide landscape buffers. The proposed average lot size was approximately
10,193 square feet. The project was approved for 366 single-family lots with a gross density of 2.68
dwelling units per acre. The development included private open space areas with playgrounds,
picnic shelters, and paths.A 10-foot-wide public multi-use pathway was planned along the 75-foot-
wide corridor for William's pipeline along with a future 8-acre Meridian neighborhood park. The
development lies adjacent to city services with a 10-inch sewer main at the northwest corner of the
property in Linder Road and a 12-inch water main running along the parcel frontage.
Although the preliminary plat was approved in 2016,the development remains in compliance with
the Meridian Comprehensive Plan Land Use Map, South Meridian Transportation Plan,the
Meridian Unified Development Code, and Meridian Parks and Pathway Plan. The Harris Street
mid-mile collector is planned from Linder Road east through the development, connecting to Harris
Street at the western edge of Graycliff Estates.
As the conditions of approval required entering into a development agreement prior to final plat
submittal,there is no existing development agreement recorded for the property. Specific
conditions related to the preliminary plat need to be included in the development agreement
including the 366 buildable single-family lots,the public multi-use pathway,the current common
area and landscaping requirements under the UDC,the Harris Street collector roadway,the
Meridian neighborhood park and the proposed elevations of the homes(included with this
application).
Elevations were submitted with the preliminary plat application in 2016. However, additional home
styles have become popular such as modern and farmhouse designs to complement the craftsman
models that exist. The builder within the Brundage development will be Toll Brothers,who build a
variety of home sizes and styles. The elevations submitted with this application were reviewed by
the city planning staff who made suggestions on improving the aesthetics of the farmhouse and
modern designs to include a variety of exterior materials,textures, color variation, and visual
interest treatments. Toll Brothers has agreed to make the requested changes to the elevations,but at
the time of this submittal,the updated elevations were not available. The applicant agrees to a
condition in the development agreement that staff shall review additional elevations and shall
approve the changes to the home exteriors.
Since the approval of Brundage Estates,other developments have been approved and constructed
within the area. Biltmore Estates has constructed four of the proposed five phases which has
extended the collector Kentucky Way to Harris Street. A deceleration lane was installed at the
intersection of State Highway 69 and Harris Street, along with a new fiber-optic cable connecting
the traffic signal at Amity to Victory along with a future signal at Harris Street. Stapleton
Subdivision has improved the intersection of Harris Street and State Highway 44 for future growth
and signalization. The final phases of Graycliff Estates Subdivision provided for a west extension
of W. Harris Street with an ultimate connection from S. Meridian Road to Linder Road. Edgehill
Estates,Revolution Ridge, and Windrow Subdivision were approved along the north and south
boundary of Brundage Estates. Edgehill Estates and Revolution Ridge have been constructed and
homes are occupied. Both developments moved the stub streets approved with the Brundage
preliminary plat,which has required some minor modifications to match the constructed public stub
streets.
The applicant delayed the project for improvements to Harris Street to be completed by Stapleton
Subdivision and the City of Meridian to extend sewer south in Linder Road from the Fall Creek
Subdivision. After completion of those infrastructure improvements,the developer's wife became
very ill and he had no choice but to put the project on hold.
Stapleton Subdivision has been partially constructed. Therefore, construction of surrounding
developments has necessitated some design changes to match adjacent improvements. We are
currently in design of phases 1 and 2 of Brundage Estates. Completed plans will be submitted to
applicable agencies in September of 2024. Construction of the subdivision improvements is
planned for November or December of 2024,with paving in the Spring or Summer of 2025.
The applicant requests to enter into a development agreement for Brundage Estates Subdivision
based on the approved preliminary plat. The applicant also respectfully requests a two-year
extension to obtain the signature of the City Engineer for the first phase of Brundage Estates
Subdivision,to July 26, 2026.
