RE: Annexation and Preliminary Plat for Pivot Pointe Subdivision
Dear Planning Staff,
Attached for your review and consideration are applications for an Annexation and Preliminary
Plat for Pivot Pointe Subdivision. The property is generally located south of Pine Street and East
of Black Cat Road, this property is approximately 7.64 acres in size.
Based on City of Meridian's zoning standards, and public agency input received, we have
thoughtfully designed an infill community that includes 41 single-family residential lots for your
consideration.

Landing and Pivot Pointe
Positioned in one of the best spots in Meridian, Pivot Pointe will be minutes from all the new
exciting commercial options along the Ten Mile corridor. This site will also have quick access to

the interstate that will take it future residents' minutes away from amenities, conveniences, and
schools.
Pivot Pointe Subdivision will offer a special place to call home. This small infill provides a
welcoming entrance and a tucked away layout surrounded by existing mature single-family
residences.
Pivot Pointe will be a great fit for all ranges from young families just starting out, to people
preparing for retirement and everyone in between who are ready to call Meridian their "forever
home."
Subject Site History and Site Characteristics
The site is currently in Ada County with an RUT zoning designation. Characteristics of the site
include street frontage on Pine Street. This site is relatively flat that contains a single-family
residence, outbuildings, and pastures. The Kennedy Lateral bisects the northeast portion of the
site.
Pivot Pointe is surrounded by existing older subdivisions to the north and east. To the west and
southwest is Horse Meadows and Alexanders Landing Subdivision. These are two (2) small infill
sites that KB Home is also developing and are currently under construction. Overall, the three
developments will be under one HOA and marketing name, please see Exhibit F for reference of
these adjacent developments.
Annexation and Comprehensive Plan Goals
The subject site has been designated as residential within the City of Meridian's Comprehensive
Plan and is within the Area of Impact for the City. Based on the current Comprehensive Plan and
the characteristics of the surrounding area and zoning this application will be requesting the zone
of R-4 single family residential. The R-4 zone is compatible to the surrounding residential land
uses that are zoned R-4 and R-8.
The following Comprehensive Plan goals are being met with our application:
2.01.01 - Encourage diverse housing options suitable for various income, levels, household sizes,
and lifestyle preferences.
2.02.02D -Apply appropriate design and construction standards to infill development in order to
reduce adverse impacts to existing Development.
3.03.01E -Encourage infill development
3.03.01D -Develop incentives for appropriate investment in strategic growth areas; discourage
development outside of established growth areas.
3.03.03D—Require all development to be consistent with Future Land Use Map designations for
the property.
3.03.03F -Permit new development only where it can adequately be served by critical public
facilities and urban services at the time of final approval and in accord with any adopted level of

services for public facilities and services.
Preliminary Plat
Pivot Pointe Subdivision is a residential community that will consist of 41 residential lots and 10
common lots. The breakdown of lots are as follows:

Sewer for the site has been reviewed and coordinated with the City of Meridian Land Development
Department. This site will be connecting to existing sewer and water services that we will be
providing via Horse Meadows and Alexander's Landing. All drainage will remain onsite collected
via two seepage beds located in common lots.
Pressurized irrigation will be provided through the existing pressurized irrigation water system
located east of the site. We will be upgrading and improving the existing pump house for our
pressurized irrigation system, which will be closely coordinated with the Nampa Meridian
Irrigation.
The Kennedy Lateral that bisects the NE portion of the site will be tiled. This construction will be
coordinated with Nampa Meridian Irrigation with a land use change application along with a 404
permit with the Army Corp.
Pivot Pointe Subdivision's main ingress/egress will be located off Pine Road. We will also be
connecting to the existing stub road Quarter Horse Lane that connects are three sites together. All
internal residential streets will have 47' right of way with a 33' section of pavement with 5'
attached sidewalks.
KB Home understands and respects the importance of dark-sky lighting for this area. Pivot Pointe
Subdivision will provide dark sky outdoor lighting throughout the site to minimize glare and light
pollution onto neighboring properties and throughout the immediate area.
Phasing of the site is currently proposed as one(1)phase. While it is KB Home's intent to follow
the phasing plan, future market conditions and lot absorption rates will dictate how the project is
ultimately phased and constructed.

Open Space and Amenities
Pivot Pointe Subdivision will have a total of 1.24 acres of open space for our site, the qualified
percentage of open space is at 16.35%. Abundant landscape and useable open space can be seen
throughout our site, as illustrated in Exhibit B.
Starting at the main entrance,residents and visitors will be welcomed with a beautifully landscape
frontage and attractively designed monumentation sign. At the heart of the development will be
a central amenity, this space will be the development's focal point and gathering place for
residents. This central amenity will include a fire pit with seating surrounded by thoughtfully
designed landscape.
The residents will also be able to utilize the amenities at our neighboring developments. Horse
Meadows has a covered shelter/picnic area and Alexander's Landing will have a community
playground.
Tree Mitigation
There are numerous trees on the site. We have been working closely with Meridian's Arborist to
mitigate the tree loss. Due to the size of the property, we are not able to mitigate all the caliper
inches to this site. Working with our arborist, landscape architects and Kyle Yonta with the City
of Meridian, we have created a plan that preserves some existing trees, replants trees within the
site and distributes a portion of the required inches towards the neighboring developments as well.
This solution allows us to make up the 1,243 caliper inches needed for the mitigation.
KB Home—Building Styles
Pivot Pointe Subdivision will offer a wide variety of housing styles. Pivot Pointe will have
numerous floorplans and elevation styles to choose from. Please refer to Exhibit E for elevation
and interior examples. These collections will help ensure that Pivot Pointe has many housing
options available and are harmonious but distinctive in appearance. Housing sizes will range from
1,400 s.f. up to 3,100 s.f.
Each home is built-to-suit, KB offers personlization and choices from the home site, floorplan and
construction options for each individual house. This allows the homeowners options that works
with their budget and most importantly their lifestyle.

Neighborhood Meeting
A Neighborhood meeting was held at City of Meridian conference room "A" on June 17, 2024.
During the meeting I had approximatley nine(9)people attended. They were curious on the timing
of construction of all three developments, coordition of traffic flow during construction,
ingress/egress for Pivot Pointe and improvements to Black Cat Road.
Summary
