Please accept the attached arulexationJrezone and preliluinary plat applications for the
proposed Trilogy Subdivision. The pro.posed 165 lot subd.ivisio.n, (148 buildil1g lots, 14
coulman/open-space lots, 2 private streets alld ITD f-O-W lot), is located 011 a 28.16-acre
parcel of land located on the south sid.e of Cllind.en Blvd~, approxiulately 225' east of
Black Cat Road.. The proposed subdivision also has frontage on Ramblin Court, a short,
partially developed rigllt-of- way that takes access off of Black Cat approxilnately 600'
soutll of Chinden Blvd. Upon annexation we are requesting an R-8 zoning d.esignation for
the subdivis.ion~
Trilogy Subdivisiol1 will inclu.de a mix of housing il1cluding attached single fmnily
dwellil1gs, rear-loaded and opel1-space fronting dwellillgs, detached sil1gIe family
dwellings on large and smaller lots~ The overall gross d.ensity of the subdivision is 5.26
dwelling units per acre. The lots range in size from 4,000 square feet in the southeastern
corner to 9,217 square feet adjacent to a large lot to west Large lots l1ave been placed on
the southern bord.er of the subdivisioll, adjacent to the estate lots to provide a transition
from the larger lots to the smaller .lots~
Two large opel1-space/parl< lots (29,901 and 46,684 square feet) l1ave been centrally
located within the subdivision to provide active recreation opportunities to the residellts
of tIle subdivision. In addition to tIle large park lots there are 5 micro-path lots to provide
access to the parks and to the multi-use pathway proposed along Cllinden Blvd~
Block Three of tIle proposed subdivisiol1 includes tIle largest open-space lot and. will have
half of the lots fronting onto tIle open space~ TIle remaining lots will be rear-loaded
(garages in back off of a private road) fronting the street Placing the garages .behind tile
house will create a more attractive streetscape, and will provide a variety of housing
options for the subdivision and for the City of Meridian.

Traffic calmillg suell as bulb-outs and nan"owillg of the roadways have beell incorporated
into the design of the intelnal street-system to reduce traffic speed within the subdivision.
No variances are being requested witllin the proposed subdivision.
In accordance with the City's recently adopted UDe, tIle proposed subdivisiol1 does 110t
take vehicular access off of or from Chinden Blvd. We have worked witll ITD to
determine the amoul1t of future right-of-way required along Chinden Blvd. (100' from
centerline) and have planned the subdivision accordingly. The amount of right-of-way
requested by ITD will allow for massive expansion in the future. Witllout direct or
indirect access to Chinden Blvd we are required to take access to the proposed
subdivision from Ralublin Court.
Ramblin Court is a short cul-de-sac that provides access to five estate lots in the Rambo
Subdivision. The Rambo Subdivision was built several years ago as a n.on-farm cluster
subdivision ill Ada County; and Ramblin Court was dedicated as a 50' public right-of
way with the recordatiol1 of the Rambo Subdivision plat Additional access points into the
subdivision will be provided. by stub-streets from Keego Springs to the south and from
Bainbridge to the east.
In an effort to avoid taking access off of Ramblin Court we co.ntacted. the owners of the
3+/- acre property to the west to see if a d.eal could be worked out to gain access to the
proposed subdivision directly from Black Cat. Unfortunately after a long llegotiation
process with tIle Owners and subsequently the prospective buyers of the property ACHD
staff determined that a right-in, right-out access off of BlacI( Cat was all that could be
allowed by policy between Chinden and Ramblin Court (due to separation requirements).
This option did not appeal to us, or the prospective buyers of the pro.perty to the west.
Out of options, we are therefore, taking access to our subdivision off of Ramblin Court.
At our neighborllood Ineeting the issue of Ramblin Court was an obvious discussi.on item,
and we spellt the majority of the evening discussing that aIle item. We have moved. the
entrance to the subdivision in between two of the 110uses to minimize the possible traffic
disturbance to the existing houses.. Ram.blin will be improved to its full width on the north
side adjacent to the Trilogy Subdivisiol1. The current residents on Ramblin Court would
like the existing landscaping in the right-of-way to remain and we are working with
ACHD to accomplisll this neighborllood requ.est
We met with City Staff on several occasions to discuss this project, and we had two
official pre-application meetings. Those presellt included J ash Wilson, Anna Canning,
Mike Cole, Scott Beecham and myself~ There were several talking points at the pre-
application meetings including Cllinden access, Ramblin Court, current unavailability of
sewer, width of private roads VS~ alleys for tile rear-loaded building pads, and the l1eed for
large centralized open-space lots. We made many changes as a result of the pre-
application meetings and we are very pleased with the resulting subdivision layout.
We feel that the proposed subdivision is in confolmance with the goals and objectives
outlined in the City's Comprehensive Plan, and the Future Land Use Map. The
Comprehe.nsive Plan indicates tllat this property should be used for "Mediu,m-Density"
resid.ential (3-8 dwelling units per acre). The requested R-8 zoning designatio.n is in
compliance with this designation and all lot sizes and setbacks are in conformallce with
the City's Unified Developlnent Code.. Providing a mix of housing c.hoices is mentioned
several times in the Comprehensive Plall as a goal and it was also mentioned by the
Mayor at the State of the City Address as a priority of tIle City.

COMMITMENT OF PROPERTY POSTING
Per .Unified Development Code (UDC) 11-5A-5D, the applicant for all applications requiring a
public hearing (except for a UDe text amendlnent, a COlTI.prehensive Plan text anlendlnent
and/or vacations) shall.post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration.
The applicant shall submit .proof of property posting in the fonTI of a notarized statenlent and a
photograph of the .posting to the City .no later than seven (7) days prior to the public hearing
attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.
The si.gn(s) shall be removed no later than three (3) days after the end of the public hearing for
which the sign(s) had been posted.
