Broadway Ave. Meridian, ID 83642 RE: CONDITIONAL USE PERMIT—TREASURE VALLEY LAW ENFORCEMENT CHILDCARE CENTER Ball Ventures Ahlquist is pleased to submit this Conditional Use Permit application for a daycare within an M-E zoning district.The daycare will be located within our District at Ten Mile Development.The site is located west of Ten Mile Road and north of Interstate 84 (current parcel 51215427850) as shown in the image below. Daycare site PROJECT DETAILS We propose the use of a childcare center for the Treasure Valley Law Enforcement Childcare Center (TVLECC). TVLECC will provide a custom childcare solution for Idaho law enforcement families that will provide safe and secure childcare and education. Care will be offered to children from birth to five (5) years. The Center will have hours from 5:00 a.m. to 10:00 p.m., seven days a week. Seventy-five children will be in the Center at any given time. The table below provides a breakdown of the building and site. BUILDING AND SITE DETAILS Building Square Footage: 7504 Building Height: 30 feet Playground Square Footage: 6544 Building Capacity: 84 Room Breakdown: Childcare Rooms Number of Children Square Footage Infant 1 8 412 2 8 411 3 8 407 1 12 444 Toddler 2 12 446 1 16 563 Preschool 2 8 356 Multi-Age 1 12 464 The front fagade of the building has a tower feature at the main entry of the building.The tower features a large glazing area with white metal canopies, cultured stone pillars, and gray cement panels with a sandstone finish.The cement panel finish is wrapped around the corner of the building,facing the adjacent parking area.The remainder of the building has a red face-brick to the top of the windows, with tan EIFS up to the parapet. The top of the parapet is wrapped in a grey metal coping. Multiple egress doors are placed around the building, providing egress from each of the classrooms and the main corridor. FINDINGS ANALYSIS The Planning and Zoning Commission is required to base its determination on the Conditional Use Permit on the following findings.We have included an analysis of each finding to assist staff and the Planning and Zoning Commission. 1. That the site is large enough to accommodate the proposed use and meet all the dimensional and development regulations in the district in which the use is located. The proposed site is 1.12 acres and is large enough to accommodate the 7,504-square-foot building, 6,544-square-foot playground, perimeter landscaping, and 40 parking stalls with 1,575-square-foot landscaping as required in the M-E zoning district. 2. That the proposed use will be harmonious with the Meridian Comprehensive Plan and in accord with the requirements of this title. The site of the proposed use is designated as High Density Employment within the Ten Mile Interchange Specific Area Plan (TMISAP)on the Future Land Use Map(FLUM). The TMISAP describes the HDE future land use as an area recommended as predominately office, research, and specialized employment with limited retail and service establishments primarily serving employees and users of the area.The TMISAP identifies childcare as a complementary use.The proposed use is harmonious with the description of the HDE FLU in that the Treasure Valley Law Enforcement Childcare Center will provide childcare services for the City of Meridian Law enforcement, in addition to the greater Treasure Valley law enforcement. The proposed use of a childcare center is also harmonious with the Comprehensive Plan and aligns with the following goals and policies: 2 3.01.00: "Recognize that Meridian's population will continue to grow and positively foster Meridian's continued growth." 3.06.02: "Plan for an appropriate mix of land uses that ensures connectivity, livability, and economic vitality." 3.06.026: "Encourage and support mixed-use areas that provide the benefits of being able to live, shop, dine, play, and work in close proximity, thereby reducing vehicle trips and enhancing overall livability and sustainability." The proposal is harmonious with the above goals and policies, as the Center will provide much- needed childcare services to Law Enforcement staff that currently do not exist in the Treasure Valley. This will benefit the City of Meridian and greater Treasure Valley by helping to retain and recruit law enforcement staff,which ultimately supports the growth of Meridian and livability. 3. That the design, construction,operation and maintenance will be compatible with other uses in the general neighborhood and with the existing or intended character of the general vicinity and that such use will not adversely change the essential character of the same area. The use will be located near the center of the District at Ten Mile development, slated as a mixed-use development that will include a variety of commercial, hospitality, office, residential, and light industrial uses. The site has previously been used as farmland. Existing adjacent uses include residential to the north, commercial, hospitality, office, and residential uses east of Ten Mile Road, and residential uses south of Interstate 84. The use will be compatible with the existing uses in the area and the future uses of the District at Ten Mile. 4. That the proposed use, if it complies with all conditions of the approval imposed, will not adversely affect other property in the vicinity. As mentioned in Criteria 3, the use will be located near the center of the District at Ten Mile Development. The proposed site is located approximately 1,600 feet south and 1,500 feet north of the existing residential uses in the area and is sited appropriately to not adversely affect other property in the vicinity. 5. That the proposed use will be served adequately by essential public facilities and services such as highways, streets, schools, parks, police and fire protection, drainage structures, refuse disposal,water,and sewer. The proposed use will be served by the City water and sewer currently being constructed on- site. Drainage and refuse will be provided when the site develops as the code requires. Access to the site will be provided via S. La Vista Way from W. Grand Mogul Way(previously referred to as W. Villaggio Way). The area is adequately served by police and fire protection, and the use will impact parks and schools. 6. The proposed use will not create excessive additional costs for public facilities and services and will not be detrimental to the community's economic welfare. The developer is currently underway with site improvements; therefore, the use will not create additional costs for public facilities and services and will not be detrimental to the economic welfare 3 of the community. The proposed use will serve Law Enforcement families by providing quality and accessible childcare that will help improve police retention and recruitment. 7. That the proposed use will not involve activities or processes,materials,equipment and conditions of operation that will be detrimental to any persons, property or the general welfare by reason of excessive production of traffic, noise, smoke,fumes,glare or odors. This center will not produce excessive traffic, noise,smoke,fumes, glare, or odors.The perimeter of the playground area will be buffered by landscaping that will not only provide safety for the children but also reduce noise from traveling from the playground. 8. That the proposed use will not result in the destruction, loss or damage of a natural, scenic or historic feature considered to be of major importance. The parcel was previously used for farming, and there are no agricultural structures, so it does not have any natural, scenic, or historic features that could be destroyed, lost, or damaged. CONCLUSION We believe this is a much-needed use in the City of Meridian that meets the required findings to grant the Conditional Use Permit.
