RE: Watersong Estates- Annexation /Preliminary Plat
Members of the Commission:
On behalf of our client, Howell-Murdoch Development Corporation, we are pleased to submit
an application for approval of annexation and preliminary plat. The project is generally
located on the west side of Linder Road approximately'/a mile north of Ustick Road in Section
35, Township 4 North, Range 1 West.
The subject property is comprised of three tax parcels containing 39.05 acres of lahd. The
site lies contiguous to the Meridian City Limits on its western boundary where it abuts the
recently approved and annexed Bridgetdwer Subdivision. The land is currently zoned RUT in
Ada County.
Site Overview
The site contains a single family dwelling and is currently utilized for agricultural purposes:
The White Drain crosses the property on its' northeast corner and a 32' easement for the
White Drain Sewer Trunk Line bisecfs the property from east to west along the north property
line. Future phases of the recently approved Bridgetdwer Subdivision abut the property along
its' entire western boundary.
Project Overview
Arinexatiori /Zoning
The applicant is requesting annexation and a rezone from the existing RUT (Rural Urban
Transition) to R•8 (Medium Density Residential). The land is designated as Medium Density
Residential on the Meridian City Comprehensive Plan Land Use Map, intending development
with detached single family residential lots with three to eight dwelling units per acre. The
zoning amendment is desirable in that it conforms to the Future Land Use Map and expands
the tax base of the City._The amendment is supported by numerous policies in the
Comprehensive Plan, particularly those in the Land Use Section. Specifically, Goal I,
Objectives C, D; Goal II; Goal III, Objective A; Goal IV, Objectives A, B, C, D; Goal V,
Objectives A, B, C, D.

Preliminory Plat/Overall Proiect Design
The preliminary plat contains a total of 140 lots (125 buildable, 15 common) ranging in size
from approximately 6,600 square feet to 10,000 square feet. The plat achieves an overall
gross density of 3.2 dwelling units per acre.
As designed, the plat contains 4.9 acres of landscaped open space and street buffers, or 12.5%
of the plat area.
Irrigation
The site contains the Coleman Lateral, which is owned and maintained by the Settlers
Irrigation District. The lateral runs in an east/west direction along the southern boundary of
the property to the southwest property corner, where it turns to the north. The ditch will be
piped within an easement for the Settlers Irrigation District. Surface irrigation water will be
delivered to a pumping station at the northeast corner of the site providing pressurized
irrigation water to all lots within the development. The irrigation system will be owned and
,maintained by the Settlers Irrigation District.
Transportation
Primary access to the property is provided by two public road connections to Linder Road on
the east boundary of the property. In addition, the project will connect with two stub streets
required in the Bridgetower Subdivision to the west and will leave stubs to the north and south
as well. The Ada County Highway District determined. that a traffic study was not warranted by
the development, particularly in light of the Ndrth Meridiari Traffic.Stlldy conducted by
Washington Infrastructure Services. The existing transportation network is adequate to
accommodate the approximately 1,200 trips expected to be generated by this development
with the typical improvements required by the Highway District, including the dedication of an
additional 23' of right-of-way and addition of deceleration lanes on Linder Road.
Schools
Prior to designing the project the Joint School District #2 was consulted to determine the need
for a school.site within the project. Mr. Wendel Bigham, Supervisor of Facilities and
Coristruction for the District, indicated that the District had adequate land in this area to
accommodate future needs, including a future middle school site directly across Linder Road
to the east and a future elementary school site within Cedar Springs Subdivision approximately
one-mile to the east.
Water Et Sewer
Water will be available from a 16" line in Linder Road and sewer service is available from the
White Drain Sewer Trunk Line along the north boundary of the project. Sewer and water stubs
will be provided to adjdining properties as may be required.

Fire Service
The project is located in the Meridian Fire District. Augmented fire protection will be
provided for the project as required by Meridian Fire with installation of public water and fire
hydrants.
Other Utilities
Public utilities, such as power and communications, will be extended underground into the
project.
Variance l;L Pre-application Meetings
Representatives from J-U-B ENGINEERS met with Meridian City staff members (Steve Siddoway
and Bruce Freckleton) to discuss the project on August 27, 2002. No variances are required for
the project as designed and none are requested.
Summary
We believe that we have designed a viable; attractive project that complies with the spirit
and intent of the Meridian Comprehensive Plan and Zoning Ordinance. VJe look forward to
