Broadway Ave. Meridian, ID 83642 Re: Final Plat Application Narrative for Lavender Place Subdivision— H-2022-0036 Parcel #S1132346715, E Lake Hazel Rd On behalf of LH Development, LLC, we are pleased to submit the above referenced Final Plat application for the Lavender Place Subdivision (hereinafter the "Project" or"Development"). Please accept this letter as the written narrative required with this final plat submittal. On September 6, 2022, the City Council approved the Preliminary Plat, Conditional Use Permit, and Private Street proposals for this project. The Modified Development Agreement for the project, H-2022-0017, was approved on May 18, 2022. The project encompasses 3.8 acres located on the north side of E. Lake Hazel Rd and east of S. Bloomerang Ave, and has a R-40 zoning designation. The final plat and associated improvement plans are in substantial conformance with the approved preliminary plat. The improvement plans comply with all requirements of the Unified Development Code except for the following items waived by the City Council on September 6, 2022: 1. City Council approved an Alternative Compliance request to Common Drive standards UDC 11-6C-3, allowing a dead-end street greater than 500 feet in length (approximately 680 feet), per provisions in UDC 11-6C-3B.4b. 2. City Council approved an Alternative Compliance request to Private Street standards UDC 11-3F-4A.6, to allow a common drive to take access from the private street, as well as include 3 off-street parking spaces at the end of the common drive. 3. City Council approved an Alternative Compliance request to Off-Street Parking standards UDC 11-3C- 6A, to alternatively comply with the off-street parking standards for the nine (9) 3-bedroom homes by providing 9 parking spaces that will be designated for each specific unit, rather than the required 20' by 20' parking pad. Additionally, per discussions with Bill Parsons, Planning Supervisor, building elevations have been updated since preliminary plat approval and are included with the final plat submittal package. In summary, the final plat and improvement plans included with this submittal are in substantial compliance with the approved preliminary plat. We look forward to receiving your comments.
