Applications: annexation and zoning and preliminary plat
Highlights of Proposed Development: Annexation and Zoning to R-4 for 9.88 acres and Preliminary Plat
approval of29 single-family residential building lots and 4 common lots.
. Gross Residential Density: 2.94 dwelling units per acre. (Please note that this is consistent with the
Comprehensive plan designation of Low Density Residential. The staff report erroneously states the
Comprehensive Plan as Medium Density Residential.)
Other: The Havasu Creek (aka Cobre Basin and aka Copper Basin) PP approval required an
ingress/egress easement be provided to this property. Staff believes that it was the intent that this access
easement be extended as a public street when the subject property develops. Unfortunately, the access
was platted as only an ingress-egress easement within an HOA lot and not a stub street, and a wall was
built along the shared property line. Staff believes that the stub street connection would have been
preferable given the relatively close proximity of the entrance roads to Havasu and the proposed Silver
Springs. Staff met with the applicant and representatives from ACHD and the Copper Basin
Homeowners' Association regarding the issue of connectivity between the two developments. The
Homeowners' Association did not wish to dedicate the easement as public-right-of-way for the applicant
to connect to E. Copper Ridge Street and take access from the north to south collector. Their primary
concerns were the increased traffic volume close to the elementary school.
