Focus this year on Chateau Park and Fuller Park. Use Call to Artists to select and commission artists to create new artwork for installation on Meridian transit stop shelters Support the completion of the Discovery Park Phase 2 Public Art Projects: "Fanfare" by Steve Parker and "Peregrine Bike Racks" by Colin Selig. Approval of Draft Minutes From the May 9, 2024 Meridian Arts Commission Meeting L. Taylor made motion to approve the minutes; seconded by P. Taylor All ayes Item 1. NEW BUSINESS 3. Event: Transit Shelter Public Art Unveilings: Postponed, New Date TBD C. Schiffler explained that the public art reveals have been postponed due to a broken panel at the 3rd and Pine location so event will be rescheduled. Channel 6 did a short video and will do another one once the reveals are rescheduled. 4. Recommend: Tammy de Weerd Awards in the Arts Awardees - Crystal Paulson, Meridian Arts Commission and Events and Outreach Chair [ACTION ITEM] B. Bird stated that the recommended award winners are listed in a memo that was included in today's meeting packet. C. Schiffler requested that the award presentation be moved from the September 7 Concerts on Broadway event to either the Community Art Party or one of the other two Concerts on Broadway events as she is unable to attend the September 7 Concerts on Broadway event. Based on Commission Feedback the award ceremony will take place at the Concerts on Broadway event on September 21. P. O'Leary made motion to approve the nomination list; seconded by L. Taylor All ayes Commission Feedback L. Taylor inquired about when the award winners will be notified.After the Arts Commission approves them so tomorrow or next week. S. Muscolo voted to have the award ceremony be moved to the Community Art Party at a specific time so awardees do not have to be there for the full event. S. Muscolo inquired about the dates of the other two Concerts on Broadway events.August 24 and September 21 with September 14 being the Community Art Party. S. Muscolo stated that either would be fine and since Concerts on Broadway occurs in the evening it may be cooler. S. Muscolo inquired if anyone has an opinion of having the award ceremony on August 24 versus September 21. P. O'Leary voted to do the award ceremony during Art Week if there will be a bigger crowd and better draw. P. O'Leary inquired as to the attendance for Concerts on Broadway events versus the Art Party.300- 500 people for Concerts on Broadway and the Community Art Party estimated about 600 people attend but anticipate it being larger this year, although not all of these people would necessarily be at the Bandshell which is where the award ceremony would be held if occurring at the Community Art Party. P. O'Leary stated both are valuable and vital locations and there does not seem to be that much of a difference; however, it would be easier to get everyone's attention at Concerts on Broadway because in one location at the same time so can go either way on it. P. O'Leary suggested picking which concert date based on the availability of the awardees. C. Schiffler stated the awardees do notyet know as the recommendation was just approved by the Commission today but her preference would be the third concert to ensure all kinks are worked out during the two previous concerts. Item 1. L. Taylor voted to do the award ceremony at Concerts on Broadway because these events tend to attract a more mature audience who may be more appreciative of awarding artists and those who support the arts; in addition, City Hall makes a very nice backdrop for any media coverage of the awards. C. Paulson stated she likes the idea of the Community Art Party but Commissioner Taylor has a good point that Concerts on Broadway attends to attract a more mature audience. C. Paulson stated that the third concert would be her preference because it usually has the best attendance. B. Gaytan voted to do the award ceremony at Concerts on Broadway because it is at City Hall,has a more mature audience, and based on his experience last year, it went really well and the Commission knows what to expect, as opposed to doing it at the park during the Art Party where there may be unknowns. REPORTS S. Staff Updates: Public Art, Initial Point Gallery Call to Artists Process, Events Cassandra Schiffler,Arts& Culture Coordinator C. Schiffler presented the following project updates: • West Ada School District (WASD) Traffic Boxes were approved by City Council and the contractor for traffic box cleaning and condition reports has begun work, so based on the report she will identify any boxes that need to be replaced with the new WASD wraps. • Professional Artist Traffic Boxes Call to Artists has been released so please help spread the word that the deadline for submissions is July 5, 2024. Two submissions so far with a third that has had trouble with formatting so artist is trying to fix that,but anticipate more coming in as this is a very popular program. • Linder Overpass project is coming along and there was a preapplication meeting on June 7 with City Staff,Ada County Highway District staff, Planning, and the landscape architect. Proposal submissions are due July 1 and four Arts Commissioners are on the evaluation panel. • Chateau Park project is going well and the stakeholder committee group received the artist's final proposal so a final committee meeting is scheduled for June 17 to give feedback on the artist's final proposal. • Temporary Mural Public Art Project at the Community Art Party- Commissioner Gaytan will provide an update during his Public Art Committee update today. • Gallery Shows - Commissioner Taylor will provide an update during her Initial Point Gallery update today but wanted to note that the College of Western Idaho agreed to partner with the Commission to host the "Voices and Votes" Smithsonian Exhibit, if selected as an exhibitor, so once their letter of support is received the application to host this exhibit will be submitted. • Youth Performing Arts Projects -the Treasure Valley Children's Theater has a performance this June; written reports for the Idaho Fine Arts Item 1. Academy are in the packet; high school band agreements have been executed • Feedback and Listening Session with Idaho Commission on the Arts - Commissioners have received invitations and so far there are 17 RSVPs. The Idaho Commission on the Arts is a major grant organization so great opportunity to provide them with direct feedback. • Community Art Party- five different dance, story, and music groups in the process of confirming attendance; Chalk Art Competition registration is open online; the event website is constantly being updated so please visit and provide feedback. P. Hergenroeder reviewed the process for the Initial Point Gallery Call to Artists with the Commission. The Call closed May 31 and score sheets from Commissioners must be submitted by Monday, May 17 at 4:30pm. There was an increased number of applications this year so scoring will take longer. During the jury process scores are anonymous and comments are optional but greatly appreciated. P. Hergenroeder will compile all received score sheets in to one document sorted from highest to lowest average score. The Initial Point Gallery Subcommittee will review all the applications received and scores and will select and schedule the artists for 2025. The Selection Committee can schedule artists two years in advance and if inadequate and/or insufficient response from applicants, may contact artists who did not submit applications to invite them to show in the Gallery if needed. Group shows are scheduled to take over the entire gallery but if the group has no 3D artists then applications from 3D artists will be reviewed to see if there is an artist who could join a group show. Individual artist applications are grouped together based on themes, mediums, and content. Typically artists who are selected to show in the Gallery will only be scheduled to show again every other year; exceptions being the WASD show and the Treasure Valley Artists Alliance show. The proposed schedule will be presented to the Commission for approval at the next Commission meeting and then presented to City Council for final approval. The Instagram post for the Call had the most engagement at 1100 views and 16 shares. 42 were received applications with 8 different artist groups which is the most the Commission has ever received. 6. Updates: Initial Point Gallery: Current Exhibit: "Unplanned Experience"with Artists Pete Grady, Tyler Crabb, Kyla Morgan (Opening: June 4, Host: Brecken Bird); Upcoming Exhibit: "Cross Sections" Jan Freeman Long, Martha Channer, Stephen Fisher (Opening: August 6, Host: Patrick O'Leary; Additional Artist Talk Event: September 10 at Noon) - Lizzie Taylor, IPG Subcommittee Chair L. Taylor shared a compliment she received from the owner of the Idaho Art Gallery in Downtown Meridian: "I don't see how the City of Meridian could operate without Cassandra Schiffler" and the gallery owner also noted that the current exhibit is "utterly spectacular". L. Taylor reviewed the current exhibit and thanked B. Bird for hosting. L. Taylor reviewed the upcoming exhibit,which is a two-month exhibit, and noted there will be an Artist Talk on September 10. L. Taylor will contact the Meridian Police Chief s Administrative Assistant to inquire if the Initial Item 1. Point Gallery poster can be placed in their staff breakrooms each month and will coordinate poster delivery if approved. B. Bird stated the opening reception for the current exhibit had 63 attendees, many of whom came specifically for the Artist Talks. 7. Updates: Events and Outreach: 2024 Tammy de Weerd's Awards in the Arts Nominations,Art Week- Crystal Paulson, Events and Outreach Subcommittee Chair C. Paulson stated she is very excited about the 2024 Tammy de Weerd's Awards in the Arts nominations and is excited to see the nominees' reactions. 8. Public Art Committee Updates: Review PAC Meeting-Bobby Gaytan, Public Art Committee Chair B. Gaytan stated the Committee discussed the following six items at their last meeting: • Fivemile Creek Trailhub Ribbon Cutting- successful event with the Mayor and the artist both in attendance and each spoke at the event • Transit Shelter Ribbon Cutting- event postponed; awaiting new event date • Traffic box art-updates provided by C. Schiffler during this Commission meeting but the Committee reviewed the 2024 Traffic Box Call to Artists and discussed inviting community members who live near proposed boxes to participate in a stakeholder meeting in late July • Fuller Park art project currently on hold due to other priorities but new Committee members were encouraged to visit Fuller Park and consider possible ideas/themes for a future project • Linder Overpass Public Art- reviewed project plan; a pre-proposal meeting was held with City staff, project architects, and the artists. Commissioners Gaytan and King will represent the Commission at the next meeting where artists' proposals will be presented. • Public Art project at the Community Art Party- suggested a live art experience, like what is seen during TreeFort, so C. Schiffler reached out to her local connections and an artist by the name of Jay Smith has agreed to take on this temporary public art project during the Community Art Party so he will attend the next Public Art Committee meeting and will share his proposal; there is a $2500 budget for this project. C. Schiffler noted that the pre-proposal meeting for the Linder Overpass Public Art project was great and the artists were grateful for all the feedback; artists' proposals are due July 1 for this project. C. Schiffler noted that the public art project for the Community Art Party will allow for public participation. Commission Feedback P. O'Leary inquired about the permanency of the public art piece at the Community Art Party. It would be nice for it remain up and be experienced at another location but typically just a temporary piece lasting the length of the event where it is created(Commissioner Gaytan). Temporary in nature for the event but Item 1. could go somewhere else at some point if a location is secured, but at this time no permanent location for what the artist is proposing to create (C. Schiffler). 9. Final Project Reports: Idaho Fine Arts Academy Youth Performing Arts Project (Informational Item) Commissioners had no questions and there was no discussion. 10. They may run through your scribble, around it, or over it- Deep adding in lines until the space feels weighted, but not full. For variety you can vary the lines making some thick and others thinner. Discussion and Planning: Review Juried Scoresheet Averages, Proposal of a 2025 Schedule Outline for Displays at Initial Point Gallery 23 Item 6. IPG Subcommittee members reviewed/discussed the proposed schedule for 2025 Initial Point Gallery shows. The proposed schedule includes all individual applicants that scoring above an 87 through the commission's jury process, and all group exhibits scoring above a 92. It also includes some of the 3D artists that scored lower due to the lower number of 3D artists that applied. 3D artists Stephanie Inman and Betty Hazlett were recommended as additions to fill existing 3D gaps in displays. General Updates on Projects: Transit Shelter Projects, Traffic Boxes, Chateau Park Public Art, Fuller Park, Unsolicited Public Art Proposal Guide/Call, Linder Overpass Project, Public Art Plan Cassandra Schiffler updated the committee on current projects: We are still waiting on transit shelter glass to be fixed, Chateau park final design has been approved by stake holders, Fuller park planning still on hold, the decision has been made that we are not accepting unsolicited proposals at this time so staff will not move forward on the proposal guide, and proposals are due for Linder overpass on July 1st. 3. Updates and Discuss: 2024 Traffic Box Call to Artists - Marketing, Timeline,Jury Members 35 Item 7. Two community members have been found to help jury the traffic boxes, and Jay Smith also volunteered to be a jury member. Committee members were asked to continue to get the word out about traffic box applications (which are due July 5th). 4. Discuss: Public Art Temporary Mural Project at the September 14, 2024 Community Art Party A project proposal was given by Jay Smith. (See attachment).The committee was enthusiastic about this project. The committee hopes that the panels might be displayed publicly somewhere after the event,and Staff will work to find potential options for temporary display after the event.The design for the community mural portion will be developed by Paxton Hergenroeder. Meridian Community Art Party Live Mural Proposal We will have 4 8'x8' mural panels built into a cube and primed white,set up at Kleiner Park for artists to perform a live painting. We will have 3 local artists painting live for guests and attendees to watch, ask questions and interact with. The artists will be: Walter Gerald: IG: @waltercgerald Lorelle Rau: IG: @lorellerau Macy Ratzesberger: IG: @growing_graffiti The 4th panel will be a "coloring book" style mural which will be designed by local artist James Lloyd and sketched by myself in a way that children and families attending the event can try their hand at painting along, which will be taught and led by myself. Each mural artist will be paid a $500 stipend for their time and live painting on site. This is under the assumption that each artist will provide each of their paints and materials needed to paint for the 4 hour event. Artist Payment: $1500 ($500 each) Materials and lumber: $475.35 Administrative Costs: $1000 (paid to myself) (Administrative costs include: Planning, building, storage and transportation of the mural panels, materials including brushes and trays (provided by me)for the community mural, organizational tasks, labor and cleanup, and leading the community mural.) The Mural walls will be arranged in a cube shape. Each wall will be supported by a frame of 2x2x8 lumber, and held together with 3.5" hinges.This will allow easy set up and take down of the walls, and ease of transport. Finished Panels can also be saved and displayed for public viewing if desired. 39
