We have reviewed the above referenced submittals and otTer the fonowing comments, as
conditions of approvaL These conditions sball be considered in full, unless expressly
modified or deleted by motion of the Meridian City Council:
APPLICA nON SUMMARY
The Applicant, Farwest LLC, has applied for Preliminary Plat approval of a twenty-one (21) lot
subdivision consisting of nineteen (19) single family building lots and two (2) other lots on a
6,503 acres of land located in the southwest corner of the existing Salmon Rapids subdivision,
approximately a \4 mile west of Locust Grove and a \4 mile north of Victory Road.
This is a revised subdivision design from the original 1998 Salmon Rapids Subdivision No.5.
The revisions include a new open space/drainage lot, a new stub-street to the south, and a re-
orientation of the proposed public streets, Many of the design changes were necessitated by the
availability, depth and location of the sewer services in the area of the subdivision. The original
design of the subdivision was not fully serviceable by the City's sewer system.
LOCATION
The property is located \4 ofa mile west of Locust Grove, \4 mile north of Victory Road, in the
southeast corner of the existing Salmon Rapids Subdivison.

South: Rural residential, zoned RUT (Ada County),

PRELIMINARY PLAT FINDINGS AND REOUIREMENTS
Sections 12-3-3 J.2 and 12-3-5 D read as follows: "In determining the acceptance of a proposed
subdivision, the Commission/Council shall consider the objectives of this title and at least the
following:
a. Tbe conformance of the subdivision with tbe Comprebensive Development Plan;
Staff finds the subdivision to be in conformance with the City's adopted Comprehensive
Plan.
b. Tbe availability of public services to accommodate tbe proposed development;
Staff finds that public services are available to accommodate the proposed development.
c. Tbe continuity of the proposed development with tbe capital improvement
program;
Staff finds that the subdivision will not require the expenditure of capital improvement
funds,
d. Tbe public financial capability of supporting services for the proposed
development;
Staff finds that the development will not require major expenditures for providing
supporting services.
e. The other health, safety or environmental problems that may be brought to the
Commission's attention.
Staff finds that there should not be any other health, safety or environmental problems
associated with this subdivision that may be brought to the Councilor Commission's
attention.
ADDmONAL CONSIDERATIONS
Stub Street: The original Preliminary plat for Salmon Rapids Subdivision did not include any
stub-streets to adjoining properties, The newly proposed preliminary plat includes a new stub-
street to the property to the south. Staff supports the inclusion of the proposed stub-street in the
proposed location between Lot 10, Block 9 and Lot 64, Block 2,
Sanitary Sewer: The existing topography of the proposed subdivision falls off to the southwest
towards Mesa Way and Victory Road in the Katchina Estates Subdivision, The current proposal
is to raise the southern portion of the subdivision in order to achieve minimum cover and slope
on the sewer mains, in order to run them back to the north (adverse to the existing ground),

Because of this, and the proposed extension of the Ten Mile Trunk sewer down Victory Road to
serve the recently approved Tuscany Lakes Subdivision, staff directed the applicant to approach
the adjacent neighbors to try and acquire an easement across the:t 40-feet between Mesa Way
and the subdivision boundary. The applicant conveyed to staff that they were unsuccessful in
their attempts, There are definite benefits to the owner's of the adjacent lots in Kachina Estates
that warrant pointing out, the first is if the sanitary sewer main was able to traverse out the
southwest comer of the proposed subdivision and down Mesa Way to Victory Road,
approximately 1/3 of this county subdivision would be serviceable. Kachina Estates is a county
subdivision that is currently served by individual septic systems and wells, The second benefit
would be in the lay of the land. If the proposed subdivision is approved under the applicant's
proposed concept, the subdivision land will be elevated with fill dirt in order to accommodate the
adverse sewer mains, This will set the elevation of the homes built on the lots above the adjacent
lands. Special drainage considerations, such as cut-off drains, may be necessary in the
subdivision to ensure that lower adjacent lands are not impacted by lot runoff,
SITE SPECIFIC COMMENTS / PRELIMINARY PLAT
I. Sanitary sewer and water service to this site shall be via main line extensions from the
existing mains adjacent to the property. Applicant will be responsible to construct the
sewer and water mains to and through this proposed development, thereby making them
available to adjacent properties. Subdivision designer to coordinate main sizing and
routing with the Public Works Department.
2, The applicant has indicated that the pressurized irrigation system within this development
is to be owned and maintained by the Nampa & Meridian Irrigation District, however the
preliminary plat map doesn't indicate the source. Please revise the plat to show how the
system is going to be served (ie connection to the exisitng Salmon Rapids Subdivision's
system, or independent pumping facilities) Underground year-round pressurized
irrigation must be provided to all lots within this development. The City of Meridian
requires that pressurized irrigation systems be supplied by a year-round source of water,
Applicant shall be required to utilize any existing surface or well water for the primary
source. If a surface or well source is not available, a single-point connection to the
culinary water system shall be required, If a single-point connection is utilized, the
developer shall be responsible for the payment of assessments for the common areas prior
to signature on the final plat by the Meridian City Engineer,
3, A detailed fencing plan shall be submitted upon application of the final plat, A solid
fence shall be required around the perimeter of the subdivision unless the City agrees in
writing that such a fence is not required. The fencing within the landscape buffer shall be
removed,
4, Any tree over 4" in caliper that is removed from the property shall be replaced by
installing additional trees, being the equivalent number of caliper inches of trees that
were removed, Required landscaping trees will not be considered as replacement trees for
those trees that have to be removed,

5, Add or revise the following preliminary plat notes:
(1,) Anv re-subdivision of this olat shall be in compliance with the most recently
approved subdivision standards of the City of Meridian.
(2.) Add a note indicating who is responsible for the maintenance of the proposed
common lots,
(3.) Add the standard plat note concerning the "Right to Farm Act",
6, Any drainage areas (detension/retension basins) must be designed to ensure that water is
retained only during 25-year storm events, and for a period of time not to exceed 24
hours, Side slopes within drainage areas shall not exceed 3: 1.
7, A detailed landscape plan, in compliance with the landscape ordinance shall be submitted
for the subdivision with the final plat application.
8. Lot 19, Block 8 doesn't meet the minimum 80-foot frontage required in the R-4 Zone,
and Lot 20, Block 8 doesn't meet the minimum SO-foot frontage on the E. Lake Creek
Drive frontage. Place an arrow on Lot 20, Block S pointing towards S, Pine Bar Place,
indicating the front of the house,
GENERAL COMMENTS
1. Please submit a copy of the Ada County Street Name Committee's approval letter for the
subdivision name, and the lot and block numbering. Make any corrections necessary to
conform,
2, Coordinate fire hydrant placement with the City of Meridian Public Works Department,
3, A letter of credit or cash surety in the amount of 110% will be required for all fencing,
landscaping, pressurized irrigation, sanitary sewer, water, etc., prior to signature on the
final plat
4, All irrigation ditches, laterals or canals, exclusive of natural waterways, intersecting,
crossing or lying adjacent and contiguous to the area being subdivided shall be tiled per
City Ordinance 12-4-13. Plans will need to be approved by the appropriate
irrigation/drainage district, or lateral users association (ditch owner's), with written
approval or non-approval submitted to the Public Works Department If lateral users
association approval can't be obtained, plans will be reviewed and approved by the
meridian City Engineer prior to final plat signature
5, Developer shall coordinate mailbox locations with the Meridian Post Office,

6. Any existing domestic wells and/or septic systems within this project will have to be
removed from their domestic service per City Ordinance Section 9-1-4 and 9-4-8, Wells
may be used for non-domestic purposes such as landscape irrigation.
7, 100-watt, high-pressure sodium streetlights will be required at locations designated by the
Public Works Department All streetlights shall be installed at subdivider's expense,
Typical locations are at street intersections and/or fire hydrants, Final design locations
and quantity are determined after power designs are completed by Idaho Power
Company. The street light contractor shall obtain design and permit from the Public
Works Department prior commencing installations.
8. Compaction test results must be submitted to the Meridian Building Department for all
building pads receiving engineered backfill, where footing would sit atop fill material.
9, Applicant's engineer will be required to submit a signed, stamped statement certifying
that all street finish centerline elevations are set a minimum of three feet above the
highest established normal groundwater elevation.
10. Coordinate fire hydrant placement with the City of Meridian's Water Works
Superintendent.
11, Provide five-foot-wide sidewalks in accordance with City Ordinance Section 12-S-2,K
RECOMMENDATION
Staff recommends approval of the proposed preliminary plat, with the aforementioned findings
and conditions.

The following will be the requirements and/or concerns to provide minimum levels of fire
protection for the prop~ project:
1. One and two family dwellings will require a fire-tlow of 1,000 gallons per
minute available for duration of 2 hours to service the entire project. Fire
hydrants shall be placed an average of 400' apart. 1997 UFC Appendix ID-
A
2. Acceptance of the water supply for fire protection will be by the Meridian
Water Department.
3. All roads shall have a turning radius of28' inside and 48' outside.
4. Operational fire hydrants and temporary or permanent street signs are
required before combustible construction begins. UFC 901.4.2 & 901.3

existing) based on the Institute of Transportation Engineers Trip Generation Manual.

Facts and Findings #3:
The applicant is proposing to extend Lake Creek Street and Redside Way into the site, The applicant
is proposing to extend the roadways as 37-foot street sections with curbs, gutters, and sidewalks
within 50-feet of right-of-way. This street section meets District policy.
Site Specific Requirement # 1:
Extend Lake Creek Street and Redside Way into the site as 37-foot street sections with curbs, gutters,
and sidewalks within 50-feet of right-of-way,
Facts and Findings #4:
The applicant is proposing to construct a knuckle on the north side Lake Creek Street, approximately
aO-feet west of the east property line, and another at the intersection of Lake Creek Street and
Redside Way. The applicant should be required to construct the traffic islands in the knuckles, which
should be a minimum of 4-feet wide with a minimum area of 100-square feet and designed to safely
channel traffic. The roadway around the traffic islands should maintain a minimum of a 29-foot street
section. The design should be reviewed and approved by ACHD's Planning and Development staff.
Site Specific Requirement # 2:
Construct a knuckle on the north side of Lake Creek Street, approximately 80-feet west of the east
property line, and another at the intersection of Lake Creek Street and Redside Way. The islands
within the knuckles shall be a minimum of 4-feet wide with a minimum area of lOO-square feet and
. designed to safely channel traffic. The roadway around the traffic islands shall maintain a minimum
of a 29-foot street section. The designs shall be reviewed and approved by ACHD's Planning and
Development staff,
Facts and Findings #6:
The applicant is proposing to construct Salmon Falls Court as a 37-foot street section with curbs,
gutters, and sidewalks within 50-feet of right-of-way. This street section meets District policy. The
applicant is proposing a turnaround at the terminus of the roadway. The turnaround should be
constructed to provide a minimum turning radius of 45-feet. Submit a design of the turnaround for
review and approval by District staff.
Site Specific Requirement # 4:
Construct Salmon Falls Court as a 37-foot street section with curbs, gutters, and sidewalks within 50-
feet of right-of-way. Construct a turnaround at the terminus of the roadway with a minimum turning
radius of 45-feet Submit a design of the turnaround for review and approval by District staff.
11. Modification Summary: For REVISED Salmon Rapids No.5
The applicant is proposing to extend Lake Creek Street (an existing stub street) into the site at the
southeasterly property line.
The applicant is proposing to extend Pine Bar Way (an existing stub street) into the site at the
northwesterly property line.
The applicant is proposing to extend these roadways as 36-foot street sections with curbs, gutters,
and 5-foot landscape area with 4-foot detached sidewalks within 50-feet of right-of-way.

The applicant is proposing to a stub Pine Bar Way to the south property line. The applicant is
proposing a temporary turnaround at the terminus of Pine Bar Way abutting the south property line
(approximately 136-feet southeast of the west property line). The temporary turnaround should be
constructed to provide a minimum turning radius of 45-feet. Submit a design of the tumaround for
review and approval by District staff.
The applicant has discussed the option of constructing a stub street to the south property line in a
different location as opposed to stubbing Pine Bar Way. Staff is supportive of a stub street to the
south property line as long as the applicant maintains a 125-foot offset (measured centerline to
centerline) between local residential roadways,
The applicant should be required to install a sign at the terminus of the roadway stating that, "THIS
ROAD WILL BE EXTENDED IN THE FUTURE". Coordinate the sign plan for the stub street, and the
design of the turnaround (if necessary) with District staff
Each one of the modifications listed above meet District Dolicv.
B. Findings for Consideration
1, Right-of-Way
District policy 7204.4.1 and Figure 72-F1A requires 50-feet of right-of-way on local streets. This right-
of-way allows for the construction of a 2-lane roadway with curb, gutter and 5-foot wide concrete
sidewalks.
2. Street Sections
District policy 7204.4,2 states, "developments with any buildable lot that is less that 1.5-acres in size
will typically provide streets having a minimum pavement width of 32-feet with curb, gutter and
sidewalks, The total street width shall be 36-feet from back-of-curb to back-of-curb. Variations of this
width may be allowed, depending on traffic volumes forecast to be generated by the development.
Concrete sidewalks shall be a minimum of 5-feet in width unless they are separated from the curb 5-
feet or more in which case the sidewalk shall be a minimum of 4-feet in width,
3. Stub Streets
District policy 7203.5.1 and 7205.5 requires stub streets to provide intra-neighborhood circulation and
to provide access to adjoining parcels. District policy also requires temporary turnarounds with a
temporary easement provided to the District at the end of stub streets that serve more than one lot, or
are greater than 150-feet in length with a sign at the terminus of the roadway stating that, "THIS
ROAD WILL BE EXTENDED IN THE FUTURE".
4. Turnarounds
District policy 7205.2.1 requires turnarounds to be constructed to provide a minimum turning radius of
45-feet. The applicant should also be required to provide a minimum of a 29-foot street section on
either side of any proposed center islands within the turnarounds. The medians should be
constructed a minimum of 4-feet wide to total a minimum of a 100-square foot area. Dedicate 54-feet
of right-of-way plus the additional width of the median,
C. Site Specific Conditions of Approval
1, Extend Lake Creek Street and Pine Bar Way as 36-foot street sections with curbs, gutters, and 5-foot
landscape area with 4-foot detached sidewalks within 50-feet of right-of-way,

2. Stub Pine Bar Way to the south property line as proposed on the preliminary plat (approximately 136-
feet southeast of the west property line). The temporary turnaround should be constructed to
. provide a minimum turning radius of 45-feet. Submit a design of the turnaround for review and
approval by District staff.
OR
3. Construct a stub street to the south property line between lot 10 and lot 11 rather than stubbing Pine
Bar Way to the south property line. Maintains a minimum of 125-foot offset (measured centerline to
centerline) between local residential roadways. If the roadway is greater than 150-feet in depth,
provide a temporary turnaround at the terminus of the roadway. Submit a design of the turnaround for
review and approval by District staff.
The applicant should be required to install a sign at the terminus of the roadway stating that, "THIS
ROAD WILL BE EXTENDED IN THE FUTURE". Coordinate the sign plan for the stub street, and the
design of the turnaround (if necessary) with District staff
4. Comply with all Standard Conditions of Approval.
D. Standard Conditions of Approval
1. Any existing irrigation facilities shall be relocated outside of the right-of-way.
2. All utility relocation costs associated with improving street frontages abutting the site shall be borne
by the developer.
3. Replace any existing damaged curb, gutter and sidewalk and any that may be damaged during the
construction of the proposed development. Contact Construction Services at 387-6280 (with file

5. All design and construction shall be in accordance with the Ada County Highway District Policy
Manual, ISPWC Standards and approved supplements, Construction Services procedures and all
applicable ACHD Ordinances unless specificallY waived herein. An engineer registered in the State
of Idaho shall prepare and certify all improvement plans.
6. The applicant shall submit revised plans for staff approval, prior to issuance of building permit (or
other required permits), which incorporates any required design changes.
7. Construction, use and property development shall be in conformance with all applicable requirements
of the Ada County Highway District prior to District approval for occupancy.
8. Payment of applicable road impact fees are reqUired prior to building construction in accordance with
Ordinance #195, also known as Ada County Highway District Road Impact Fee Ordinance.
9. It is the responsibility of the applicant to verify all existing utilities within the right-of-way. Existing
utilities damaged by the applicant shall be repaired by the applicant at no cost to ACHD. The
applicant shall be required to call DIGLlNE (1-800-342-1585) at least two full business days prior to
breaking ground within ACHD right-of-way. The applicant shall contact ACHD Traffic Operations 387-

6190 in the event any ACHD conduits (spare or filled) are compromised during any phase of
construction.
10. No change in the terms and conditions of this approval shall be valid unless they are in writing and
signed by the applicant or the applicant's authorized representative and an authorized representative
of the Ada County Highway District. The burden shall be upon the applicant to obtain written
confirmation of any change from the Ada County Highway District.
11. Any change by the applicant in the planned use of the property which is the subject of this
application, shall require the applicant to comply with all rules, regulations, ordinances, plans, or other
regulatory and legal restrictions in force at the time the applicant or its successors in interest advises
the Highway District of its intent to change the planned use of the subject property unless a
waiver/variance of said requirements or other legal relief is granted pursuant to the law in effect at the
time the change in use is sought.
E. Conclusions of Law
1. The proposed site plan is approved, if all of the Site Specific and Standard Conditions of Approval are
satisfied.
2. ACHD requirements are intended to assure that the proposed use/development will not place an
undue burden on the existing vehicular and pedestrian transportation system within the vicinity
impacted by the proposed development.

Request for Appeal of Staff Decision
1. Appeal of Staff Decision: The Commission shall hear and decide appeals by an applicant of the
final decision made by the ROWDS Manager when it is alleged that the ROWDS Manager did not
properly apply this section 7101.6, did not consider all of the relevant facts presented, made an error
of fact or law, abused discretion or acted arbitrarily and capriciously in the interpretation or
enforcement of the ACHD Policy Manual.
a. Filing Fee: The Commission may, from time to time, set reasonable fees to be charged
the applicant for the processing of appeals, to cover administrative costs.
b. Initiation: An appeal is initiated by the filing of a written notice of appeal with the Secretary
of Highway Systems, which must be filed within ten (10) working days from the date of the
decision that is the subject of the appeal. The notice of appeal shall refer to the decision
being appealed, identify the appellant by name, address and telephone number and state
the grounds for the appeal. The grounds shall include a written summary of the provisions
of the policy relevant to the appeal and/or the facts and law relied upon and shall include a
written argument in support of the appeal. The Commission shall not consider a notice of
appeal that does not comply with the provisions of this subsection.
c. Time to Reply: The ROWDS Manager shall have ten (10) working days from the date of
the filing of the notice of appeal to reply to the notice of the appeal, and may during such
time meet with the appellant to discuss the matter, and may also consider and/or modify
the decision that is being appealed. A copy of the reply, and any modifications to the
decision being appealed will be provided to the appellant prior to the Commission hearing
on the appeal.
d. Notice of Hearing: Unless otherwise agreed to by the appellant, the hearing of the appeal
will be noticed and scheduled on the Commission agenda at a regular meeting to be held
within thirty (30) days following the delivery to t he appellant of the ROWDS Manager's
reply to the notice of appeal. A copy of the decision being appealed, the notice of appeal
and the reply shall be delivered to the Commission at least one (1) week prior to the
hearing.
e. Action by Commission: Following the hearing, the Commission shall either affirm or
reverse, in whole or part, or otherwise modify, amend or suppiement the decision being
appealed, as such action is adequately supported by the law and evidence presented at
the hearing.

Facts and Findings #3:
The applicant is proposing to extend Lake Creek Street and Redside Way into the site. The applicant
is proposing to extend the roadways as 37-foot street secfions with curbs, gutters, and sidewalks
within 50-feet of right-of-way. This street section meets District policy.
Site Specific Requirement # 1:
Extend Lake Creek Street and Redside Way into the site as 37-foot street sections with curbs, gutters,
and sidewalks within 50-feet of right-of-way.
Facts and Findings #4:
The applicant is proposing to construct a knuckle on the north side Lake Creek Street, approximately
aO-feet west of fhe east property line, and another at the intersection of Lake Creek Street and
Redside Way. The applicant should be required to construct the traffic islands in the knuckles, which
should be a minimum of 4-feet wide with a minimum area of 100-square feet and designed to safely
channel traffic. The roadway around the traffic islands should maintain a minimum of a 29-foot street
section. The design should be reviewed and approved by ACHD's Planning and Development staff.
Site Specific Requirement # 2:
Construct a knuckle on the north side of Lake Creek Street, approximately 80-feet west of the east
property line, and another at the intersection of Lake Creek Street and Redside Way. The islands
within the knuckles shall be a minimum of 4- feet wide with a minimum area of IOO-square feet and
designed to safely channel traffic, The roadway around the traffic islands shall maintain a minimum
of a 29-foot street section. The designs shall be reviewed and approved by ACHD's Planning and
Development staff.

The applicant is proposing to construct Salmon Falls Court as a 37-foot streef section with curbs,
gutters, and sidewalks within 50-feet of righf-of-way. This street section meets District policy. The
applicant is proposing a turnaround at the terminus of the roadway. The turnaround should be
constructed to provide a minimum turning radius of 45-feet. Submit a design of the turnaround for
review and approval by District staff.
Site Specific Requirement # 4:

The applicant is proposing to extend Lake Creek Street (an existing stub street) into fhe site at the
southeasterly properly line.
The applicant is proposing to extend Pine Bar Way (an existing stub street) into the site at the
norlhwesterly properly line.
The applicant is proposing to extend these roadways as 36-foot street sections with curbs, gutters,
and 5-foot landscape area with 4-foot detached sidewalks within 50-feet of right-of-way.

The applicant is proposing to a stub Pine Bar Way to the south property fine. The applicant is
proposing a temporary turnaround at the terminus of Pine Bar Way abutting the south property line
(approximately 136-feet southeasf of the west property line), The temporary turnaround should be
constructed to provide a minimum turning radius of 45-feet. Submit a design of the turnaround for
review and approval by District staff.
The applicant should be required to install a sign at the terminus of the roadway sfafing that, "THIS
ROAD WILL BE EXTENDED IN THE FUTURE". Coordinate the sign plan for the stub street, and the
design of the turnaround (if necessary) with District staff
Each one of the modifications listed above meet District policv.
B. Findings for Consideration
1. Right-of-Way
District policy 7204.4.1 and Figure 72-F1A requires 50-feet of right-of-way on local slreets. This right-
of-way allows for the construction of a 2-lane roadway with curb, gulter and 5-foot wide concrete
sidewalks.
2. Street Sections
District policy 7204.4.2 states, "developments with any buildable lot that is less that 1.5-acres in size
will typically provide streets having a minimum pavement width of 32-feet with curb, gulter and
sidewalks, The total street width shall be 36-feet from back-of-curb to back-of-curb. Variations of this
width may be allowed, depending on traffic volumes forecast to be generated by the development.
Concrete sidewalks shall be a minimum of 5-feet in width unless they are separated from the curb 5-
feet or more in which case the sidewalk shall be a minimum of 4-feet in width.
3. Stub Streets
District policy 7203.5.1 and 7205.5 reqUires stub streets to provide intra-neighborhood circulation and
to provide access to adjoining parcels. District policy also requires temporary turnarounds with a
temporary easement provided to the District at the end of stub streets that serve more than one lot, or
are greater than 150-feet in length with a sign at the terminus of the roadway slating that, "THIS
ROAD WILL BE EXTENDED IN THE FUTURE".
4. Turnarounds
District policy 7205.2.1 requires turnarounds to be constructed to provide a minimum turning radius of
45-feet. The applicant should also be required to provide a minimum of a 29-foot street section on
either side of any proposed center islands within the turnarounds. The medians should be
constructed a minimum of 4-feet wide to total a minimum of a 100-square foot area. Dedicate 54-feet
of right-of-way plus the additional width of the median.
C. Site Specific Conditions of Approval
1. Extend Lake Creek Street and Pine Bar Way as 36-fool street sections with curbs, gutters, and 5-foot
landscape area with 4-foot detached sidewalks within 50-feet of right-of-way.
2. Stub Pine Bar Way to the south property line as proposed on the preliminary plat (approximately 136-
feet southeast of the west property line). The temporary turnaround should be constructed to

All laterals and waste ways must be protected and aU municipal surface drainage must be
retained on site, If any surface drainage leaves the site, the N ampa & Meridian Irrigation

Dear Planners:
The Meridian School District has experienced phenomenal student growth the last ten
years. The high schools, middle schools, and elementary schools throughout the district
are operating over capacity.
Approval of Salmon Rapids No.5 Subdivision will have a significant impact on school
enrollments at Mary McPherson Elementary. Lake Hazel Middle. and Meridian High
School.
We can predict that these homes, when completed, will house five (5) elementary aged
children, five (5) middle school aged children, and four (4) senior high aged students.
Additional students will further compound the current overcrowded situation. Residents
cannot be assured of attending the neighborhood school, as it may be necessary to bus
students to other schools across the district.
School capacity is addressed in Idaho Code 67-6508. The Meridiml School District is
currently operating beyond capacity. Future development will continue to have an impact
on the district's capacity. If you have any questions, please contact me at 888-6701.

STORM WATER MANAGEMENT RECOMMENDATIONS
It is recommended that storm water be pre-treated through a grassy swale
prior to discharge to the subsurface to prevent impact to ground water and
surface water quality. The engineers and architects involved with the design
ofthis project should obtain current best management practices for storm
water disposal and design a storm water management system that is
preventing groundwater and surface water degradation. Manuals that could
be used for guidance are:

Idaho Cities and Counties.

Included in this letter is a list of recommended conditions of approval for Phase 5 Salmon
Rapids Subdivision. These recommendations are being submitted by the homeowners in
phases 1,2,3 & 4 ofSahnon Rapids subdivision. We thank you in advance for your
consideration.
Recommendations for Conditions of Approval:
. Change existing CC&R's to a minimum of 1600 square feet.
· Make necessary changes to ensure all homes wi II have sufficient water pressure
with our inigation system.
. Continual maintenance of the drain valve associated with the irrigation system.
. Ensure that future building will not adversely affect household water pressure and
quality of water.
· The developer will provide water trucks to kcep dust to a minimum during
construction.
· The developer will require contractors to clean sites on a daily basis. There will
be no accumulation of trash, building scraps or excessive dirt/mud in the streets.
· The developer will be responsible for the initial development of the new common
area in phase 5. He will provide the sprinkler system, grass, shrubs, flowers, and
trecs. The low point due to drainage should be aesthetically pleasing and should
not have standing water.
· The developer and or individual builders will not bring in fill dirt that will
adversely affect the drainage into neighboring or existing homesllots.
· The Lake Creek entrance should be compatible in appearance to the Time Zone
entrance. For example, the developer should provide a large deoorative rock with
the subdivision name 10 identify the second entrance to the subdivision. He
should also provide compatible landscaping.
· The developer will provide more speed limit signs in phases 1,2,3,4, and 5 of
Salmon Rapids subdivision.

Re: Corrections for the Salmon Rapids No.5 Staff Report and the Havasu Creek Staff Report
I apologize for the inconvenience; however the following corrections need to be made to the above referuce
staff reports:
SalmOD Rapids No. 5- Please strike "General Comment" number lion page five of the report, (the
applicant has proposed four foot (4') detached sidewalks within the subdivision) and replace it with the
following "General Comment" : II. The applicant shall be reauired to obtain a license agreement from
ACHD to place part of the reauired sidewalk outside of the proposed Right ofWav. The setbacks within
the proposed subdivision shall be measured from the back of the sidewalk, and not from the actual propertY
line.
Havasu Creek- Please modi1)r site "Specific Comment" number 5, on page 9 to read as follows: "A HeW
stlill stFeet cross access easement shall be added, in.,.,"
And as a follow up note to the above noted correction please revise the site specific comment numbering to
correct the fact that the numbering of the site specific comments on pages eight and nine of the report are
not correct. It appears that Bruce and I did not merge our documents together in the proper fashion, and the
numbering became muddled.
Again, I apologize for any inconvenience my errors may have caused in reviewing and revising these
reports.
