'. On behalf of our client, Howell-Murdoch Development Corporation, please accept this
. application for a rezone on all the lots within the. development, ellcept Lot 8, Block 2(the CitY
of Meridian's Police Department). The applicant seeksa.change from R,8 (Medium Density
ReSidential District) to C'G (General Retail and Service Commi'!rdaIDistrict). The property is
. generally located west of L.ocust Grove. Road and south of Franklin Hoad in Section 18,
Township 3 North, Range 1 East.
The site was annexed into the City of Meridian on May 16, 2000 (AZOO-005)and waszonedR-8
in accordance with the. adopted Comprehensive Plan in effect at that time, The City approved
the preliminary plat in 2001 and the final plat was recorded in January 2002, The preliminary
. plat application established that the developer intended for the development to . .
accommodate commercial land uses and the. lots were sized accordingly. The application'
narrative included with the preliminary ptatclearly statedthe developer's intention for the
property. In pertinent part the narrative stated:
The Generalized. Land Use Map contained in the Meridian Comprehensive Plan
designates the property as Single Family Residential. . Pertinent policies are
. found in the land use, transportation, open space and parks, and housing .
sections of the plan, . The applicant does nat intend ta develap the lots with
dweWngs, but instead intends ta submit an application for a zone change to an.
appropriate cammercialdesignation upon completion and adoption of the new

that Watertower Street. can be extended to provide access to the proposed
. police station, . Until such time as the new plan is adopted, it is possible that

through the conditional use process.

Theapplication forthe preliminary plat was submitted prior to the rezone application to
accommodate the CitY's desire to begin construction of the Police Station on Lot 8, Block 2
and the rezone application was delayed until theCity completed the preparation and adoption
of the Comprehensive Plan. Now that the hew plan has been adopted the landowner is
applying for q rezone, . . . . .

EXITING ZONING ft LAND USE
lhesite is surrounded' on two sides by commercial development, . Murdoch Subdivision lies to
. the west and is zonedC.C;, and Medimont Subdivision lies to the north.and is zoned I-L.. The
. City of Meridian recently completed construction of its police station. on a ten-acre parcel in
the southwest corner of the site. The next parcel to the southwest is developed with State
Police Training fatilityand. the. parcels to the south are designated for commercial and
industrial land uses. The recently platted Snorting Bull Subdivision lies to the east of the site
on the opposite side of Locust Grove Road. A commercial zoning designation fits well with the
existing (and planned) zoning and land uses in the vicinityofthe site,
. MERIDIAN COMPREHENSIVE PLAN
The Generalized Land Use Map contained in the. 2002 City of Meridiantomprehensive Plan
. designates the property as tommen:ial. Pertinent Goals and Objectives are found in the land
use, transportation, open space and parks, and housing sections of the plan. In particular,
Land Use Goals I, II, III, and IV directly support aC-G zoning designation on this property.
