Subdivision
Dear Honorable Mayor and City Council Members:
On behalf of Van Auker Properties, please accept our annexation and zoning,
and preliminary plat applications for the Cope Subdivision. This commercial
business park is located on the Northeast comer of East Overland Road and
Meridian Road in Meridian. The property is approximately 4.40 acres and is
currently a vacant lot.
We are requesting annexation. from Ada County to the city of Meridian with
a requested zone change from RUT (Rural Urban Transitional) to C-G
zoning.
We intend to develop the property as a commercial business park consisting
of 4 buildable one-acre lots. The proposed C-G zone would be in compliance
with the intent of the city of Meridian 2006 comprehensive plan.
All roads will be public roads and will meet the current Ada County
Highway District standards.
Van Auker Properties and Munger Engineering met with City staff on May
15th, 2006 for a pre application meeting. In attendance were Anna Can.ning

and Caleb Hood from the Planning department, as well as Michael Cole from
Public Works.
Due to the small number and type of lots, traffic impact from this
development will be minimal.
Van Auker Properties agrees to pay any additional sewer, water or trash fees
or charges, if any, associated with Cope Subdivision. In addition~ we agree
to post the site no less than 10 days before each public hearing.
In all, we feel that this development is very complementary to what is
envisioned by the city of Meridian for this area. The submitted site plan has
been designed based on Ada County Highway District Policy, the City of
Meridian Zoning Ordinance, the City of Meridian Unified Development
Code, the City of Meridian Subdivision Ordinance and the City of Meridian
Comprehensive Plan. If you have any questions please do not hesitate to

Per Unified Development Code (UDC) It-SA-5D, the applicant for all applications requiring a
public hearing (except for a ODe text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.

Dear Ron:
At your request, MTI will assess the shallow soils and local ground water regimen for the above referenced
project. However, for design purposes yOll have requested a letter with preliminary information, expected to
be encountered witllin this area. MTI has conducted several investigations through the areas, and has
included the below information which in general should characterize your property.
Soil And Sediment Profile:
Soils on site should consist oflean clay, usually with some amount of sand, through the upper 2.5 to 3.0 feet.
Beneath this should be silt-sand mixtures, probably with calcium carbonate cementation, to depths ranging
from 4 to 6 feet. Below this should be poorly graded sand with silt and gravel ex,tending to depths jn excess
of twenty feet.
Groundwater:
Water table recharge in the project area is primarily a function of losses from small streams and unlined
irrigation channels, and flood irrigation activity. Gr.olmdwater levels are likely shallowest during the
summer irrigation season, and may be as shallow as 3 to 5 feet of depth. Based on past work in the area,
groundwater is not likely to be encountered during construction. However, design of facilities for on-site
disposal of stonnwater will potentially be impacted by the required vertical separation between the
elevations of the annual maximum water table and the drainage facility bottom. Ada County Highway
District (ACHD) currently requires a separation of at least 3 feet.

Hydraulic Conductivity:
Soil permeability - a measure of the ability of a liquid to move through a soil ~ has not yet been tested on
site. The below approximations have been developed considering the above listed soils. Hydraulic
conductivity rates of less than 2 inches per hour is likely within the shallow lean clay soil layers.
Conductivity rates for the silt-sand mixtures commonly is less then 8 inches per hour, but can be further
reduced by the locally present weak to moderate calcium carbonate cementation (caliche). These cemented
layers can be expected to significantly impede vertical movement of water, and may result in near zero
hydraulic conductivity rates, The gravel-bearing soils encountered at depth are likely to exhibit conductivity
rates exceeding 24 inches per hour.
