3. Make Recommendation [Action Item]: Recommend Arts Commission 2D
Artworks from WASD Show for 2024 Traffic Box Series —Paxton Hergenroeder,
Seasonal Arts and Culture Assistant
Presentation given by C. Schiffler in P. Hergenroeder's absence (see attachment).
Traffic box locations not yet selected for these recommended artworks but the
contracted company who cleans and audits condition of current wrapped traffic
boxes will be asked to suggest any boxes needing new wraps and student artists
and their families can suggest traffic box locations as well.

4. Review and Recommend [Action Item]: 2024 Traffic Box Series Call to Artists

C. Schiffler stated this Call is different from past Traffic Box Calls because now
asking artists to do two boxes right next to each other so more of an installation.
Sites are pre-selected and plans have been provided by Signs Etc. so artists will be
able to better plan their artwork for their application.
S. Muscolo made motion to approve the 2024 Traffic Box Series Call to Artists;
seconded by L. Taylor

Commission Feedback
S. Muscolo asked at what point is the artist accepted and paid. The selected artist(s)
will have to enter in to an agreement with the City and typicallyget half when the
design is initially submitted for review and then half when the design is complete.
S. Muscolo asked for clarification that judgement can be reserved until the final
design is seen. Yes.
B. Bird asked what good references would be for artists applying to this Call.
Ideally, if they had done a public art project before then someone they had worked
with on this project but other prior commissions are good, or artists or art teachers
who have worked with them or men tored them.
5. Event: Site Dedication of the Fivemile Creek Trailhub and New Pathway
Construction: Monday, May 18, 2024 at 11:30AM
B. Bird noted the agenda lists the wrong date for this event. The correct date is
May 13.
C. Schiffler stated along with herself,the Mayor, the Meridian Parks and
Recreation Department Director, the City's Pathways Manager, and the artist will
all be speaking so all are encouraged to attend. Parking at the Trailhub is limited
so parking across the street at the Wastewater Treatment Plant is encouraged.

L. Taylor encouraged as many Commissioners as possible to attend this event.
6. Event: Transit Shelter Public Art Unveilings: Friday, June 14
C. Schiffler stated the exact time is still being decided but should be somewhere
between gam and 11am. The first unveiling will be at the 3rd and Pine transit
shelter and then attendees will take a Valley Regional Transit bus to the shelter
near Scheels for the second unveiling. The bus will then return attendees to the
transit shelter at 3rd and Pine Street. Valley Regional Transit has agreed to cover
the cost to have a mirror image of each art piece on the inside of each transit
shelter.

7. Staff Updates: Public Art, Initial Point Gallery, Open Calls,Youth Performing Arts
Projects, and Other Events — Cassandra Schiffler,Arts& Culture Coordinator
C. Schiffler presented the following project updates:
• Everyone encouraged to attend upcoming Trailhub site dedication and
transit shelter unveilings
• Traffic box recommendations reviewed in this meeting
• Drafted a plan for the Linder overpass project which was reviewed by all
the stakeholders so plan has been sent to the three artists and task orders
are being created
• Chateau Park Committee met Monday and the meeting went really well
using small groups,which in the end came to the same consensus. Even the
HOA representative,who was not able to attend the meeting,had showed
the concepts to her HOA and they had the same feedback as those at
Monday's meeting. The artist will take the feedback from this meeting and
work on a final proposal. More than a couple tweaks to the final proposal
will be outside the artist's scope of work so a different plan would need to
be created if this happens, but hopefully the feedback provided was enough
of consensus.
• Asking for funding for the Master Public Art Plan so will see if this is
approved by City Council
• Have no yet started on the Unsolicited Public Art Proposal Guide/Call due
to other priority projects
• Have no yet started on the public art at Fuller Park due to other priority
projects
• Artist talks, discussions and panels will be allowed in the Initial Point
Gallery moving forward but not enough support at this time for the
logistics required to host other types of performances in the Gallery
• "Voices and Votes" Smithsonian Exhibit
o Started the application but it requires a partner organization to
write a letter of support and participate in programming lectures,
workshops, etc. so have reached out to the College of Western Idaho
Item 1.
(CWI) who is interested but still to be determined if they will
formally commit so other ideas are welcome in the event CWI
cannot partner with the Commission on this exhibit
o Programming with potential partner should be related to non-
partisan voter history,voter registration, etc.
• Potential to host a Feedback and Listening Session on the long-range
strategic plan and survey for the Idaho Commission on the Arts (ICA) to be
held at Initial Point Gallery, tentatively on July 11,with ICA organizing but
more coordination and details to follow
• Nominations for the Tammy de Weerd Awards in the Arts are due this
month; have received three applications but one is not eligible because it
nominated one of last year's awardees so please submit nominations soon
• The Initial Point Gallery Call is also due this month and there are 14
applications,two of which are groups, but several others are anticipated
• Youth Performing Arts Projects
o Agreements executed through Council for the Treasure Valley
Children's Theater and the Idaho Fine Arts Academy (IFAA) projects
o IFAA has submitted their final reports so this will be included for
review on the next Commission agenda
o High school band agreements are awaiting West Ada School
District's (WASD) legal review and agreement signatures
• Concerts on Broadway is coming up in August and September
• Community Art Party
o Hosted by the Meridian Parks and Recreation and Department, not
the Commission, but the Commission assists with the event
o Moving back to Kleiner Park on September 14 from 10am - 2pm
o Performances centered in the Bandshell; performances will run for
20 minutes at the Bandshell, followed by an additional 20 minutes at
a secondary location to provide an educational, learning, or other
interactive engagement opportunity with the public
o Chalk art competition
o Hands-on activities
o Inviting arts organizations to have information booths
o P. Hergenroeder has created an amazing poster for this year

L. Taylor thanked C. Schiffler for breaking the Chateau Park Committee meeting in
to smaller groups and was happy to see that each group came up with the same
consensus.
B. Gaytan stated the Chateau Park Committee meeting went really well and the
artist is really professional and outstanding so looking forward to this public art in
our neighborhoods.

S. Muscolo asked what consensus the Chateau Park Committee arrived at since she
was not in attendance at the meeting. Two sets of ideas: historic houses on poles
with benches or stand-alone benches versus floral/pollinator pieces. Groups liked the
idea of combining the two for a mix-and-match approach using both types of bench
designs but using only the floral/pollinator designs.Appeared people liked the
historic house designs but did not think this park location was a good fit since
historic homes are located in Downtown Meridian and not near Chateau Park.
S. Muscolo stated CWI would be a great partner for the "Voices and Votes" exhibit
or maybe the non-partisan League of Women Voters.
S. Muscolo inquired as to how many performers will be at the Community Art
Party. Have a list of tentative performers but open to other suggestions.
B. Gaytan stated he attended the IFAA concert and it was an amazing show and
they used the Commission's logo and gave the Commission shout-outs at the
performance, as they said they would.
S. Muscolo stated the IFAA performance was really amazing and was so much
more than the rehearsal she attended. The performance included a variety of
music plus eight or nine different dances and there was 2D and 3D art in the lobby.
They definitely went above and beyond recognizing the Commission's contribution.
8. Updates: Initial Point Gallery: Review Subcommittee Meeting; Current Exhibit:
West Ada School District's Annual "Framed" (Opening: May 7, Co-Hosts: Hannah
Scoville, Brecken Bird, Lizzie Taylor); Upcoming Exhibit: "Unplanned Experience"
with Artists Pete Grady, Tyler Crabb, Kyla Morgan (Opening: June 4, Host: Brecken
Bird); -Lizzie Taylor, IPG Subcommittee Chair
L. Taylor encouraged everyone to see the current exhibit as the artwork is
absolutely fabulous and of high quality that comes from WASD students. L. Taylor
thanked the Commissioners who were in attendance at the opening reception with
attendance estimated at a 115 to 120 people.
L. Taylor reviewed the upcoming exhibit and noted the three artists have agreed to
each give short presentations during the opening reception.
L. Taylor thanked C. Schiffler for clarifying what types of performances can or
cannot be held in the Initial Point Gallery.
The 2025 Initial Point Gallery Call closes May 31s'so in June select Commissioners
and City staff will group the art into various categories and then present a
recommended 2025 exhibit schedule to the Commission.

B. King stated that as an WASD art teacher she knows the importance of the
opportunity for one kid from each WASD school to be selected to exhibit at the
Initial Point Gallery and for some to get a traffic box with their art on it is a really
big deal and honor for these students so thanks the Commission for all it does to
put this show on each year.

C. Schiffler stated she will not be able to attend the June 4 opening reception
because she will be at an event to receive a "40 under 40" award but
P. Hergenroeder will be there.
B. Bird enjoyed attending the opening reception of the current exhibit and seeing
how the kids appreciated having their artwork displayed and seeing them be
proud of themselves when she complimented them on their work.
9. Updates: Events and Outreach: Compass Charter School Event, Call for
Nominations for 2024 Tammy de Weerd's Awards in the Arts (Due May 17),Art
Week Classes
P. O'Leary stated the Subcommittee discussed potential opportunities for more
exhibits and community participation during Art Week. Commissioner Ivanov is
willing to teach an abstract art class during Art Week if he is in town. The
Subcommittee decided not to offer the Improv class again due to low
enrollment/no participation last year.Art Week is the same time as Arts Education
Week so if anyway to include showing student art during Art Week that might be a
possibility to increase community participation.
Commission Feedback
S. Muscolo noted that the Idaho Watercolor Society might be interested in offering
a watercolor event during Art Week because this is also Grandparents Week so
may want to offer some type of event for grandparents and grandchildren.

RE: Nominations for the 2024 Tammy de Weerd's Awards in the Arts
Background
In April 2023, the Meridian Arts Commission (MAC) released a Call for Nominations for the
3rd biennial Tammy de Weerd's Awards in the Arts with a deadline of May 17. We received
five nominations. One was ineligible due to being a past recipient, one was for the Student
Excellence in the Arts category, and three were for the Support of the Arts category.
The Events and Outreach subcommittee reviewed all nominations and has recommended the
following nominees to receive the following awards:
• Excellence in the Arts -Joyce Green (nominated by Shaun Muscolo; and moved from
"Supporter of the Arts" category)
• Support of the Arts - Bonnie Zahn Griffith (nominated by Kathi Holzer)
• Student Excellence in the Arts -Matthew Berrett-Larroza (nominated by Meridian
High School Photography Instructor, Tiffany Davis—also note that his work was
featured in this year's WASD "Framed" exhibit at Initial Point Gallery)
• Arts in Education -Michelle Brotzman (nominated by Crystal Paulson; and moved
from the"Supporter of the Arts" category for her work in arts instruction and teaching
students with the STEP Program)
Assuming MAC's approval on these nominees, the recipients will be notified by City Staff of
their awards. The awardees will be honored in a ceremony preceding the September 7 Concert
on Broadway.
Recommendation
To approve the subcommittee's recommendations for awardees.

• Professional Artist Traffic Boxes: The call to artists for professional artist boxes has been released!
We already have two applications. The deadline for submissions is July 5,2024.
• Transit shelter projects: Public art reveals have been postponed due to a broken panel at the 3'and
Pine location. Please stay tuned for a rescheduled event.
• Linder Overpass: Agreements with all three 3 artist/artist teams for proposal submissions have
been executed. A preapplication meeting with City Staff,ACHD,Planning,the Landscape Architect
is scheduled for June 7. Proposal submissions are due July 1, and an evaluation panel meeting is
scheduled for Friday,July 12.
• Chateau Park: The stakeholder committee group was able to come to a clear consensus in moving
forward with the preferred project direction with the theme of the flowers and pollinators,and using
the mix and match option of the sign(with different lettering), a composition bench, and a taller
flower bench.A final committee meeting is scheduled for June 17 to give feedback on the artist's
final proposal.
• Temporary Mural Public Art Project at the Community Art Party: We are working on a
potential project for a temporary live mural painting project to be included at the Art Party. It would
include an interactive public participation component+more experienced or professional artists
painting on a structure in the park.

The committee reviewed and discussed the Tammy de Weerd Awards in the Arts
applications. There were four total applications,three for the "Supporter" category
and one for"Student."
Commissioner Patrick O'Leary was unable to attend the meeting,but suggested the
following awardees:
Excellence in the Arts -Joyce Green by Shaun Muscolo (if moving nomination is
allowed)
Support of the Arts - Bonnie Zahn Griffith by Kathi Holzer
Student Excellence in the Arts - Matthew Berrett-Larroza
Arts in Education - Michelle Brotzman or her teaching students with the STEP

1. Recap: Fivemile Creek Trailhub Ribbon Cutting
Cassandra summarized the ribbon cutting. It was a successful event and talks were
given by the Mayor, city employees (including Cassandra herself), and the artist
Eileen Gay. There was great media coverage and good attendance.
2. Upcoming: Transit Shelter Public Art Ribbon Cutting,June 14, 2024
The shelter art will be installed the day before the ribbon cutting. V. Ivanov asked if
the installation is weather dependent and Cassandra confirmed that it is, and those
in charge of installation will plan accordingly.
3. Project Updates: 2024 West Ada School District Student Art Traffic Boxes,
Chateau Park Public Art, Fuller Park, Unsolicited Public Art Proposal Guide/Call
Cassandra updated the committee members on current projects.

person and think about theming for a future art project.
4. Review and Discuss: Linder Overpass Public Art Project Plan
Committee members reviewed the Public Art Project Plan for Linder Overpass.
Cassandra will schedule a pre-proposal meeting with staff,ACHD, landscape
architect and artists as they prepare proposals.After artists submit projects
stakeholders will jury and score projects to recommend a project. Bridget King and
Bobby Gaytan will be stakeholders/reps for the arts commission. Potentially hold
the jury meeting on July 16th to accommodate commissioners King and Gaytan's
schedules.
S. Review and Discuss: 2024 Traffic Box Call to Artists
An evaluation panel will be held in late July. Cassandra posed the question of who
the commission should invite to be stakeholders for the evaluation panel. Reps
from local businesses/schools/community members that surround the traffic box
locations were considered.
6. Discuss: Public Art Project at the September 14, 2024 Community Art Party
B. Gaytan suggested an art project for the community art party (workshop, demo,
community project, etc.).
Commission members showed enthusiasm for the idea of a muralist team coming
to paint murals live on a cube structure for the community art party event at
Kleiner park. Something similar was done at this years Treefort Festival by local
muralists team Sector Seventeen.
Cassandra will look into the idea further and we will follow up on this in the next
PAC meeting.

Wisdom). From 6 p.m. to 7 p.m., there was a
visual art exhibit in the lobby, and a concert
from 7 p.m. to 9 p.m. The event was held over
two days, Saturday, April 27, 2024, (middle
school and guest artists) and Tuesday,April 30, '
2024, (high school and guest artists). Both
events were held at the Centennial Performing v
Arts Center in Boise due to the lack of theater space availability in
Meridian. The special musical guests included Luis de La Tota ;
(Flamenco musician) on both nights, Jessica Harned (Boise
Philharmonic violinist) on Friday, and Mungo on Tuesday.
The arts event highlighted Latin dance, music, and visual art, celebrating culture
and creativity. The lobby art themes were inspired by Latin culture or the IFAA
students' personal narratives, encompassing themes of home, family, heritage,
culture, identity, and lived
experiences. Edward's art was
digitally projected in the concert, a

was touching and meaningfultothem. 100%of the surveyed audience felt the dancers and musicians were
focused and performed with strong intentions. 64%felt the dancers and musicians looked prepared,while
36%disagreed. 95.5%felt they witnessed authentic testimonies from the artists, while 4.5% neither agree
nor disagree. 50% strongly agree that there were challenging moments as they watched the performance,
while 36.5% neither agree or disagree, and 13.5% strongly disagree. 100% of the surveyed Saturday
audience members say they would like to see more events like this one. The surveyed audience members
wrote the following comments:

Idaho Fine Arts Academy and guest artists extend our heartfelt
gratitude to the Meridian Arts Commission (MAC) for generously
.` awarding the Idaho Fine Arts Academy the Youth Performing Arts
Grant, which made the Sabiduria Conectada (Connected Wisdom)
arts event possible.
The financial support from the Commission enabled us to compensate
professional artists for their creative contributions to the concert.This
support also enabled the Idaho Fine Arts Academy(IFAA)to channel its
fundraising efforts towards acquiring a high-definition projector for digitally
showcasing Edward's art. Additionally, it facilitated the hiring of professionals
for lighting, sound design, and event documentation.
