RE: Silversprings Subdivision - Annexation, Zoning, and Preliminary Plat Applications
Dear Sir/Madame,
Please find the enclosed applications for Annexation, Zoning, and Preliminary Plat approval for
the Silversprings Subdivision located on two parcels at 905 & 805 E. McMillan Road. The
Silversprings Subdivision is a single-family residential subdivision with twenty-nine (29) bullding
lots and four (4) common lots on 9.88 acres in a proposed R-4 zone. We have met with the City
planners and determined that R-4 single-family residential is consistent with the designated land
use in the comprehensive plan.
A neighborhood meeting was held on May 10, 2006 to provide an opportunity to discuss the
project with the neighbors prior to submitting the attached applications. Six (6) neighbors
attended the meeting. Two of the neighbors live directly to the east of the project and provided
input regarding the existing irrigation system and offered to assist with working out the design
details of.the system modifications. The neighbors wanted to discuss fencing for the project and
we explained to them that the subdivision boundary would be fenced with a (6) six-foot closed
vision fence. The neighbor directly to the east was interested in developing in the near future
and recognized that the Silversprings project would provide a street connection and utility stubs
to his property. There was no opposition to the project presented at the meeting. A sign-in
sheet for the neighborhood meeting is attached to the application package.
The subject property is currently zoned RUT in Ada County and is used as a single family
residence(s) with pasture area. Each of the two parcels have existing single family dwellings
(Lots 3 & 13, Block 1) that will be retained and protected with this project. There's a detached
accessory structure on Lot 3, Block 1 that will be retained and protected as well. The accessory
structures to Lot 13, Block 1 will be removed. City services are readily available with water in
McMillan Road, and sewer in the southeast corner of the site. The existing dwellings will be
disconnected from their existing septic systems and culinary wells, and be connected to City
services.
The single family building lots within the subdivision have an average lot size of 10,998 sq. ft.,
and a minimum lot size of 8,050 sq. ft. with building setbacks in accordance with an R-4 zoning
district per MCC. The gross density of the project is 2.94 units/acre, and the net density is 3.52
units/acre. The project includes (4) four common lots with 3.6% being required landscape
buffers, and 5.6% being usable open space. A twenty-five foot landscape buffer will be
constructed, in accordance with the MCC, along the McMillan Road frontage. A 29,958 sq.
common lot will be created within the central portion of the subdivision. The project includes a
(10) ten-foot wide multi-use pathway, with (5) five-foot landscape buffers, to the Prospector
Elementary School near the southeast comer of the site. All common lots will be landscaped in
accordance with the MCC.
Frontage improvements will be constructed in accordance with ACHD standards and include a
4-foot detached, meandering sidewalk. The internal streets will have (4) four-foot detached
sidewalks with a (5) five-foot planter strip between the sidewalk and back of curb. The future lot
owners will be required to plant (1) one tree per (35) thirty-five lineal feet of lot frontage to
mitigate the removal of existing trees within the subdivision. Specific tree types and this
requirement will be identified in the subdivision CC&R's.
The majority of the site naturally slopes from the southeast downward towards the northwest.
Stormwater will be retained within drainage swales located within the public right-of-way and on
Lot 6, Block 1. The project will include a pressure irrigation system that will be owned and
operated by the Silversprings Homeowners' Association.
We are not requesting any variance from the MCC with this application. Covenants, Codes, and
Restrictions will be prepared and recorded for this project at a future date.
The Silversprings Subdivision will be a great addition to the City of Meridian and we are hereby
requesting review and approval of the attached applications. Please contact me at

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11-5A-5D, the applicant for all applications requiring a
public hearing (except for a DOC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy ofthe public hearing notice of the application(s) on the property
under consideration.
The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for

For the Silver Springs Subdivision, MTT is providing the following information regarding tbe general
groundwater couditions for the project site vicinity as per your request.
Regional groundwater drainage is northwest towards the Boise River. In the site vicinity, groundwater levels
are controlled by residential and commercial irrigation activity and localized canal leakage. Groundwater levels
are typically at thejr maximum elevations during the irrigation season) which is May through September. Based
on previous work performed in the project fiite vicinity, groundwater is estimated to remain at depths of greater
than 13 feet below the ground surface throughout the year; however, estimating seasonal groundwater
fluctuation is problematic without regular monitoring. The relatively deep groundwater jn the vicinity of the
site is likely related to the location of the project site to the Whitney Terrace, which is the second geologic
terrace above Boise Ri ver floodplain.
