Watertower Suite 202 Meridian, Idaho 83642 RE: Bellabrook Subdivision - Annexation, Zoning, and Preliminary Plat Applications Dear Sir/Madame, Please find the enclosed applications for Annexation, Zoning, and Preliminary Plat approval for the Bellabrook Subdivision located at 300 S. Locust Grove Road. The Bellabrook Subdivision is a single-family residential subdivision with twenty (20) building lots and four (4) common lots on ~ 4.38 acres in a proposed R-8 zone. The City of Meridian Comprehensive Plan identifies a "Mixed-Use Community" designation for this property. We have met with the City planners and determined that R-8 single-family residential is consistent with the designated land use. A neighborhood meeting was held on May 11, 2006 to provide an opportunity to discuss the project with the neighbors prior to submitting the attached applications. Three (3) neighbors attended the meeting. One (1) ofthe neighbors lives across Locust Grove on a one acre parcel, and the other two (2) live in Woodbridge Subdivision in the homes closest to Bellabrook Subdivision. The project was received well by the neighbors and we received comments that they would rather see a development like Bellabrook than a commercial or office development on the property. The neighbor that lives across Locust Grove was interested in relocating into the Bellabrook Subdivision once it is completed. The neighbors from Woodbridge had a question regarding the existing trees that lye between Sellabrook and Woodbridge. We indicated that the trees would be retained and protected, and that a 6-foot tall privacy fence would be constructed along the south property line. A sign-in sheet for the neighborhood meeting is attached to the application package. The subject property is currently zoned RUT in Ada County and is used as a single family residence with pasture area. The existing site has a house and two accessory structures that will be removed with the project. City services are readily available and were stubbed to the site with the Locust Grove Road extension project. Also, there is an existing 7-foot wide concrete sidewalk that was constructed along the frontage of the site with the Locust Grove extension project. The single family building lots within the subdivision have an average lot size of 4,961 sq. ft., and a minimum lot size of 4000 sq. ft. with building setbacks in accordance with an R-8 zoning district per MCC. Eighteen (18) of the proposed lots will have shared driveways and all of the lots will have side access garages as shown on the preliminary plat. The project gross density of the project is 4.57 units/acre, and the net density is 6.02 units/acre. A large percentage of the site will be dedicated as open space with 4.4% being required landscape buffers, and 19.6% being usable open space. A twenty-five foot landscape buffer will be constructed, in accordance with the MCC, along the Locust Grove Road frontage. A 34,731 sq. ft. (0.80 acre) common lot will be created within the flag portion of the parcel and will include a 10-foot wide asphalt multi-use pathway to provide connectivity from the development to a future multi-use pathway planned along Five Mile Creek. All common lots will be landscaped in accordance with the MCC. The majority of the site naturally slopes from the east downward towards Locust Grove Road. Stormwater will be retained with in drainage swales located with in the 25-landscape buffer and the right-of-way area between the landscape buffer and the back of sidewalk along Locust Grove Road. A section of the flag portion of the site lies within a mapped floodplain for Five Mile Creek. The portion of the site within the floodplain is a common lot that will be minimally altered for landscaping and will not include any building structures. The project will include a pressure irrigation system that will be owned and operated by the Bellabrook Homeowners' Association. We are not requesting any variance from the MCC with this application. Covenants, Codes, and Restrictions will be prepared and recorded for this project at a future date. The Bellabrook Subdivision will be a great addition to the City of Meridian and are hereby requesting review and approval of the attached applications. The project is neighbored to the north by a 50-foot wide strip of unplatted property and Woodbridge Subdivision, to the west by S. Locust Grove Road, to the south by the Church of the Latter Day Saints, and to the east by a single family residence with pasture. Storm water from the public right-of-way and residential lots will be discharged to subsurface drainage facilities and retention ponds located within the development. Site Characteristics The site is currently vacant and covered pasture grasses, one single family residence, and two accessory structures that will be removed with the project. The west half of the site topography (approximately 3.38 acres) slopes downward to the west towards locust grove road at a varying slope of approximately 2.0 to 4.0%. The easterly portion of the site (approximately 1 acre) slopes downward towards the east to Five Mile Creek. Subsurface soil conditions are typical for the area. The Soils Survey of Ada County Idaho classifies the site soils as "Power Silt Loam" with 2 to 4% slopes. The soils are very deep and well drained. The surface layer of soil is silt loam and is approximately 6-inches thick. Below the surface layer is silt loam and silty clay with -i an approximate thickness of 21-inches. Soils at greater depths are classifies as free draining sands and gravels. Seasonal High Groundwater Elevation ACHD performed groundwater monitoring for the storm drain pond located at the southwest corner of Locust Grove Road and Franklin Road. The subject property lies about 4-10 feet higher than the top 0 f the storm drain pond site. The seasonal high groundwater elevation ranged from 2615 to 2617 (NAVD). The ground water elevations notes reflect seasonal high ground water depths ranging from 10.0 feet to 12.0 feet below the finished grade of the site. The speCific ground water elevation data nearest to the respective stormwater facility was used for design of the individual stormwater facilities. Based on the geotechnical research and existing facilities within close proximity to the site, it can be determined that the site has suitable soils at depth for percolation (infiltration galleries) and suitable groundwater characteristics for subsurface stormwater disposal.
