Project: Cardigan Bay Subdivision Variance Location: 5450 and 5500 Larkwood Place. Applications: variance Project Description: Larkwood Subdivision, the rural residential subdivision to the west and south of the subject property, was developed in Ada County with access provided from N. Larkwood Place. North . Larkwood Place is a paved local roadway that was not required to be improved with curb, gutter or sidewalks. Larkwood Place also provides access to 6 lots that are part of this development. Neighboring property owners requested that the Cardigan Bay Subdivision lots not construct curb, gutter and sidewalk so that the area would maintain its rural atmosphere. Both the ACHD and City Council were supportive of the neighbors request. As part of the City's approval, you required that the Applicant obtain a variance from this standard. Staff Recommendation: approve; because the rest of Larkwood Place does not currently (nor will likely ever) have sidewalks, staff believes that the variance does not grant a right or special privilege that is not otherwise allowed in the district, relieves an undue hardship on the site, and is not detrimental to the public health and safety.
