Old Business Items
2. Transportation Projects Update—C. Hood
Mr. Hood began on Page 6 of the packet — Eagle Road, Lake Hazel to Amity; ACHD selected an
apparent low bidder, however, ACHD had to reject the bid (rendered null). An electrical
subcontractor on the bid wasn't approved to do relevant work so the project is being rebid and
will be delayed for a time uncertain. Page 10, ITD and RBCI - SH 16 Project. An update will be
presented to the TC in April, including the multiple phases of the corridor. Other updates are
bolded in the packet. No significant change month over. Mr. Hood stood for questions. No
questions or comments from the Commission.
New Business Items [ACTION ITEM]
3. ACHD Downtown Neighborhood Plan - Kristy Inselman (ACHD)
Kristy Inselman, Planning Supervisor, with Ada County Highway District (ACHD) was present to
provide an overview of what neighborhood plans are and to provide an update on the Downtown
Meridian Neighborhood Transportation Plan in particular. Ms. Inselman explained that
neighborhood plans were enacted back in 2012 when ACHD divided Ada County into 16 individual
Item 1.
neighborhood planning areas as a way to do targeted outreach (project identification tool) and
identify which areas/types of improvements were needed. The first iteration of Downtown
Meridian Neighborhood Transportation Plan is from Linder to Locust Grove, the Interstate to
Cherry - a square focused on Meridian downtown area. Recently, ACHD did an update based on
feedback from the public. Ms. Inselman stated there are over 1,500 projects, as a whole,
neighborhood area with a goal to update plans every 10 years. Meridian has two additional plan
areas outside of the downtown core: 1) Meridian North and 2) Meridian South (separated by the
freeway). ACHD identified projects that have been completed from recent neighborhood plan
update; 9 bike and ped, 3 road and intersection projects. Within the Downtown Meridian
Transportation Plan, there are 12 pedestrian, 8 roadway and 14 bikeway projects that were
identified in the recently updated and adopted (January 2024) Downtown Neighborhood Plan.
Ms. Inselman stood for questions. Chair Steed asked if this process is done outside the Integrated
Five-Year Work Plan (IFYWP) process and how it is funded. Ms. Inselman responded that these
projects are funded through their operational budget. Commissioner Ballard asked about
accessing concept reports online, Mr. Hood demonstrated where to locate on ACHD's website.
Commissioner Lewis asked whether local and collector road projects will be separated from
standalone bike and ped projects, Ms. Inselman responded "yes". Chair Steed asked what the
review process is for neighborhood plans. Ms. Inselman discussed ACHD's project prioritization
methodology.
4. 2024 Roadway, Intersection and Community Program Prioritization —C. Hood
Chair Steed said he had watched the February 271" Council meeting regarding the IFYWP. Mr.
Hood explained reasoning for why City Council sent the IFYWP plan to the TC for
clarification/reconsideration. Beginning on page 12 of the packet, Mr. Hood discussed preserving
5-lane roadways for most section lane arterials and the implications that will have on associated
intersections. Four (4) intersections along the McMillan corridor are identified on the IFWYP
presented to the TC. City Council wanted a single comprehensive list of how the projects rank
against one another in priority and how does that look with priority corridors. (Baseline for the
list is the 2023 priority list.) Council also asked whether we should consider prioritizing a
north/south arterial like Meridian or Locust Grove; is one more important than the other?
Discussion between Chair Steed and Mr. Hood ensued regarding intersections that adjoin
prioritized roadway segments and designated priority corridors. Commissioner Ballard stated he
would prioritize Meridian Rd. over Locust Grove Rd. due to connectivity from Chinden to the
Interstate and on to Kuna. Commissioner Lewis provided input and that this topic was discussed
during a prior subcommittee and that priority corridors were considered in prior years.
Commissioner Lewis brought attention to the Master Street Map and the need for modification
to reflect five lanes on McMillan. Mr. Hood and Ms. Inselman discussed the pending/upcoming
updates to the MSM, (including right-of-way preservation) and the CIP. Commissioner LeClaire
also joined the discussion on right-of-way preservation of 100 feet (which could accommodate
up to 5 lanes) on most, but not all, section line arterials.
F
Item 1.
Chair Steed, Commissioner Ballard and Mr. Hood discussed the railroad crossing on Black Cat and
who's jurisdiction the crossing is - ACHD and/or ITD. Mark Wasdahl (ITD) responded and
recommended speaking with ITD's railroad coordinator, Blaine Schwendiman.
Commissioner Lewis suggested the four new McMillan intersections be left at the end of the
unprogrammed list and to evaluate and prioritize them in next year's prioritization list for ACHD.
Chair Steed was in agreeance and there was no further discussion on the topic from the
commission. There was additional discussion regarding the railroad crossing on Black Cat and
priority rankings of projects and shifting of some due to discrepancies from last year's ranking
list.
5. Ex-Officio Updates
M. Carson (WASD) — Badges for students to get one busses have been rolled out in the
elementary schools and will be at all school levels next year. WASD is working on improving
parking lots and coming up with solutions to address the bus driver shortage.
A. Taysom (VRT) -VRT will be making a press release regarding upcoming service changes.
S. Martin (ACHD) — ACHD staff are working on enhanced pedestrian crossings in the Meridian
area; 1) is on Locust Grove at Heritage Park, between Ustick and McMillan; 2) and another is on
Meridian Rd. at Settlers Park, north of Ustick Rd. and 3) Bower St., at Meridian Rd. and Main St.
ACHD is also developing a MOU with the Meridian Fire Department to implement a new Opticom
GPS system to aid in faster response times, rather than the current line of sight system.
L. Klopfenstein (COMPASS) —Two updates; 1) COMPASS is working on a safety action plan- two
work group meetings have been held and a community survey is coming out soon; 2)
Transportation Improvement Program is actively open for public comment- ITD has added a study
for an auxiliary lane on I-84 and SH-16, US 20/26 Interchange is now slated for construction in
2026. Study is available for comment until March 171n
M. Wasdahl (ITD) — SH-16 Project- Mr. Wasdahl provided updates the City of Nampa is working
on related to the interchange and modifications. Due to the complexity of the SH-16 project, a
more detailed report on the construction phases of the project and project program as a whole
will be provided to the TC in April.
6. Staff Communications

Idaho Highway 16 extension, 1-84 to U.S. 20/26
Crews continue building new ramps to connect US-20/26 and SH-16 and will continue through
spring of 2024. The new bridge over Five Mile Creek is complete. A new pedestrian bridge
over Five Mile Creek east of McDermott Road is complete. The north abutment of the McMillan
Overpass will be under construction this winter. Construction on the US 20/26 and SH 16
interchange should start this summer. Construction on several irrigation structures such as
the Purdam Drain, & Husky Drain will continue throughout this winter. Foundation work is also
starting on bridges over Ten Mile Creek. On the south end of the project, work is continuing on
the center pier of the new 1-84 interchange and ramps between Franklin Road and 1-84.
Construction is anticipated to be complete 2025 and will include: Approximately 4.5 miles of
highway between U.S. 20/26 and 1-84; an interchange at 1-84; signalized intersections at
Franklin Road and Ustick Road; reconstruction of the U.S. 20/26 intersection; overpasses at
Cherry Lane, McMillan Road, and the railroad; and minor adjustments to local roads near SH-
16. Project website: itdpromects.idaho.gov/pages/shl6corridor
ITD staff will be at the April TC meeting to give a status update of this corridor.
Interstate 84 Eastbound Auxiliary Lane, Meridian Interchange to Eagle Interchange: Design is
anticipated to be complete spring 2024. Construction timeline is dependent on funding
availability. This project will add a second on-ramp lane eastbound at Meridian Interchange, an
auxiliary (fifth) lane between Meridian Interchange to Eagle Interchange, and a second off-
ramp lane at Eagle Interchange:
https://itdpromects.org/projects/i-84-meridian-interchange-to-eagle-interchange-auxiliary-lane/
FY24 Surface Treatments US 20/26 & SH 44: Sealcoat approximately 107 lane miles of US
20/26 and SH-44 this summer. This will improve ride quality and extend the pavement Iifespan.
Project will start no later than June 14, 2024. A typical sealcoat uses oil heated to 150-185F, but
this time we will heat it to 275-325F. In addition to the increase in oil temperature, the aggregate
is also heated and pre-coated with oil. This new technology makes it possible to do all the work
at nighttime, thus greatly reducing the impact to the traveling public.
SH-55 Eagle Road Safety Review: An inter-agency team was assembled to discuss a safety
review of Eagle Road, 1-84 to SH-44. The safety review, which included a speed study, was
completed at the end of February 2023. ITD has presented to City Council several times, the
last time was on September 5,2023. ITD shared what was found in the safety review and showed
what sign and striping improvements were made as a result. They also shared that the speed
study showed that no change to the enforceable speed limits on Eagle Rd were recommended.
F-11
Item 2.
ITD recognizes the city's concerns regarding the daily congestion on Eagle Rd and proposed
implementing advisory speed limit signage with flashing beacons. These would be activated
during the busiest times of the day. The purpose would be to alert the public of times when
congestion is most likely. After the presentation there were concerns from the mayor and at
least one council member due to advisory speeds not being enforceable. ITD and the city
continue to engage to find the best solution for the traveling public on Eagle Rd. An additional
inter-agency team with law enforcement, the city, ITD, and other agencies will be put together in
the coming months to continue discussions. While different agencies may have different goals,
the main goal we all agree on is keeping the public safe and ensuring drivers can get to where
they need to go as efficiently and safely as possible.
PATHWAYS
Nine Mile Creek, Linder to Meridian: The Parks Department is moving forward with a land trade
to obtain the final access (on 3rd Street) that will make the Rail with Trail (RWT) segment from
3rd Street to 8th Street possible. The engineering consultant is currently preparing legal exhibits
for the parcels to be traded. Goal is now construction in 26/27. The path is proposed to run from
Linder to Meridian along the Nine Mile Creek drain just north of the railroad. Some segments are
complete.
Five Mile Creek Pathway: The City has entered an agreement with ACHD to construct the
pathway across their property and be reimbursed after construction is complete. The City will
build a run of pathway along the south side of the Five Mile Creek from the Quartet Subdivision,
to the Nine Mile Creek, which will culminate in a pedestrian bridge crossing of the Nine Mile
Creek and a connection to the existing McNelis Pathway.
Mary McPherson Pathway: The City developed a concept for a pathway between Crest Ridge
Drive and Mary McPherson Elementary along the Farr Lateral. Parks requested an engineering
proposal to complete a site survey and easements, per the preliminary concept layout.
Easements, both permanent pedestrian and construction access, have been agreed to. Pathway
is now complete.
NOTE: Parks staff will be at the April TC meeting to discuss pathways in more detail.
OTHER PROJECTS
MDC, Downtown Parking Efforts: MDC is working on an update to Destination Downtown. Part
of this is parking analysis. The MDC consultant is wrapping-up the Parking Management
Strategies & Implementation Guide. MDC and City Staff met in late January to discuss next
steps.

Hello Mayor Simison, I know you care about traffic concerns in the city. I am sending a copy of
information (below) I passed along today to the Ada County Highway District related to safety
concerns in the area of Chinden and Linder near my home. Anything your office can do to help
would be appreciated. Thank you!
Richard Presnell

Meridian, ID 83646
There are several safety problems with this area which continues to become busier with growth
and may become more so with the hwy 16 extension and more growth. First, there is no direct way
to go east on Chinden from the Fred Meyer complex. Many leave getting on Chinden westbound at
the Fred Meyer gas station and attempt to cross 4 traffic lanes in a short distance to be able to make
a U-turn at Linder. This is very difficult and dangerous especially at busy times of the day. There are
so many people that do this that there are a large percentage of U-turns at Linder. I often see people
turning right(east) from Linder to Chinden nearly colliding with those making the U-turn.This is in
part due to there not being a "yield to U-turn" sign or one of the red U-turn lights similar to those at
the intersection of Eagle Road and Ustick. I think there are four things that should be done to
improve the situation. 1--Slow down the Chinden traffic (it is only 35 through Garden City and the
traffic, number of schools, churches, nursing homes, and private residences are much higher in the
Chinden/Linder area). I think it should be no more than 40 MPH similar to the major roadways that
feed into it in that area (Meridian Road and Linder). 2--Add a stop light near the Fred Meyer
complex to allow people to go east on Chinden at a stop light. A light at Bergman would be perfect

and would not result in traffic backing up into the Fred Meyer complex. 3--Add "yield to U-turn"
signage at northbound Linder and Chinden, and perhaps one of those lights preventing a right turn
on red from Linder to Chinden when the Chinden to Linder left turn lane has a green arrow. 4--Put
a raised center island on Chinden to make it clear where U-turns can be made. I often see illegal U-
turns crossing two sets of double yellow lines and also people making the U-turn at Linder much
too early which contributes to the problem related to those turning onto Chinden from Linder. They
don't think there is anyone making a U-turn and then run into someone who makes the U-turn SO-
100 feet before they should. Thank you!

We (and City of Meridian) have gotten a few requests for a crossing at Linder and Kodiak near Victory Middle.

have discussed this crossing with John, and it seems to come down to the programming piece. (Don't they all
Can one of you help me understand WASD's role if any in getting an enhanced crossing at this location? I will put
it on our IFYWP requests list. I think there was some conversation about WASD possibly having put funds toward
the crossing when Victory was built, but the details on that conversation are hazy. (John feel free to correct me
if I am misremembering.)
Thanks for the assist!

Hi Caleb,
I do not have any information on funding, or a programmed design and construction year for the Black
Cat Road and Boise Valley Railroad (BVRR) crossing. Last August, ACHD participated in a scoping of the
Black Cat Road and BVRR crossing. Miranda Carson and David Mills were there representing the City of
Meridian, along with staff from ITD, the UPRR and the BVRR. From my notes an interim signalized
crossing of the existing two lanes would cost $400,000. The crossing is listed as#21 on ITD's Web
Accident Prediction System list for Ada County, which ITD uses to prioritize funding of railroad crossing
upgrades. I have included Kristy Inselman on this email in case she has any updated information.

Tom,
Ryan mentioned that you had some involvement with UPRR (or someone) on the upgraded
crossing at Black Cat. I know there are no programmed funds, but do you have any kind of update
on when that crossing may change from stop-controlled?We are working on our priority projects
for consideration in the IFYWP and I'm trying to give my elected officials a status update.
Thanks!

Hi Caleb,
Just an update from the PD side of things. Our SRO Supervisor, Sgt Carter, spoke with the principal at Doral and
their current measures to help with these issues are to triple up the drop off line on their property so more cars
can funnel in off of Cherry. She has also sent out correspondence to the parents to ask them to use secondary
neighborhood streets for drop off when possible rather than Cherry Ln.And finally, she directs most of her staff
to be outside monitoring crossing and drop off activity...like bus duty if you will.

In the spirit of teamwork, I just wanted to reach out to you both so we are on the same page with
this one. The Police Department will just enforce whatever school zone is decided on, and of
course, any crossing guards would have to be provided by the school.
Caleb, I believe this is/would actually be a good issue for the Meridian Intersection Pedestrian
Task Force, if they are accepting any new issues for consideration.
Let me know if there is anything you guys need from me
Thanks,
Tara.

Good morning/afternoon friends,
Below is a request from board and administrative leaders from the Doral Academy. Doral is
located in the building that previously housed Cherry Lane Christian and Compass School. As the
weather begins to improve and pedestrian traffic increased there is ongoing concern for the safety
of students walking to and from the school. Unlike Compass, Doral does not currently bus students
thus there is greater reliance on both safe access for students as well as an increase in traffic to
and from the school.
I'm forwarding to you all as subject matter experts to explore what options can be implemented
both in the short and long term. I'm unsure if we/ Doral needs to make a formal request or if this
email is sufficient. I'm happy to chat as well but after speaking with both Angela and Mack its clear
this is the largest concern amongst parents who send their kids to the school. If I can be kept in the
loop on the progress around this request and any direction for future requests it would be
appreciated.
Thank you for your help and efforts.
Best,

Good Morning Luke,
My name is Angela Perez and I am a member of the Doral Academy Board of Directors. As a board
member and grandparent of Doral students, I would like to request your help as the Meridian City
Counsel - Seat 6 representative with adjusting the school zone and assist with the Cherry Lane
crossing challenges that are being experienced and risking the safety of the children.
1. Increase Doral School Zone - The school zone is very short and causes unexpected
slowdowns through the zone and backs up the traffic during the morning drop-off and
afternoon pick-up times. This causes an increased safety risk to drivers and students. The
request is to increase the length of the school zone designation so that it will provide
adequate time and duration for drivers to stop and for students /parents to remain safe
during the drop-off/pick-up times.
2. Cherry Lane Crossing- This poses a safety risk to students/parents at the time they are
walking across the road to the school. It is a combination of the School Zone being so
short, cars not having enough time to stop when the light turns red, and the absence of a
crossing guard during the start and release times of the school. The request is to lengthen
the zone, provide more time for the light to turn red, and for crossing guard assistance.
Please let me know if you have any questions or if additional information is needed to provide
help with the above challenges.
Thank You,
Angela Perez

Renny,
Based upon the policy that I discussed with you and Walter on Tuesday, and the lack of crash history at
that location. ACHD is not planning on installing a stop sign on N. Gertie Place at the entrance into the
shopping center.
Additionally, we are unable to provide the signs or poles that you requested. Unfortunately, we can't
provide you with materials purchased using public funds for a private enterprise.
I do appreciate you taking the time to discuss the options for your shopping center.
Respectfully,

Renny,
I trust your new year is off to a great start. I wanted to follow-up with you after our phone conversation in
December when we spoke about the potential to install some STOP (or other)signs within Knighthill Center. It
sounded like you were pretty open to "planting" some signs within your complex if it helps address motorist safety.
However, you also mentioned some concerns with where signs might go, due to turnaround easements, irrigation
facilities and stacking/blocking issues. You stated you might talk to John Wasson to get his unofficial
recommendation on what might help the current situation. (John is generally familiar, but as most/all of the issues
are private, I don't think he's really studied the situation. I've copied him on this email.) I know a couple of other
Traffic Engineers that may be willing to volunteer some assistance. If you want, I can ask them?
Please let me know if you've thought about this more since our conversation; maybe you even have a plan?
Thank you!
